Process and Organizational Building Analyst (USAID SOERA) in Deloitte

The Deloitte company is looking for a qualified candidate for the position of Analyst/analyst in process and organizational construction for the USAID SOERA project “Activities within the framework of the reform of state-owned enterprises of Ukraine.

The purpose of the Project is to strengthen activities of public sector companies and transparency, improving governance and accountability, promoting the privatization of selected enterprises and developing a strategic management model for state-owned enterprises that remain in state ownership. Smart reform and targeted privatization of Ukrainian state-owned enterprises will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. The project consists of 5 components:

Component 1: Transfer of state/communal property

Component 2: Management of state property

Component 3: Individual support of state enterprises and communally owned enterprises

Component 4: Recovery and reconstruction

Component 5: Transparent management of public finances

The Process and Organizational Building Analyst will assist the Consultant with organizational transformation of SOERA in Components 1 and 2 ("Transfer of State Property" and "State Property Management") in the reorganization of business processes for corporatization and privatization of state-owned enterprises, as well as, together with legal advisors of SOERA, will develop a structure of interaction of the head office of the State Fund Property of Ukraine with its regional offices with a focus on leasing operations.

 Responsibilities:

• Collection and preparation of data for the analysis of state-owned enterprises as entities of corporate governance and current processes of their preparation for privatization
• Development of scenarios of management processes, taking into account Ukrainian legislation and different types (categories) of state-owned enterprises
• Modeling of various scenarios of the process of preparing an enterprise for privatization with taking into account the organizational structure, competencies, the number of resources and the distribution of functions within the FSMU
• Collection and preparation of data for the analysis of leasing processes and the development of process scenarios taking into account possible legislative changes and the organizational structure of the FSMU.

Basic requirements:

• Higher education (bachelor, master) in economics, finance, public administration, management or related fields
• Minimum 3 years of professional experience in the field of personnel management, development of organizational transformation processes, management or related fields
• Professional experience of supporting public sector organizations
• Ability to establish productive partnership relations with representatives of the Government of Ukraine, business community, public and/or internationalnative donors
• Fluency in spoken and written English, as well as strong communication, interpersonal and presentation skills
• Understanding of the Ukrainian political and economic situation, including knowledge of key institutions, is an added advantage.
• Experience of cooperation with USAID or other international development agencies will be an advantage
