Duties and Responsibilities

Development of technical and systemicmeasures

  1. Update of the MEAL work plan in the areas under his/her control;
  2. Contribute to the effective implementation of M&E collection, including the development of questionnaires, trackers, logistics of data collection activities and regular check-ins with program teams and MEAL country management;
  3. Adherence to MEAL policies and procedures that described in ACTED MEAL standard instructions;
  4. Conducting trainings for program teams on the objectives of MEAL activities. 

Implementation and management MEAL

  1. Development and control of the implementation of relevant data collection and analysis tools, methodologies (e.g. questionnaires, focus group discussions, key informant interviews) and plans for data/information dissemination/use; needs and that they are being implemented in accordance with field mission plans and data quality standards;
  2. Liaison with the Acted Information Management team to ensure that all data collected by the program and MEAL teams are in electronic form and/or on paper;
  3. Meal data analysis and  timely creation of reports, newsletters with useful statistical analysis and presentation (diagrams, tables, histograms, pie charts);  
  4. Organizing meetings with program teams to discuss results and areas for improvement;
  5. Providing support to MEAL head office officials to assess and report on qualitative and quantitative approach, process, results, impact, goals and performance indicators at target level for all projects;
  6. Conducting capacity building and awareness training on MEAL for implementing partners and other ACTED-supported institutions, as appropriate, including training of partner CSOs on the implementation of transparent and accountable processes.

  7. Writing and coding of Kobo forms
  8. Conducting trainings about the AFM system before the start of the project
  9. Attending/organizing regular staff meetings to improve interaction .
  10. Its owntimely reporting of problems and challenges when working with partners to the line manager
  11. Supporting public organizations and other partners during monitoring and evaluation of project implementation and providing recommendations to improve the effectiveness of project activities and maximize impact.

Learning

  1. Encourage the active dissemination and use of knowledge gained during MEAL activities among project managers, technical coordinators and development managers/officers projects;
  2. Contribute to the organization and conduct of training events in order to record best practices and lessons learned during project closure or as necessary; 
  3. To document and share lessons learned and best practices in a timely manner, as well as to ensure that the knowledge gained contributes to the improvement of projects and influences the strategic development of future projects and activities;
  4. Maintenance of project implementation and improvement, providing timely information on project successes that need to be scaled up, as well as challenges, to allow for “course adjustments” throughout the life of the program.

 Review Mechanism complaints and responding to beneficiary complaints

  1. Maintenance of the accountability team
  2. Communication with accountability groups , to ensure that CRM materials are present in all areas of intervention and affected populations can safely provide feedback, ask for help, ask questions or voice a complaint;
  3. Monitor the number of CRM materials available at each points under their supervision, and inform cM in a timely manner to launch new order forms;
  4. Supporting existing accountability teams to improve capacity and understanding among ACTED staff, partners and contractors on beneficiary accountability and CRM;
  5. Conduct monitoring visits to distribution sites to ensure that beneficiaries understand the purpose of CRM and know how to use it.

 MEAL Area Team Management

  1. Ensure that staff with direct responsibility  understand and are able to fulfill their roles and responsibilities; 
  2. Manage MEAL assistants and enumerators, delineating their responsibilities and further daily activities;
  3. Ensure a positive working environment and good team dynamics;
  4. Manage interpersonal conflicts between by team members;
  5. Conduct regular assessments of relevant staff;
  6. identify MEAL training needs of team members and discuss plans with the MEAL manager for both internal and external training; 
  7. Train, train and mentor MEAL assistants and enumerators in order to strengthen their technical potential, share knowledge within the MEAL team;

Other

  1. Provide regular and timely information on progress and obstacles to MEALM and other team members;
  2. Perform any other related activities as assigned by line manager. 

Key performance indicators

  • % of evaluations successfully carried out bylast 6 months
  • % of written reports that are informative and timely delivered to program teams in the last 6 months
  • Number of monitoring missions conducted in the last 6 months
  • % monitoring cycles that ended with a discussion of the improvement path with project and coordination teams within the timeframes specified in the ACTED MEAL guidelines in the last 6 months
  • % of lessons learned and best practices recorded and shared with program teams

  • Key qualifications

    • 2-3 years of work experience in the field of monitoring and evaluation or a related field;
    • Experience with Microsoft Excel and other Office tools;
    • Prior experience working with humanitarian agencies or development organizations preferred;
    • Knowledge of the English language is preferred.
