What will you do in this position? Under the general guidance of the Head of Lviv Field Office, the Program Policy Officer will take a lead role in ensuring that program and partnership issues are properly managed in Lviv and Western Oblasts. The incumbent will be a member of an energetic team responsible for the coordination of the operations in the Western Regions of Ukraine. In addition, the Program Policy Officer will be robust to boost the capacity of the Program Unit in the daily management of programs, partnerships and reporting in the Lviv office. The incumbent will be based in Lviv with field trips whenever there is need. The incumbent will serve as focal point for the coordination of all aspects field office's program and partnership oversight with UN Agencies, NGOs, and Government partners in the development and implementation of WFP's program partnership activities as well as supporting oversight of the field office operations. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and 4.9 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.WFP is a 2020 Coordination:Coordinate and manage Programme activities at field level, in line with the Country Office strategy and the practical realities of operating in the field.Supervise day-to-day management and implementation of the Programme including addressing operational issues, awareness raising on program objectives and procedures, interaction with stakeholders (such as Government departments and WFP NGO partners) and training and support to WFP staff in good practice guidelines.Provide technical advice or mobilise technical expertise, on programmatic issues including assessment, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support efforts to reduce hunger and malnutrition.Ensure the programme remains compliant with all WFP policies and procedures.Engagement with WFP Cooperating Partners and Government:Support development and maintain WFP operational and strategic partnerships and maintain an active engagement with CPs.Support coordination with WFP partners (NGOs, UN Agencies, Government).Cooperate with Government stakeholders and other partners to identify where food assistance is needed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership,effectiveness of food security and nutrition programmes in regions that are under Lviv Field Office’s area of responsibilities.In cooperation with stakeholders, recommendways to refine the programme and thereby improve the service offered to beneficiaries and facilitate implementation by WFP.Inter-Agency:Represent WFP in different forums on subjects related to food security,nutrition, livelihoods, and other related issues through direct participation, briefings, information products and other materials.Coordinate at interagency level, ensuring WFP representation for the area covered by the office in coordination meetings, inter agency assessments, etc.Act as a focal point for the Food Security and livelihoods cluster in regions that are under Lviv Field Office’s area of responsibilities.Internal Processes:Ensure field level monitoring of implementation, liaise with the Monitoring and Evaluation (M&E) team in the development of operational M&E methodology and formats and oversee the preparation and dissemination of timely field reports for internal use.Act as focal point for needs assessments.Support the Country office with the preparation of implementation plans, based on needs directly collected by WFP, or shared by local authorities and partners.Maintain a direct communication with the Head of Programme and Programme team in the Country Office and flag any relevant issue that needs to be addressed at country level.Complete internal and external reporting obligations (including weekly sub-office sitrep, country office sit-reps, donor reports etc).Collaborate with Security/Conflict analyst to improve awareness and understanding of events that may have a humanitarian impact.Identify lessons learnt and best practices established for use in further WFP cash & food programme interventions.Other duties as assigned as per the needs of the operations.To join us in saving lives, changing lives, you will have:Education:Advance University degree in Social Science, Food Security, International Relations, Business Administration, Economics, or related field,or First University Degree with additional years of related work experience and/or coursework/trainings.Experience:Minimum three (3) years of postgraduate professional working experience in a humanitarian, development assistance or similar field.Experience working in the United Nations or with an NGOs is an asset.Experience in food assistance, nutrition, food systems or related issues is an asset.Knowledge & Skills:Good computer skills
