One year base and five option years.Essential Functions:The procurement analyst is responsible for variable assignments such as those which prioritize the reduction of regulatory and policy barriers to local entity engagement through direct A&A awards. The position is responsible for analyzing procurement and assistance legislation, regulations and precedent, and formulating and developing Agency policies, procedures, and regulations governing USAID's worldwide procurement and assistance functions. Duties described below are noted as pertaining to the full-performance level equivalent to a GS14 senior procurement analyst, or at an acceptableAcquisition/Assistance Policy Development and Implementation - 40% Drafts policy and/or regulation, as required by USAID to further USAID’s localization strategy and the Agency’s mission. Prepares supporting documents to gain approvals and stakeholder buy-in for each actioned recommendation. Assists in providing advice and assistance to A&A activities worldwide concerning the applicability and interpretation of FAR, AIDAR, Federal and USAID assistance regulations, and ADS policies. Drafts A&A policy and guidance in the form of Acquisition and Assistance Policy Directives (AAPDs), Procurement Executive Bulletins (PEBs), and other A&A-related trainings, resources, and notices. GS14: The senior procurement analyst drafts Agency policy and guidance aligned with all statutory or regulatory requirements in consultation with Agency specialists and stakeholders. Consults with Agency experts, senior managers, and leadership and produces an authoritative draft. The senior procurement analyst serves as the Agency-wide point of contact for one or more assigned technical or issue areas within M/OAA/P. The analyst is responsible for providing expert technical advice and guidance, staff coordination, and consultation. Assists in the development and presentation of the Agency’s official position on proposed government-wide A&A regulations and formulates implementing regulations (e.g., contract provisions/clauses), assistance standard provisions, or operational policies (e.g., Automated Directives System (ADS) chapters) The Senior Procurement analyst drafts Agency policy and guidance aligned with all statutory or regulatory requirements in consultation with Agency specialists and stakeholders. Consults with Agency experts, senior managers, and leadership as needed. The procurement analyst serves as the Agency-wide point of contact for one or more assigned technical or issue areas within Policy Research Analysis and Interpretation 40%Analyzes and prepares responses to comments from the Federal Acquisition Regulation Council, the Office of Management and Budget (OMB), industry associations, and other stakeholders in response to proposed changes to USAID’s regulations. Reviews Comptroller General decisions, decisions by the Armed Services Board of Contract Appeals, and other appellate and precedent-setting A&A decisions to determine impact on USAID policies, procedures, and practices. The analyst also provides research, analysis, and interpretation expertise covering the entire spectrum of A&A processes to inform Agency policies and procedures. Continually reviews legislation, directives issued by OMB, the General Services Administration, and other federal agencies when government-wide policies will affect USAID programs to determine applicability to USAID. Contributes expert analysis to assist MOAA/P to prepare responses to Government Accountability Office (GAO), Inspector General (IG), and other external recommendations for changes in USAID policies and procedures. Develops new policies and procedures, if warranted, to correct deficiencies, reduce Agency risk, or achieve development objectives. Drafts and reviews Standard Operating Procedures (SOP) for content and format and ensures that the SOPs are current and comply with relevant policies and/or regulations. Meets with senior management group stakeholders to inform, advocate, and to acquire leadership’s concerns and priorities. Generates and presents decision points for leadership and prepares formal responses to senior leader requests for information. Supervisory:The supervisor provides administrative direction and makes assignments in terms of broadly defined programs and Agency outcomes, Collaboratively works with the supervisor to finalize objectives, which may require the additional approval of the Senior Procurement Executive. Carries out the assignment, including overall plans and strategies and informs the supervisor of progress, significant problems, and proposed solutions. Independently carries out the work, including necessary coordination of the elements involved. Qualifications:Bachelor Degree in Business field preferredMust have USAID experience24 Business credit hours requiredRequires expert knowledge and mastery of one or more areas within the fields of federal acquisition and the award and administration of federal grants or agreements, such as pertinent U.S. laws and regulations, or the policies, standards, guides, procedures, or practices of federal agencies, federal contractors, or recipients of federal assistance. Requires demonstrated expertise in assignments complicated by interconnected issues and conflicts among possible technical solutions and stakeholder concerns.
