Project Description: InOctober 2019, Alinea International launched anew five-year project inUkraine: the Support toUkraine’s Reforms for Governance (SURGe) . SURGe isatechnical assistance project inUkraine, funded byGlobal Affairs Canada and implemented byAlinea International Ltd. SURGe’s Ultimate Outcome istohelp the Government ofUkraine (GoU) todeliver governance and economic reforms that better respond tothe needs ofits citizens. Toachieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity toundertake planning and analysis ofreforms that consider citizen impact and toimplement these reforms. About the Work: Tomeet the urgent needs ofthe government for acomprehensive approach tostrategic planning and digital governance reform, SURGe has initiated the Strategic Planning and Digital Governance Reform Initiative (SPDG) . This initiative aims toembed results-based and citizen-oriented (GBA+) principles into national strategic planning and policymaking. Byproviding technical assistance (TA) toindividual ministries, SPDG seeks tobolster their capabilities, refine policy development and monitoring procedures, and furnish them with tools for designing policies and planning documents through aresults-based management approach. This endeavor issupported bythe deployment ofProjectUA, aninnovativeIT system developed bySURGe tostreamline the planning and monitoring ofvarious policies and planning documents. SURGe provides technical assistance tomultiple Ministries to: ● increase their capacity inthe development ofpolicies/reforms, strategic planning, monitoring and evaluation using ProjectUA inaccordance with Results-Based Management (RBM) methodology, which isalready embedded into Ukraine’s legislation ; ● implement a citizen-centric approach topolicy development according toGBA+ methodology asstated inUkraine’s legislation. Toachieve these objectives SURGe Project isdeveloping software toautomate the abovementioned processes. SURGe Project islooking for а PHP Team Lead who will lead the PHP developers’ team inensuring software development for the digitalization ofplanning and monitoring ofstrategic documents, aswell asdigital governance reforms. Asa PHP Team Lead , the candidate will ensure software development within the requirements and the time. The Role: ● Lead software development, coordinate developers team efforts and development process among developers toensure seamless collaboration and efficiency. ● Conduct developers team meetings toshare updates, resolve challenges, and foster acollaborative environment that encourages innovation and continuous improvement. ● Distribute tasks among developers, enhancing team workflow and productivity toachieve project milestones and quality standards. ● Evaluate complexity and team effort toimplement technical tasks. ● Conduct code reviews and technical documentation reviews produced bythe team, ensuring compliance with best practices and project requirements. ● Propose technical solutions that align with business requirements and project priorities, ensuring that development activities are strategically aligned and meet project objectives. ● Supervise ofsoftware development, tackling issues and debugging identified bugs based onfeedback from users, toenhance product functionality and user experience. ● Supervise software testing strategies (including functional, continuous, integration, security and load testing) toemulate real user scenarios and ensure the integrity and reliability ofthe product. ● Identify security and code productivity issues toproactively safeguard the system against potential vulnerabilities, optimizing efficiency and ensuring security audits. ● Participate onmeetings and consultations onsoftware development, coordination and planning. ● Conduct periodical software audit and prepare technical reports toensure the software remains stable, secure, and up-to-date, reflecting the latest intechnological advancements and security practice. ● Support ondevelopment project documentation, adhering tospecifications and requirements set bySURGe management. Required Qualifications: ● 7+years ofexperience inengineering playing developer roles. ● Atleast 3+years ofexperience playing ateam ortech lead role, designing and implementing complex tech solutions. ● Deep knowledge ofPHP 7+/ PHP 8+. ● Strong experience with Symphony/Yii2/Laravel framework. ● Strong experience with MySQL. ● Experience inJavaScript, CSS and Vue.js. ● Strong knowledge and experience with CI/CDprocess. ● Knowledge inOOP, Design Patterns and DDD/TDD/FDD. ● Experience inwriting Unit tests. ● Experience with high-load projects, especially with consumers. ● Experience ofwork with GoU will beanasset. ● Good communication skills. ● Leadership, coaching and mentoring. ● Experience with HTML/CSS, Javascript (jQuery), Bootstrap, Twig. ● Git. ● Unix, docker. ● Proficiency inEnglish toread technical documentation. ● Strategic vision and systematic approach. ● Results driven highly-motivated expert with sound judgement and maturity. ● Strong ethics, well-balanced and mature personality, positive attitude tothe job. ● Strong organizational skills, ability towork under tight deadlines. ● Strong attention todetails, involvement inthe process, personal responsibility for the tasks.
