General Responsibilities Description

Under the general supervision of the Lead Procurement Specialist, the procurement specialist is responsible for the effective provision of procurement services to achieve the best value for money, as well as timely and high-quality program maintenance and beneficiaries of the "Person in Need" (PIN) mission in Ukraine. 

The Procurement Specialist provides solutions to a wide range of complex procurement and supply chain issues, facilitating a collaborative, customer-centric, quality and performance-driven approach. Key deliverables impact the overall effectiveness of the procurement management mission and the successful implementation of programs.

General Responsibilities

The Procurement Specialist is responsible for organizing and conducting all phases of the procurement process in accordance with the organization's policies and procedures. Ensures transparency and efficiency of procurement, maintains proper communication with internal departments and external suppliers, and maintains proper document flow and archiving. 

Internal relations:

  • Work closely with the Lead Procurement Specialist to ensure procurement compliance. 

  • Interaction with Program Managers and Project Managers to gather information on procurement needs. 

  • Coordination with the Logistics Department regarding delivery planning. 

  • Cooperation with the Finance Department regarding payment of bills. 

  •  

  • Conducting negotiations, organizing tenders, preparing contracts. 

  • Ensuring transparent relations with suppliers and monitoring their proper registration. 

  •  

  • Coordination of purchases with responsible persons (Program managers, project managers). 

  • Communication with suppliers throughout the procurement process (tenders, negotiations, contracts, deliveries, payments, final evaluation). 

  • Ensuring timely planning and organization of deliveries in coordination with warehouse coordinator. 

  • Preparation, verification and archiving of tender documentation in ELO and in the physical archive. 

  • Collection of purchase requests and creation of new tender folders. 

  • Organization and opening of proposals, preparation of relevant reports. 

  • Evaluation of tender offers, preparation of evaluation forms and reports. 

  • Coordination of payments to suppliers with the finance department. 

  • Provider database support, verification of registration documents and blacklists.

  • Research market: Conducting systematic market analysis to identify new mocooperation and optimization of procurement processes.

  • Reporting of problematic issues to the Leading Procurement Specialist.

  • The employee is obliged to comply with the requirements of the Policy regarding local personnel and the Rules of Internal Labor Procedures, to comply with safety and fire safety instructions safety, and other mandatory instructions and procedures related to its work.

  • In the case of a large number of different tasks to be performed by the Employee at the same time, the Employee must perform the most urgent and important tasks first. 

to internal policies and donor requirements;
  • Preparation and evaluation of tenders, commercial offers and contracts;
  • Conducting market analysis and assessment of supplier performance;
  • Coordinating with finance, logistics and program departments to ensure timely delivery and payment;
  • Using electronic procurement platforms and supplier databases (e.g. Zakupivli.pro, Vchasno, YouControl).
  • Experience in in the field of construction, water supply, sanitation and hygiene (WASH) or infrastructure procurement.
  • English level: intermediate (Intermediate)
  • Knowledge of procurement principles and procedures, as well as donor requirements (in particular ECHO, USAID);
  • Skills in the preparation of procurement documentation, tender dossiers, evaluation of proposals and conclusion of contracts;
  • Experience in working with digital procurement tools and supplier verification platforms (Zakupivli.pro, Vchasno, YouControl);
  • Deep understanding of supply chain management, market analysis and supplier interaction;
  • Good command of Microsoft Office programs (Excel, Word, Outlook, SharePoint);
  • Strong analytical and negotiation skills, attention to detail;
  • Ability to simultaneously process multiple procurement requests and adhere to strict deadlines under stressful conditions.
  • Attention to detail: ensure accuracy and completeness of procurement documentation, compliance with internal and donor requirements;
  • Planning and organization: effectively manage multiple tasks, prioritize and meet deadlines under stressful conditions;
  • Communication and collaboration: maintain effective interaction with colleagues, suppliers and other departments for a smooth process procurement;
  • Problem solving and proactiveness: timely identify proproblems and propose practical solutions within the organization's procedures;
  • Teamwork: work in harmony and with respect for team members in different departments and locations.
