Job Description

We are looking for a focused and experienced Health Care Program Specialist (PF ), who would join our team in the Kyiv office of MMK. As a program specialist, you will play an important role in the planning, coordination and implementation of various humanitarian projects in the health sector, aimed at meeting the needs of vulnerable populations in crisis-affected regions. Your responsibilities will include tracking project budgets, monitoring progress and ensuring compliance with donor requirements and organizational policies. The Program Specialist (SP) will work directly with the MMK Health Sector Manager and ensure regular updates of all program management tools (event plan, Monitoring, Evaluation, Accountability and Learning (MEAL) data, procurement plan, staffing plan and engineering communications). The ideal candidate must have strong organizational and communication skills, a passion for humanitarian work, and the ability to thrive in a complex and dynamic environment.

Essential  Duties and Responsibilities

Monitoring, Evaluation, Accountability and Learning (MEAL)< strong>and Data Management

  • Collaborate and coordinate key deliverables against agreed timelines.
  • Provide support to the relevant Health Sector Lead and the Monitoring and Monitoring team Evaluations in the implementation of the approved M&E project plan, as well as in tracking progress against indicators for MMK and partners.
  • Ensure regular updates of the program quality tracking system with identified issues and agreed action items in coordination with relevant program sector teams .
  • Provide support to program implementation teams in addressing issues highlighted in field monitoring reports in collaboration with the monitoring and evaluation team.
  • Develop bi-weekly and monthly work plans as agreed with the technical manager, providing them to the team with monmonitoring and evaluation and relevant divisions for process monitoring.
  • Coordinate, advise and support relevant sector heads and the Monitoring and Evaluation department in the development, implementation and use of agreed tools and guidelines for data collection, aggregation and reporting.< /li>
  • Ensure adherence to templates, tools, guidelines and donor requirements during process implementation and data collection.
  • Collect, consolidate and timely upload progress data to centralized tracking for relevant sectors.

  • Oversee data collection in the field using standardized tools for both direct and indirect implementation to ensure data quality.
  • Provide support to program implementation teams, sector heads and monitoring teams and evaluations in systematic data analysis to meet program requirements.
  •  Develop and implement analyses, surveys and evaluations in a structured manner with the support of sector heads and monitoring and evaluation teams.
  •  Contribute to staff capacity building program and local partners on templates/forms for data collection related to monitoring and evaluation projects.
  • Conduct selective monitoring program visits.

Supply Chain 

  • Collaborate with the Procurement Department and the relevant Sector Manager to create, submit and track purchase requisitions and specifications of required goods.
  • Regularly update the procurement plan.
  • Monitor and control all procurement in the defined sector.

 Software Support 

  • Work closely with the relevant sector manager to understand the program objectives.
  • Work with the relevant sector manager on program management documents; regularly maintain and update program management tools (procurement plan, work plan, staffing plan and engineering communications).
  • Prepare field job applications and other documentation for new hires.
  • Ensure, that the implementation of the projects of MMK and partners takes place according to the schedule, scope and budget, as well as using effective Monitoring, Evaluation, Accountability and Learning (MEAL) systems with the aim of achieving the desired results.
  • In cooperation with the Monitoring system, Evaluation, Accountability and Learning (MEAL) ensure proper monitoring, reporting and approval of activities in accordance with program policies, instructions and procedures of MMK and donors. minimization of overspends and underspends in the performance of the relevant sector on a regular basis.
  • Work closely with the finance department to monitor cash flows/forecasts and track program expenditures.
  • Ensure timely, efficient and rational planning and implementation of purchases through monitoring and analysis in all departments.
  • Assist the relevant sector manager in the preparation of timely, high-quality internal and external updates and reports to donors.
  • Assist with field program activities when necessary.
  • Maintain flexibility, to take on additional responsibility when necessary.

Representation

Contribute to the creation of a positive image and general trust in the organization, in particular by application of the Code of Ethical Norms of Conduct of MMK and institutional ethics and values ​​in relation to internal and external subjects.

Security

  • Ensure compliance with protocols and mission-wide security policy. Prevention of sexual exploitation and abuse.
  • Actively promote PSEA prevention standards within International Medical Corps and among beneficiaries served by International Medical Corps.
  • Any other tasks at the request of the immediate supervisor or an authorized person.
  • Additional duties, such as temporary expansion of territorial responsibility, filling vacant positions for a certain period, replacing colleagues who are on sick leave/annual leave/business trip, internal duplication of positions, any specific tasks related to organizational needs.

Minimum requirements

  • One to two years of experience in a program position in a non-profit, humanitarian, non-governmental, or governmental organization related to humanitarian assistance.
  • Bachelor's degree in a relevant field (social sciences, development studies, public administration, etc. ).

  •  Ability to maintain a positive attitude and professionalism in stressful work conditions.< /li>
  • Ability to withstand the rigors of challenging environments in both a growing urban context and remote field environments with limited resources.
  • Exceptional verbal and written communication skills.

  • Experience working with implementing partners preferred.
  • Professional/fluent English proficiency for communication, reading and writing.
