Координатором програми є Міністерство закордонних справ, справ Співдружності Націй та розвитку Сполученого Королівства (МЗС СК), управління нею здійснюється в співпраці з Урядом України.ФПСУ надає підтримку з метою підвищення стійкості українського уряду в умовах російського вторгнення в Україну та найбільш важливу допомогу українським державним установам, громадянському суспільству та ЗМІ. Головною метою компоненту «Раннє відновлення» програми ФПСУ є підтримка нещодавно звільнених територій, які знаходилися протягом певного періоду під російською окупацією з початку повномасштабного вторгнення 24 лютого 2022 року. Компонент «Раннє відновлення» наразі працює в чотирьох областях: Київська, Чернігівська, Сумська та Харківська, і підтримує державу у вирішенні першочергових завдань громад на звільнених територіях шляхом реалізації заходів із забезпечення безпеки, надання послуг і захисту громад. ФПСУ допомагає забезпечити громадську безпеку та першим надає підтримку у відновленні основних публічних і комунальних послуг та інфраструктури.МетаКоординатор(ка) проєкту (Схід)допомагатиме у реалізації компоненту «Раннє відновлення» на нещодавно звільнених українських територіях, головним чином, в розробці та реалізації заходів у Східній Україні. Координатор(ка) проєкту (Схід) призначається для надання допомоги Донецькій військовій обласній адміністрації та цивільнім органам влади у координації підтримки, що надається в рамках компоненту «Раннє відновлення» ФПСУ, та інших гуманітарних і стабілізаційних заходів. Конкретною метою Координатора(ки) проєкту (Схід) є:впровадження та посилення координації гуманітарної допомоги та заходів із відновлення обласними адміністраціями та місцевими органами влади на нещодавно звільнених територіях, у тому числі контроль і моніторинг за реалізацією фінансованих ФПСУ заходів компоненту «Раннє відновлення».Обов’язкипідтримка в розробці та впровадженні заходів компоненту «Раннє відновлення» ФПСУ спільно з Донецькою обласною адміністрацією, місцевими органами влади та представниками громадянського суспільства, в першу чергу,для забезпечення безпеки, надання послуг і захисту громад.надання допомоги призначеному раднику(ці) з питань відновлення (що відповідає за Східну Україну) у виявленні прогалин на регіональному та місцевому рівнях, які можна закрити шляхом вибору та розгортання відповідних фінансованих ФПСУ заходів із відновлення на підтримку пріоритетів, визначених обласними адміністраціями та місцевими органами владинадання Донецькій обласній адміністрації підтримки в ефективній координації оцінки потреб, планування та реалізації пріоритетних заходів із надання гуманітарної допомоги та відновлення з центральними, місцевими органами влади (громадами), а також національними й міжнародними гуманітарними організаціями, ГО, волонтерами та приватним сектором.підтримка у проведенні Оперативної оцінки ФПСУ пріоритетів ранньоreconstruction in recently liberated territories and determination of priorities that require coordinated actions of central and regional authorities, as well as international organizations. conducting a constant needs analysis, including the analysis and integration of information from various sources to assess resource needs for the provision of humanitarian assistance and recovery and impact. Requirements The coordinator (East) must meet the following qualification and experience requirements: university degree in the field of state or public administration, civil construction, urban planning, conflict studies and studies of stabilization effects, international relations or in related fields. Work experience of at least 3 years in relevant fields, such as public administration, emergency services (police, firemen or ambulance), health services, social services, assistance to refugees and IDPs, involvement and organization of community activities or related fields of humanitarian aid, stabilization and recovery. experience working directly or in cooperation with central, regional or local government bodies is highly desirable. excellent and demonstrated problem-solving skills, including including understanding of approaches and methods for rapid implementation of appropriate solutions. demonstrated ability to work in extreme conditions, sometimes under high stress (for example, in conditions of war, natural disasters and human suffering), showing perseverance when faced with difficult problems or challenges and maintaining calm in stressful situations. Excellent communication skills, including clear and effective oral and written communication in Ukrainian and at least a limited level of English. Early Recovery currently works in four Oblasts – Kyiv, Chernihiv, Sumy and Kharkiv – and supports the state to immediate community priorities in liberated areas through community safety, community services and community protection activities. PFRU helps ensure public safety and security and spearheads the restoration of key public services, utilities and infrastructure.ObjectiveThe Field Coordination Officer – East will support the delivery of PFRU’s Early Recovery component in recently liberated areas of Ukraine, with a focus on activity development and implementation in Eastern Ukraine. The Field Coordination Officer – East will be assigned to assist the Donetsk Oblast Administration and Civil Authorities to coordinate the delivery of PFRU Early Recovery and other humanitarian and stabilization activities. The specific objective of the Field Coordination Officer – East is:Enhanced and operationalised humanitarian and recovery coordination by Oblast Administrations and local authorities in recently liberated areas, including oversight and monitoring of the delivery of PFRU funded Early Recovery interventions.Specific TasksSupport the development and implementation of PFRU Early Recovery activities in collaboration with the Kramatorsk Oblast Administration, local authorities and civil counterparts, with a focus on delivery of community safety, community services and community protection.Assist the assigned Recovery Adviser (covering Eastern Ukraine) to identify gaps at the regional and local level that can be filled by the selection and deployment of appropriate PFRU funded recovery interventions in support of identified regional administration and local authority priorities.Support the Donetsk Oblast Administration to effectively coordinate humanitarian and recovery assessment, planning and delivery on priorities with central government, local authorities (Hromadas) and national and international humanitarian agencies, NGOs, volunteers and private sector organisations.Support PFRU Rapid Assessments of early recovery priorities of newly liberated areas and identify priorities which require a coordinated central and regional government and international agency response.Conduct ongoing needs analysis, including the evaluation and integration of information from a variety of sources to assess humanitarian and recovery resource requirements and impacts.Incorporate a gender inclusive perspective in all areas of work, ensuring equitable participation in all PFRU activities.ProfileThe Field Coordinator Officer – East will have the following qualifications and experience:A university degree in government or public administration, civil engineering,urban planning, conflict or stabilization studies, international relations, or related fields.A least 3 years’ experience in relevant fields such as government administration, emergency services or relief (police, fire or ambulance), health services, social services, refugee and IDP assistance, community engagement and organisation or related humanitarian, stabilization and recovery areas.Experience working directly or in collaboration with central, regional or local government highly desired.Excellent and demonstrable coordination and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.Excellent communications skills including speaking and writing clearly and effectively in Ukrainian, and with at least a limited proficiency in English.Place of AssignmentKyiv, UkraineReportingThe Field Coordination Officer – East will report directly to the assigned Recovery Adviser (covering Eastern Ukraine).Application instructions:Apply using the following link by April 18th.
