The "Man in Need" organization operates in Ukraine since the beginning of August 2014 and since then, humanitarian programs have been expanding rapidly. Currently, "Lyudyna v bidi" is one of the main humanitarian organizations in Ukraine that provides neutral and independent humanitarian assistance to people affected by the conflict.

General Position Information

Under the overall direction of the Emergency Response Manager, the Program Officer is responsible for the timely and effective planning, execution and monitoring of emergency response and early recovery activities in the response area, as well as archiving all assigned and received documents in a proper manner.

Typical Duties and Responsibilities:

Informs the line manager about any emergency situations, conflicts, duplication of activities with other actors represented in the region, or gaps in activities, and suggests possible solutions based on own observations;
  • Responsible for planning, preparation and implementation of activities within emergency response programs, such as distributions, cash assistance programs, etc., in coordination with other PIN departments (procurement and logistics department, finance department);
  • Supports the implementation of all types assessment and selection processes in the target locations of the region of subordination (program department, monitoring and evaluation department);
  • Provides support for the preparation of information for the development of project proposals, based on the results of the relevant assessment of the region, the line manager and the grants and reporting department ;
  • Organizes meetings with all local actors - representatives of local authorities, communities, etc.;
  • Regularly visits the project implementation sites, monitors the progress of all activities and reports on the results and any problems in a timely manner and directly to the line manager;
  • Thoroughly and correctly fills out all the necessary project documentation. Enters data into beneficiary database as needed. Checks compliance with the requirements of the donor;
  • Supports the identification and selection of partners for receiving grants or material donations, by conducting an assessment of the relevant partners using existing PIN tools;
  • After granting grants to partnersclosely cooperates and supports partners in implementation planning and regularly monitors the performance of the activities of grantees, its quality and impact on the quality of the PIN program;
  • Responsible for achieving project goals, participates in their monitoring;
  • Identifies and monitors needs and gaps;
  • As necessary, travels to other locations to assess needs or distribute assistance;
  • Enforces all established PIN security policies
  • Responsible for the correctness and completeness of the information provided
  • Required experience and qualifications

    • Bachelor's degree in humanities or natural sciences in the field of social sciences , law, health care, humanities or in another related field.
    • At least three years of work experience in the field of social work or related fields
    • Fluent command of the Ukrainian language and knowledge of the English language at the intermediate level
    • Understanding the concept of work in the humanitarian sphere and emergency situations
    • Experience of working in stressful conditions
    • Ability to work/experience of working with affected and vulnerable populations
