Malteser International is an international humanitarian aid organization operating under the auspices of the Sovereign Order of Malta. For more than 60 years, we have provided relief and recovery support to people during and after conflicts and disasters around the world. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the field of mental health and psychosocial support (MHPSS). Since the full-scale invasion on 24 February 2022, Malteser International has rapidly expanded its humanitarian operations to respond to the growing needs across the country, partnering with more than 8 local organizations to provide critical assistance to people affected by the crisis. Today, Malteser International's humanitarian response includes the distribution of food, hygiene kits, winter kits, housing assistance and MPCA in hard-to-reach areas of Eastern and Southern Ukraine to reduce challenges and risks to people's lives. The international network of the Order of Malta supports people affected by the war in Ukraine and will continue to do so as long as help is needed.
To implement its activities in Ukraine, Malteser International is looking for a Program Manager.

Salary according to qualifications and experience, from UAH 170,000 before taxes

Main duties and responsibility
Project cycle management
Ensure timely and quality project cycle management of the MI humanitarian response program in Ukraine, which is implemented by local partners.
Support the development of needs assessments, concept notes and project proposals for new projects, ensuring consideration of humanitarian standards and cross-cutting issues. Ensure close coordination with local partners to support the development of their activities and input into project proposals.
Supportmonitor and provide advice on the implementation of projects by partners regarding detailed time planning, compliance with technical standards and necessary adaptations.
In cooperation with the MEAL Malteser International (MI) team, ensure regular monitoring and evaluation of projects and provide recommendations to partners in cases where project activities need to be adjusted according to the results obtained.
Ensure the fulfillment of reporting obligations to the relevant clusters and within the Humanitarian Response Plan (HRP).
Support the preparation of briefings and presentations for key stakeholders, beneficiaries and the donor community to highlight project activities and results.
Ensure timely preparation of all necessary materials for donors, including reports, work plans and other documents within the project, and conduct final review спільно з CO/HQ та місцевими партнерами.

Provide general supervision and mentoring of country office staff in line with line management, including performance appraisals, staff development and other management matters.
PARTNER SUPPORT AND DEVELOPMENT
Ensure effective communication and collaboration with partner organizations.
Support the development of the capacity of the partner program team staff through on-the-job training and the implementation of special capacity building activities.
Support the conduct of "MI partner assessments" and provide further support/development of priority capacity development plans with their revision according to the planned timelines.
EXTERNAL REPRESENTATION AND INTERACTION
Participate in relevant clusters, events, meetings and conferences.
Build and maintain proper relations with partner organizations, national authorities, international and national organizations, donors, embassies and other interested parties in Ukraine.
If necessary, accompany representatives of donors and other official visitors during field visits.
Necessary knowledge and skills
• Knowledge of the humanitarian context of Ukraine, features of the main sectors, such as shelter, winterization, cash, protection, etc.
• Fluency in Ukrainian and English (oral and written).
• Work experience and understanding of the context of frontline oblasts.
• Previous experience in managing partners with the provision of technical support and advisory support for donors.
• Knowledge of reliable nationalnational organizations for the development of partnerships.
Qualification requirements
• At least 3 years of experience in managing humanitarian projects in Ukraine (required).
• At least 2 years of proven experience in coordinating national partners.
• Proven knowledge of the main sectors, cluster coordination, work with donors and project cycle management.
• Fluency in Ukrainian and English languages (mandatory).
• Experience in implementing projects financed by institutional donors (ECHO, UHF, etc.).
• Ability to adapt and show flexibility according to the context of Ukraine.
