QUALIFICATION REQUIREMENTS

Education:diploma of higher education in the specialty of pharmaceutics. 

Work experience:Experience of working with internally displaced persons, previous positions in humanitarian NGOs in Ukraine, volunteering in humanitarian activities and projects; Attending international conferences outside of Ukraine, exchange in another country, participation in the work of public organizations (humanitarian, pharmaceutical, student, etc.); Technical: work experience in pharmaceutical management, for example, in a community pharmacy, a primary health care center, in the role of a medical and/or pharmaceutical supplier, in the field of logistics of the pharmaceutical industry.

Language knowledge:fluency in Ukrainian and English (speaking/reading/writing) at an above average level (B2 according to Pan-European Guidelines for Language Education). 

Knowledge and Skills:  Communication Skills: Fluency in reading, speaking and writing in English across all mission platforms and with partners; Project management: the ability to plan, execute, document, monitor and control various stages of pharmaceutical tasks; Teaching Skills: Experience in preparing and delivering presentations to staff across departments using black/white board, flip chart, and PowerPoint and on paper regarding planning, reporting, and training.

PC Proficiency:Proficient in Microsoft Office (Microsoft Word, Excel, etc.). 

GENERAL TASK:

The senior pharmaceutical specialist ensures the overall functioning of pharmaceutical warehouses of PUI at the coordination, base and project levels, ensuring adequate and timely supply of quality medical consumables, equipment and medicines for projects.   

The Senior Pharmaceutical Specialist will be responsible for providing technical support to base pharmaceutical teams and building capacity to comply with PUI procedures. The Senior Pharmaceutical Specialist must ensure proper pharmaceutical management (procurement, storage, distribution, inventory, consumption and data management) for the entire mission - both at the coordination level and in the operational bases as well as in the medical structures that the organization supports. 

The Senior Pharmaceutical Specialist will work closely with the Logistics team to ensure the timely, reliable and well-documented supply of medical supplies, equipment and medicines at all levels of the supply chain. 

 

  • Training: He/she must work on the development of the mission and his team, developing presentations and trainings from scratch or based on existing models, prepare a schedule for them and collect feedback for continuous improvement.
  • Analysis, collection and processing of data
  • Mission strategy: Conduct regular visits to ensure proper drug management both on bases and in healthcare facilities.
  • Policy development:Provide training and provide technical support to pharmacists and personnel responsible for pharmaceuticals regarding: inventory management, rational use of medications, substitution and therapy options, analysis of drug consumption in medical facilities; Provide technical support to staff responsible for pharmaceuticals in healthcare facilities supported by PUI: implementation tools, situational trainings.
  • Reporting and representation: Ensure proper storage of documentation and archives; To maintain and distribute the annual plan of pharmaceutical activity of PUI; Participate in base coordination meetings; participate in external meetings related to pharmaceuticals and PUI projects (from the Healthcare Cluster, etc.); Provide HQ Pharmacist, Health Coordinator and HQ Health Advisor with copies of all necessary data, including average monthly consumption information, stock reports; Develop a monthly activity report, which is submitted to the Situation Report; etc
  • Inventory Management: Conduct performance evaluations of pharmaceutical departments, focusing on: digital and physical inventory changes, forecasting and management of expired drugs, organizing inventory for project needs (according to donor requirements), etc.

  • Supply Management:Participate in technical inspection of local suppliers, where appropriate; Place orders in collaboration with the Health Coordinator and monitor purchase orders sent to headquarters in collaboration with the Logistics Coordinator; etc.

    QUALIFICATIONS

    Education  Degree:  Pharmaceutical Sciences/ Pharmacy Degree. 

    Work  experience: Experience with Internally Displace People, past positions in humanitarian NGOs based in Ukraine, volunteering on humanitarian activities and projects; Attendance to international conferences outside Ukraine, exchange in a different country, participation on NGOs (humanitarian, pharmaceutical, student, etc.); Technical: Previous position in pharmaceutical management, such as community pharmacy, primary health care center, health and/or pharmaceutical supplier, pharmaceutical industry logistics

    Language  Skills: Fluent in Ukrainian and upper intermediate (B2 according to the Common European Framework of Reference for Languages) level in English (speaking/reading/writing).

    Knowledge  &  skills: 

    • Communication Skills: Fluent reading, speaking and writing in English for all the platforms in the mission and with partners; 
    • Project Management: Skillful on planning, executing, documenting, monitoring and controlling the different steps of the pharmaceutical tasks; 
    • Training Skills: Proficient on preparing and delivering presentations for staff from different departments using black/white board, flipchart, paper and PowerPoint, regarding planning, reports and training; 

    Computer  skills:  Confident  user  of  Microsoft  Office   (with  focus  on  Excel  and Word  and  Outlook).

    GENERAL  OBJECTIVE

    Pharmacy Supervisor shall ensure the overall functioning of the PUI Pharmacies at central, base and project level, securing an adequate and timely supply of quality health consumables, equipment and medicines to the projects.   

    The Pharmacy Supervisor will be responsible for giving technical support to the pharmacy teams at field level and building capacity to respect PUI procedures. He/she cist must ensure proper pharmaceutical management (procurement, storage, distribution, inventory, consumption, and data management) for the entire mission, both at the coordination level and at operational bases and supported health structures.   

    The Pharmacy Supervisor will work closely with the logistics team to ensure the supply chain health consumables, equipment and medicines in a timely, reliable and well documented way at all levels.  

    TASK AND DUTIES

    1. Pharmaceutical Management: in charge of monitoring all pharmaceutical matters regarding stock and supply across the Mission.
    2. Procurement: in charge of the Medical Procurement Process from the Programs’ perspective.
    3. Training: He/she shall work towards the development of the mission and his/her team, by developing presentations and trainings from scratch or based on available models, prepare a timeline for delivering it and collect feedback for continuous improvement.
    4. Data Analysis, Collection and Treatment
    5. Mission Strategy: Conduct regular assessment visits and support Central Pharmacist field visits, to ensure proper management of drugs at both base pharmacies as well as health facilities.
    6. Development of policies: Provide training and technical support to the pharmacists and staff in charge of pharmacies on: Stock management, rational use of medicines, substitution and therapy options, and analysis of consumption of health facilities; Provide technical support to staff in charge of pharmacies in health facilities supported by PUI: implementation tools, ad hoc training.
    7. Reporting and Representation: Ensure the appropriate filing of documentation and archives; Maintain and share an annual PUI pharmacy activity planning; Participate in external meetings related to pharmacy and PUI projects (Health Cluster, etc.); Share monthly copies of all relevant data including AMC, stock reports, with the Health Coordinator HQ pharmacist and HQ health advisor; Write a monthly activity report to be transmitted to Situation Report; etc.
    8.  Stocks Management: Conduct pharmacy assessment of the Pharmacies, focusing on: Stock movements both computerized and physical, anticipation and management of expired drugs, organization of the stock for project requirements (according with donors), etc.

    10. Supply Management: Place orders in collaboration with the Health Coordinator and monitor the purchase orders sent to HQ in collaboration with the Logistics Coordinator; Participate in the technical inspection of local suppliers where appropriate.
