Job Summary:
The Program Coordinator (national staff only) leads the program department, providing technical and programmatic leadership for rapid, scalable and quality implementation of activities. Under the direction of the Deputy Response Coordinator, the Specialist will play a critical role in the country response team, providing oversight to technical program leaders and supporting all aspects of programmatic activities from the country office, as well as programmatic support functions related to the project. The Program Coordinator will assist the Deputy Response Coordinator in ensuring that the organization's emergency response programming is responsive to the needs of populations affected by conflict and disasters, with a focus on the most vulnerable communities.
Responsibilities:
Responsible for direct humanitarian response, including program management, staffing, project development, external representation and transition planning.
Manages and mentors field staff, including technical leaders, monitoring and evaluation specialists, and others to build a strong foundation for emergency programs.
Leads and coordinates field assessments of emergency needs and supports response strategy development in collaboration with the country government, the UN system, and other humanitarian organizations in partnership with the Crisis Response Team (CRR).
Coordinates interactions with partners, local authorities, donors and other actors to ensure inclusive and asexisting humanitarian services.
Ensures compliance with FHI 360 policies and procedures and donor requirements; recommends adaptation of procedures to the country or emergency as needed.
In coordination with the Deputy Response Coordinator and in collaboration with the CRR team, resolves programmatic issues, recommends corrective actions, and implements solutions.
Analyzes program implementation to identify areas for improvement and propose appropriate technical strategy and recommendations.
Provides leadership and formation teams.
Knowledge and Skills Required:
Knowledge and application of Core Humanitarian Standards (CHS), Sphere Standards, and the Red Cross/NGO Code of Conduct.
Experience with US Government funding and familiarity with USG regulations.
Experience with UN, FCDO, and private funding preferred funds.
Project management certification preferred.
Demonstrated experience in managing and implementing multi-sector projects.
Experience in work planning, staff development and capacity building.
Experience in managing complex projects of a strategic nature at the national/international level levels.
Fluency in Ukrainian and English (oral and written).
Ability to solve problems and influence:
Works on tasks of different levels of complexity that require analysis of various factors.
Applies professional judgment when choosing methods and tools for appropriate actions.
Builds productive working relationships with country office and headquarters staff.
Makes decisions that may affect a division or area within the department.
Supervision and interaction:
Works closely with field coordinators, operations coordinator, and access and security coordinator.
Manages technical program leaders department.
May provide mentorship to junior staff.
Reports to the Deputy Response Coordinator.
Education:
Bachelor's degree or equivalent in economics, education, environmental, health, human development, information sciences, international development, social sciences or related fields fields.
Master's degree or other advanced qualification preferred.
Certificate in project management preferred.
Experience:
5-8 years of progressive experience in humanitarian programs and/or emergency response, preferably in integrated medical projects; including 5+ years of management experience in an NGO environment, with at least 3 years of significant field experience in an emergency response or early recovery setting.
Experience working in high-risk, conflict-affected areas is a must.
Experience launching and closing operations.
Knowledge of operationalmodels based on a territorial approach (area-based management).
Skills in working with database management programs and online search tools.
Sensitivity to cultural diversity and understanding of political, contextual and ethical aspects of working in the region.
Ability to communicate clearly, professionally and positively with clients and staff.
Experience working in NGOs, government agencies or private companies in the field of humanitarian aid or related fields.
Ability to work under stressful conditions and with limited resources.
Typical physical requirements:

Ability to spend long hours time in front of the computer and perform repetitive operations on the keyboard.

Job Summary:
the head of the program department, providing technical and programmatic leadership to ensure rapid, scalable and high-quality activities. Under the supervision of the Deputy Response Coordinator, the incumbent will fill a meaningful role on the response team in the country supervising the program technical leads and supporting all aspects of program activities from the country office, as well as program support functions related to the project. The Program Coordinator will assist the Deputy Response Coordinator in ensuring the organization’s emergency programming is responsive to the needs of conflict- and disaster-affected populations, targeting the most vulnerable communities.
Accountabilities:
Responsible for on-site humanitarian response including management of programs, personnel, business development, external representation and transition planning.
Supervise and mentor field staff including technical leads, monitoring and evaluation, and others at the field level to build a great foundation for emergency programming.
Lead and coordinate field assessments of emergency needs and support with the development of a response strategy in collaboration with host country government, the UN system, other humanitarian organizations in partnership with the Crisis Response Team (CRR).
Design, develop, resource (people and funds) and implement emergency response programs that meet the near and longer-term program objectives needs of an affected community.
Support the program department with all required reporting including, but not limited to donor, Cluster, and local government
Be responsible for quality and consistency of programs through on-site monitoring to ensure and improve program efficiency and quality.
Coordinate with peer agencies, local governments, donors and other collaborators to influence responses to promote delivery of inclusive and high-quality humanitarian services.
Ensure compliance with FHI 360 and donor policy, procedures and practices throughout the program; recommend country or emergency specific policy/procedures as the need arises.
In coordination with the Deputy Response Coordinator and in partnership with the CRR team, address programmatic issues; make recommendations for corrective actions and implement solutions.

Education:
Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
Master or other advanced degree preferred.
Certificate in Project Management preferred
Experience:
Progressive and significant experience 5-8 years in humanitarian programs and/or emergency repose, mainly in integrated health projects; including 5+ years of management experience in an NGO environment, with at least 3 years of significant field operations experience running both emergency and/or early recovery programming.
Experience working in high-risk conflict affected areas required.
Experience establishing startup operations and closing out operations
Familiarity with area based management operational structure
Proficiency with database management software and on-line search tools required.
Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate, professional, and able to communicate in a clear, positive fashion with clients and staff.
Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
Ability to cope with stressful situations and work with limited resources.
