The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
Job Summary:
The Program Manager will provide management and coordination support for the program implementation of the EpiC Ukraine project. The program manager will support the Project Director in rolling out, managing and monitoring implementation of the work plan and budget. This will require working across both technical and operational teams to establish and maintain a range of program management functions that support smooth implementation of activities. The program manager will support the development of workplans, budgets, reports, communications materials, presentations and other deliverables for the program and ensure timely, quality submissions to FHI 360, US Department of State and stakeholders.
Accountabilities:
Project Management:
- Coordinates the development of annual workplans, ensures smooth program startup and implementation, tracks performance against project timelines, budget, objectives, and deliverables;
- Supports the EpiC Ukraine Project Director to ensure collaboration and coordination with the key country stakeholders and the US Department of State;
- Monitors and addresses programmatic issues in a timely manner, and keeping senior project management apprised of activity progress;
- Provide guidance and monitoring for EpiC Ukraine project staff in workplan implementation, ensuring clarity on project plans and priorities, and supporting coordination across teams for effective teamwork.
- Supports coordination and communication with subpartners, reviewing progress against assigned scopes of work, budget expenditures and facilitating problem solving.
- Coordinates with the Technical and Finance teams to ensure high quality development and management of program subawards (subcontracts, purchase orders, sub-award, consultant agreements, etc.) in a timely manner;
- Contributes to program planning for the EpiC Ukraine work
- Assist with documenting program activities and deliverables, including progress reports and programmatic updates, in response to requests from DoS and the EpiC home office
- Assist in organizing site visits for DoS representatives to EpiC-supported sites and coordinating meetings with Ukrainian counterparts
- Coordinates the response to programmatic, financial, administrative, communications and logistics needs and requirements generated from project leadership and the US Department of State;
- Provides inputs to the development of guidance, tools and materials related to programming;
- Builds, develops, and grows partnerships vital to the success of the project;
- Performs other duties as assigned.
Education Qualification & Experience:
- Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.
- Project Management (PM) Certification preferred.
- Minimum of 8+ years of relevant experience with projects management principles and practices, 2+ years of line management experience required.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Experience managing US Government funded programs;
- Demonstrated experience working independently with initiative to manage high volume work flow, being responsive to partners and donors, and troubleshooting issues;
- Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs;
- Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
- Ability to meet deadlines with strong attention to consistency, detail, and quality.
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in Ukraine.
- Proficiency in Microsoft Office applications such as MS Word, Excel,PowerPoint, and well-developed computer skills.
- Ability to travel within country and internationally if needed.
- Professional proficiency in written and spoken English and fluency in Ukrainian.
