For the purpose of the vacancy, internal candidates are considered as first-tier candidates.Context:Under the overall supervision of the Chief of Mission and with the direct supervision of the National Protection Officer, the incumbent will be responsible for the implementation of the capacity building activities across the protection projects, as well as supporting with project management of US Government-funded projects with strong counter-trafficking capacity-building components.Core Functions / Responsibilities:In close coordination with National Protection Officer, serve as the capacity building specialist and oversee capacity building activities to counter human trafficking and other protection risks by planning and implementing various trainings, workshops, sensitization sessions, and referral mechanisms. Such activities may be national, regional, or local/community, necessitating coordination with representatives of government, civil society (namely, Counter-Trafficking NGO Coalition), and other relevant stakeholders.Support with developing, maintaining and rolling-out capacity building content and tools in consultation with various stakeholders. This may include but not be limited to providing technical and administrative guidance to and monitoring of IOM staff, implementing partners, and government efforts.Support with liaising with the Ministry of Social Policy of Ukraine, State Social Service, and other National Referral Mechanism stakeholders, as well as co-chairing the Protection Cluster’s Anti-Trafficking Task Team. Contribute technical substance and liaise at various events, coordination structures, working groups and platforms internal and external of IOM and at regional, national and sub-national level.Support with project development, identifying emerging capacity building opportunities, drafting proposals, budgets, and workplans, in coordination with senior protection management, and interacting with potential donors.Contribute to the Protection Unit’s overall projects’ management, particularly for but not limited to J/TIP and USAID, by monitoring project implementation, supporting internal and external reporting, liaison with the donors and project stakeholders, planning and regular monitoring and evaluation of capacity building and other protection activities at specific locations/oblasts as well as coordinating staffconducting activities under these projects.Compile, present and contribute information on national, regional, and local human trafficking trends, counter-trafficking responses, and relevant protection issues for meetings, workshops, briefings, reporting, knowledge products and other internal and external initiatives.Draft official and unofficial correspondence in Ukrainian and English as needed.Undertake duty travel based on programme needs.Perform such other duties as may be assigned.Required Qualifications and ExperienceEducationHigh School Degree/Certificate with seven years of relevant professional experience.ORBachelor’s Degree with Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least five years of relevant work experience.ExperienceExtensive work experience in the thematic area of countering human trafficking, exploitation, and gender-based violence, and especially the capacity building pillar.Experience in project development, management and reporting.Work on a range of protection thematic areas, such as migrants in vulnerable situations, gender-based violence and child protection.Experience in liaison and cooperation with governmental authorities, UN partners and NGOs, as well as other internal and external stakeholders.Exposure to emergency responses and work related to internal displacement.Previous work experience in IOM or a UN agency is preferable.SkillsExtensive knowledge of migration- and protection- related subject areas dealt with by the Organization in Ukraine, especially in the counter-trafficking field.Excellent ability to produce and to make recommendations on content related to capacity building, on a range of topics.Ability to liaise with a variety of stakeholders, such as national and local authorities, as well as NGOs and UN agencies, and excellent interpersonal skills.Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts.Good communication and writing skills in English.Proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and experience in working with databases and online applications.LanguagesFor this position, fluency in English and Ukrainian is required (oral and written).ValuesInclusion and respect for diversity: Respects and promotes individual and cultural differences.
