Program DescriptionThe United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) Ukraine Confidence Building Initiative 4 (UCBI 4) aims to support advancing Ukraine’s unified, democratic, and Europe-oriented recovery from Russia’s invasion. This goal will be met through three program objectives: 1. To strengthen transparent, accessible recovery processes in frontline and liberated areas that reflect local priorities; 2. To strengthen nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine; and 3. To empower civic engagement in frontline and liberated communities to contribute to community resilience and shaping a better future.Principal Duties and ResponsibilitiesThe Procurement Assistant (PA) will support the procurement managers (PMs) with administrative tasks related to development, implementation, and close-out of program activities.Prepare and submit payment request packages for review to the Procurement Manager.Liaise with grantees and vendors to collect payment, procurement, inspection, and registration related documentation as necessary.Assist the Procurement Manager. with all procurements as tasks are delegated.Monitor budget performance in collaboration with the Grants and Programs team, including potential activity overspend or anticipated de-obligations in a timely manner.Enter activity disbursements into the activity disbursement tracker on a weekly basis and entering disbursements into activity budgets and reporting to the OMU on a weekly basis.Maintain the overall integrity of the procurement filing system in SharePoint (SP) and Web-Based Database (WBDB) by ensuring that appropriate documentation is generated, named and stored per project guidelines in each TAP procurement file.Conduct site visits to grantees during delivery of procured items, or follow-up inspection visits, ensuring procured items are utilized and branded appropriately.Schedule grantee meetings, bidders’ conferences, etc. at the request of the Procurement Manager.The Procurement Assistant may be assigned ad hoc tasks and duties as required to ensure the overall efficient implementation of UCBI 4 activities.Key Areas: Administration, Documentation, Compliance, Relationship Management, Monitoring, Learning, Reporting. QualificationsBachelor’s degree preferred.One (1) to two (2) years professional experience on complex field programs preferred.Proven experience working with USAID grants programs, ideally with OTI, preferred.Ability to practically demonstrate successful experience with all of the core competencies listed above. Ability/willingness to travel to locations where UCBI works Fluent in MS Office software Ability/willingness to learn and further professional development Prior work experience with Chemonics desirable.
