General information.

The Partnership for a Strong Ukraine Program Phase 2 (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain in cooperation with the Ukrainian government. The goal of PFRU-2 is to provide the Ukrainian state with the best conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression.

The activities of the Reclaim PFRU-2 project are focused on purposeful interaction with Ukrainian central and local government bodies and civil society to preserve political attention, social awareness, connections and operational readiness regarding the temporarily occupied territories (TOTs). The goal of the project is to counteract the attempts of the Russian Federation to isolate these territories and instead to improve the conditions for long-term reintegration and strengthening of social cohesion. The "Reclaim" project strengthens Ukraine's capacity to develop and implement consistent, inclusive, evidence-based response measures to challenges related to TOT by harmonizing processes in the field of public policies, coordinating the activities of interested parties and ensuring effective exchange of knowledge between different levels of government, civil society and the international community.

Purpose:

The task of the political analyst(s) is to provide expert sociological and political support to the "Reclaim" project with an emphasis on the analysis and interpretation of social and political dynamics related to TOT. The consultant will synthesize research findings into analytical papers and monthly briefs for consideration in program development, reporting to donors, and stakeholder engagement. The work in this position involves the consolidation of evidence from various sources into clear, relevant results for public policies in order to support the decision-making process in three areas of the "Reclaim" project:

  • Harmonization - ensuring a unified approach to evidence-based response by authorities and civil society;
  • Humanization: elevating the life experience of communities to TOT;
  • Preservation: transformation of research results into preservation of attention in the field of public policy and focus from institutions.

Objectives

  • Ensuring research results are relevant, substantiated by data and adapted to the needs of the Reclaim project, policymakers, civil society and donors.
  • Providinganalytical support on priority topics for Reclaim.

Main responsibilities:

Implementation and coordination

  • In coordination with the senior analytical advisor and heads of the "Reclaim" project areas, ensuring the preparation of research results in accordance with quality standards.

Analysis and synthesis

  • Provide advice on research frameworks, methodologies and evidence-gathering tools on issues related to TOT.
  • Compile analytical papers based on the results of research carried out with the support of the project, with an emphasis on social and political issues related to TOT, in English and Ukrainian.
  • Development of concise, oriented public policies monthly briefs synthesizing evidence and highlighting new trends related to TOT.
  • Analysis and interpretation of research results and socio-political trends in order to provide context-appropriate conclusions and recommendations.
  • Identification of key political and social implications of research results for consideration in project development and dialogue with stakeholders.

Involvement of stakeholders and dissemination of research results

  • Interaction with Reclaim partners, including representatives of authorities, civil society, think tanks and donors, in order to validate results and ensure support.
  • Presentation of results at meetings with stakeholders parties, meetings of working groups and advocacy events.
  • Support in the organization of seminars, round tables and consultations for the dissemination of research results
  • Promoting the exchange of Reclaim knowledge by preparing documents and briefs in accessible, professional English and Ukrainian languages.

Qualifications:

  • Higher education (Master's or Ph.D.) in sociology, political science, international relations or a related discipline preferred.
  • Minimum of five years of professional research or analysis experience, preferably in the field of public administration, social sustainability or conflict studies.
  • Confirmed the ability to write analytical documents and briefs on state policies in clear, professional English.
  • Confirmed experience in working with research findings and their transformation into accessible knowledge products.
  • Knowledge of the Ukrainian socio-political context, in particular regarding temporaryabout the occupied territories.
  • Strong communication, written and presentation skills.
  • Must be fluent in English and Ukrainian (written and spoken).
  • Place of residence: Kyiv (Ukraine).

Management tasks:

The expert reports to Reclaim's senior analytical advisor.

Period of work / scope of engagement (LOE):

This the position involves part-time employment on the basis of an agreement with the FOP. The scope of involvement is up to 210 days from November 1, 2025 to August 1, 2027 (10 days per month).

Kyiv, face-to-face and remotely.

PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Within PFRU-2, Reclaim Strategic Project focuses on targeted engagement with the Government of Ukraine at national and local levels, as well as with civil society, to sustain political attention, social awareness, connections, and operational preparedness regarding the Temporarily Occupied Territories (TOTs). The project seeks to counteract Russia's efforts to isolate these areas and instead improve conditions for long-term reintegration and social cohesion. Reclaim strengthens Ukraine's capacity to design and implement coherent, inclusive, and evidencence-based responses to TOT-related challenges by harmonising policy processes, coordinating stakeholders, and ensuring effective knowledge flows across government, civil society, and international partners.

The purpose of this assignment is to provide sociological and political science expertise to the Reclaim Strategic Project, with a focus on analysing and interpreting social and political dynamics related to the Temporarily Occupied Territories (TOTs). The consultant will synthesise research findings into analytical papers and monthly briefs to inform programme design, donor reporting, and stakeholder engagement. This role will ensure that evidence from diverse sources is consolidated into clear, policy-relevant outputs that support decision-making across the Reclaim project’s three workstreams:

  • Harmonise: aligning evidence-based responses across government and civil society;
  • Humanise: elevating the lived experiences of TOT communities;
  • Sustain: transforming research insights into sustained policy attention and institutional focus.

  • To ensure research outputs are relevant, evidence-based, and responsive to the needs of Reclaim, policymakers, civil society, and donors.

Key Responsibilities:

Implementation & Coordination

  • In coordination with Senior Analytical Adviser and Reclaim Workstream leads ensure research outputs are produced according to quality standards.
  • Coordinate research related contributions from external experts/partners.

Analysis & Synthesis

  • Advise on research frameworks, methodologies, and tools for evidence collection on TOT-related issues.
  • Draft analytical papers based on findings from project-supported studies, with emphasis on TOT-related social and political issues in English and Ukrainian.
  • Develop concise, policy-oriented monthly briefs that synthesise evidence and highlight emerging trends relevant to Ukraine’s TOTs.
  • Review and interpret research findings and socio-political trends to provide insights and context-relevant recommendations.
  • Identify key policy and social implications of research findings to inform project design and stakeholder dialogue.

Stakeholder Engagement & Dissemination

  • Liaise with Reclaim partners, including GoU representatives, civil society, think tanks, and donors to validate findings and secure buy-in.
  • Present results at stakeholder meetings, task force sessions, and advocacy events.
  • Support the organisation of workshops, roundtables, and consultations to disseminate research outputs
  • Contribute to Reclaim’s knowledge-sharing processes by ensuring papers and briefs are written in accessible and professional English and Ukrainian.

Qualifications:

  • Advanced degree (MA/PhD) in Sociology, Political Science, International Relations, or related field preferred.
  • At least five years of professional experience in research or analysis, preferably related to governance, social resilience, or conflict studies.
  • Demonstrated ability to draft analytical papers and policy briefs in clear, professional English.
  • Proven experience working with research findings and transforming them into accessible knowledge products.
  • Familiarity with Ukrainian socio-political context, particularly with regard to TOTs.
  • Strong communication, drafting, and presentation skills.
  • Fluency in English and Ukrainian (written and oral) required.
  • Based in Kyiv, Ukraine.

Management of the Assignment: 

The expert will report to Reclaim Senior Analytical Advisor. 

Duration of Assignment/LOE:

This will be a part-time assignment, based on the PE contract. This assignment will require up to 210 days of LOE, from November 1, 2025 through August 1, 2027 (1o LOE per month).
