Duties:

The Office of Defense Cooperation (ODC) implements the DoD Humanitarian Assistance (HA) program to relieve or reduce endemic conditions such as human suffering, disease, hunger, deprivation, and the adverse effects of unexploded explosive ordnance (UXO), particularly in regions where humanitarian needs may pose major challenges to stability, prosperity, and respect for universal human values.

The ODC Program Manager (PM) in Ukraine manages and executes the US Department of Defense (DoD) Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) appropriation allocated for Ukraine. The ODC PM responsibilities for OHDACA-funded programs include, but are not limited to, identifying project requirements in collaboration with Ukraine government authorities, coordinating and developing project nominations, submitting nominations to the Combatant Command (United States European Command) program manager level for consideration , and fully executing approved projects through the closeout stage; as well as evaluation of completed projects (Reference Security Assistance Management Manual (SAMM). When authorized, OHDACA funds are used to conduct Foreign Disaster Relief (FDR) activities. DoD programs under the OHDACA-funded appropriation include, but not limited to, Foreign Disaster Relief (FDR), Humanitarian Mine Action (HMA), Non-lethal Excess Property (EP) Program, and Humanitarian Assistance (HA). OHDACA is an annual appropriation with a two-year period of availability that supports DoD HA activities conducted under the legislative authorities listed in the SAMM Table.

Requirements:

EXPERIENCE:

3 (three) years of progressively responsible experience in the administrative or program management field.

EDUCATION:

University (Bachelor's) degree equivalent in finance, administration, management, or education is required.

LANGUAGE:

Fluent (writing/speaking/reading) English

Fluent (writing/speaking/reading) Ukrainian

SKILLS AND ABILITIES:

Strong organizational and project management skills are required. Ability to organize training seminars, conferences, or public events is required. Must be able to deal effectively in a multi-cultural environment. Must be able to prioritize assignments, work under pressure, and deal with overlapping tasks. Must be able to effectively communicate orally and in writing, both in English and Ukrainian.

Driving requirement: Possession of a driver's license* (category B)

  • On-the-road test may be conducted
