 Advisor of the Program Development Department (MEAL)

Main goal positions: 
Ensuring an effective MEAL (Monitoring, Evaluation, Accountability and Learning) system to improve the quality of programs, services, their transparency and impact at the organizational level.

Main responsibilities

1. Monitoring and evaluation

• Development and implementation of MEAL systems for the organization, programs and projects           • Coordinates the work of the M&E group and ensures consistency of approaches at the national level
• Tracking progress on strategic KPIs at the organization level
• Definition of indicators, organization of data collection and analysis
• Preparation of regular results reports
• Coordination of monitoring and evaluation activities at the organization level
• Provision of technical expertise on project and program monitoring

2. Analytics and training
• Analysis of program effectiveness
• Formation of recommendations for improvement
• Dissemination of best practices within the organization
• Informing about new approaches, research and development in the field of M&E, RBM and quality assurance
• Ensuring capacity building (capacity building) with M&E for national and program staff based on identified needs

3. Accountability
• Implementation of an internal quality assurance (QA) system                                      • Development of feedback mechanisms for beneficiaries
• Ensuring compliance with the principles of transparency and ethics

4. Program development
• Participation in the development of new projects
• Integration of MEAL in all stages of the program cycle
• Support of teams in the regions
• Coordination of internal and external needs assessments and feasibility studies
• Coordination of external project evaluations and social impact studies
• Participation in regional monitoring and evaluation networks

Main requirements:
• Higher education (social sciences, international development, statistics or related fields)
• Experience in MEAL / M&E from 2-3 years
• Knowledge of data collection and analysis methods
• Experience working with humanitarian or social programs
• Proficiency in Excel / Google Sheets (preferably Power BI, Kobo, ODK)
• English - no lower than Intermediate
• Analytical thinking
• Attention to details
• Ability to work with large amounts of data
• Communicativeness and the ability to train others

Will be an advantage:
• Experience in the NGO sector
• Knowledge of humanitarian standards (Sphere, CHS)
• Experience in crisis or post-conflict settings
