The Eastern Europe Foundation within the framework of the USAID / UK Dev project "Supporting the digital transformation of Ukraine" (hereinafter - DTA) together with the State Judicial Administration of Ukraine announces a competition for the position of Product Owner for the support of the project "Unified judicial information and communication system" (hereinafter - ESICS).
Purpose: in Ukraine since 2018 there is a "Unified judicial information and communication system", which provides access to judicial proceedings through online services for courts, citizens and legal entities (https://cabinet.court.gov.ua). The EUICS system allows courts, other bodies and institutions in the justice system, participants in the legal process to exchange documents and data in electronic form. It provides access to information about court decisions, cases and processes, provides an opportunity for participants in the court process to participate in the court session online using a video conference in real time. In this way, ESICS contributes to the transparency and efficiency of judicial proceedings. A functional audit of the Unified Judicial Information and Telecommunication System (CIVITTA) is currently underway, which requires the development of new modules and the updating of the ESICS concept, as well as the modernization of new subsystems.
Start date: June - July 2024.
Duration of involvement: until the end of 2024 with a possible extension.
Work format: mixed (offline and online). Preference is given to candidates who will be able to work in Kyiv.
Scope of work and responsibilities of an expert:
- coordinate the development of technical documentation for the modernization of ESICS;
- coordinate the development and implementation of the solution (business process logic, expansion and functional improvement);
- communicate with all stakeholders involved in project implementation, in particular with representatives of government bodies, developers, etc.;
- hold regular meetings with stakeholders to clarify information system requirements and develop regular presentations of completed project milestones;
- coordinate work betweenby the ESICS project team, contractors, experts in the field of judicial proceedings and court activities;
- provide support to developers during system modernization and testing;
- consult on the development of normative legal acts in the field of judicial proceedings and court activities;
- maintain project documentation in Notion / Confluence / Jira (other IT tools agreed with the project team);
- coordinate the integration of EICS with other information systems of the state;
- monitor all stages of software development and prepare relevant reports at the request of the customer.

Expert qualification requirements:- experience in the development of electronic services for the population and business, understanding the concepts of interoperability, data protection, cyber security, etc.;
- understanding of software design and development processes, formulation of high-level technical requirements for a software product;
- ability to structure elements of information systems and determine technologies and possible software solutions;
- experience in writing technical tasks, requirements and specifications for IT projects.
Desired skills and work experience:
- experience with Notion, Jira and Confluence (similar IT tools);
- experience in communications with government bodies (clarification of requirements, conducting presentations);
- developed organizational skills and attention to detail;
- knowledge of the English language will be an advantage;
- knowledge of legislation in the field of judiciary will be an advantage.
