General information: 

The Partnership for a Strong Ukraine Phase-2 Program (PFRU-2) is a multi-year donor program implemented under the management of the Ministry of Foreign Affairs, Commonwealth of Nations and Development (MFA) of Great Britain in cooperation with the Ukrainian government.

The goal of the PFRU is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the face of Russian aggression. This should contribute to the development of a more stable, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. PFRU provides funding to Ukrainian and international implementing partners and implements projects based on research results and the evidence base.

Brief description of the position:

The consultant will work in the Odesa Regional Military Administration (Odesa OVA) and will provide support to its communications department in creating high-quality photo and video content for public outreach. The main area of work will be the filming and editing of video materials for social networks and the official website and Telegram channel of the head of Odesa OVA and for use during events at the local and international levels.

The consultant, in close cooperation with the staff of Odesa OVA, will create effective content that reflects local priorities and ensures transparent, timely and effective communication with the public. The position is Odesa, the job requires willingness to travel within the region.

Responsibilities: 

  • In cooperation with Odesa OVA, strengthening and expanding the content on its official communication channels through the creation of photo and video content.
  • Shooting of high-quality photo and video content during official events, field visits and public interaction events.
  • Creation of videos for social networks, thematic video clips and videos with quotes.
  • Development of visuals stories highlighting key aspects of life in the Odesa region — in particular, humanitarian aid, recovery efforts, and response to Russian attacks.
  • Preparation of photo and video materials for use during presentations and events at the local and international levels.
  • Professional editing and editing of video and photo materials to create visual content that will be used on digital communication platforms, as well as within official events and presentations.
  • Participation in coordination meetings with OVA staff in order toensuring alignment of visual content with strategic communication objectives.
  • Ensuring compliance of all content with ethical standards, conflict sensitivity and GEDSI (gender equality, people with disabilities and social inclusion) principles.
  • Systematic archiving and management of photo and video materials ensuring proper labelling, storage and accessibility.
  • Tracking trends and best practices visual storytelling, content formats for social networks, and public communications.
  • Adherence to professional standards in all cases of interaction with the public and positive representation of OVA on trips and during filming.
  • Preparation and submission by the consultant of monthly reports on the progress of work to the PFRU, which will contain summary information about the activities performed, results of work with the media and indicators involvement.
  • Consultant holding briefings with PFRU and/or its representatives (on request or as needed) to discuss progress, challenges and new needs.
  • Consultant holding face-to-face or remote meetings with relevant strategic communications specialists taking into account suggestions or feedback from Odesa OVA and/or PFRU.
  • Responding to relevant unplanned requests from Odesa OVA or PFRUs that go beyond the defined duties, if such tasks correspond to the competence of the consultant and contribute to the achievement of general communication goals.

Qualifications:

Photographer/videographer must have the following qualifications and experience:

  • Proven experience in photo and video production, including shooting and editing video for social media and public relations.
  • Strong portfolio demonstrating ability to create high-quality, engaging content.
  • Familiar with video editing software and formats social networks.
  • Ability to work independently and in a team in a dynamic environment.
  • Experience of working in conflict-affected regions or sensitive environments is an advantage.
  • Strong organizational and time management skills.
  • Fluency in the Ukrainian language; working knowledge of the English language will be an advantage.
  • Availability of appropriate equipment (laptop, camera, microphone, etc.) is mandatory.
  • Readiness for business trips within the region.
  • The consultant must have a registered and valid status of a natural person-entrepreneur (FPO) at the time of signing the contract and throughout its validity period.

Six months, the total amount of involvement (LOE) is 110 working days.

This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. Position Summary:

The consultant will be embedded within the Odesa Regional Military Administration (Odesa RMA), supporting its communications team in the creation of high-quality photo and video content for public outreach. The role focuses on capturing and producing visual materials for social media platforms, the official website, and the Telegram channel of the Head of Odesa RMA, as well as for use during events held in Ukraine and abroad.

The consultant will work closely with Odesa RMA staff to produce visual content that reflects regional priorities and supports transparent, timely, and effective communication with the public. The role is on site and based in Odesa, with occasional travel across the region.

Responsibilities:   

  • Collaborate with Odesa RMA to strengthen and expand the content of its official communication channels through photography and videography.
  • Capture high-quality photo and video content of official events, field visits, and public engagements.
  • Produce short videos for publication on social media, including thematic clips and quote-based formats.
  • Develop visual stories that highlight key aspects of life in Odesa region, including humanitarian support, recovery efforts, and responses to Russian attacks.
  • Prepare photo and video materials for use during presentations and events held in Ukraine and internationally.
  • Edit raw footage and images into polished, engaging products tailored for digital platforms and official use.
  • Participate in editorial planning meetings with RMA staff to align visual content with strategic communications goals.
  • Ensure all content adheres to ethical standards, conflict sensitivity, and GEDSI (Gender Equality, Disability, and Social Inclusion) principles.
  • Archive and manage photo and video assets systematically, ensuring proper labelling, storage, and accessibility.
  • Stay informed of trends and best practices in visual storytelling, social media formats, and public communications.
  • Uphold professional standards in all interactions, representing the RMA positively during assignments.
  • The consultant will prepare and submit monthly progress reports to PFRU, summarising completed activities, media outputs, and engagement metrics.
  • As directed or needed, the consultant will hold briefings with PFRU and/or its designees to discuss progress, challenges, and emerging needs.
  • The consultant will convene in-person or remote meetings with relevant Strategic Communications professionals, subject to input or feedback from Odesa RMA and/or PFRU.
  • Respond to relevant ad hoc requests from Odesa RMA or PFRU that may fall outside the scope of defined responsibilities, where such tasks are aligned with the consultant’s expertise and contribute to the overall communications objectives.

Qualifications: 

The Photographer / Videographer will have the following qualifications and experience requirements:   

  • Proven experience in photography and videography, including filming and editing for social media and public communications.
  • Strong portfolio demonstrating ability to produce high-quality, engaging content.
  • Familiarity with video editing software and social media formats.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Experience working in conflict-affected or sensitive environments is an asset.
  • Strong organisational and time management skills.
  • Fluency in Ukrainian; working knowledge of English is an asset.
  • Ownership of a suitable equipment (laptop, camera, microphone, etc.) is required.
  • Willingness to travel within the region as needed.
  • The Consultant must hold a valid registration as a Private Entrepreneur (PE) at the time of contract signing and throughout the duration of the assignment.

Reporting:

The Videographer will report directly to the Senior Project Manager, who will provide overall management and oversight of the role.

Duration of Assignment/LOE:

Six-month assignment, comprising 110 working days in total.

Location of Assignment:

The assignment will be based in Odesa, Ukraine, primarily at the Odesa Regional Military Administration (Odesa RMA).
