AssignmentHumanitarian Action through Volunteers, Enablers and Networks (HAVEN) is a Consortium that unites National and International NGOs tending to more effectively support local entities involved in humanitarian response in frontline areas, creating linkages between humanitarian and early recovery work, and connecting them to other support where needed. Under the direct supervision of the Partnership and Local Planning Project Manager, the Partnership Project Officer will actively work with one of Acted`s Downstream partner – CSO “Relief Coordination Center” to ensure sufficient mentorship in the grant implementation, aiming to support operationalization and functionality of Coordination Centers as well as to mentor SCO`s area-based transition activities in frontline and de-occupied areas of Kharkivska and Zaporizhska oblasts. He/She will be responsible for supervising the partner in the designated area, in which the PO will be assigned, being the primary point of contact for the implementation of the project, ensuring compliance during the grant implementation and following up with reporting under the project.Functions:Day to day supervision and mentoring the partner of project implementation at the area level with the support of theProject ManagerParticipate/Organize internal/external meetings within the project under the guidance of the Project Manager.Support development of local recovery plans by local authorities with the partner of the assigned hromadas. Develop internal and external communication materials and ensure their proper presentation / distribution to different stakeholders. Monitor the progress of activities according to the work plan and project requirements. Discuss the risks, obstacles, and challenges of project implementation with the Project Manager and team. Control all the supporting documents submitted by the partner, in connection with the sub-grant, to ensure that they are adherent to Acted's FLATS procedures. Facilitates grassroots grant efforts, including grant approval process and post-award compliance.Ensure granting documents are prepared in line with Acted partnership approach.GiveFLATs training and ad-hocextra training if there are any challenges with submitting financial/narrative supporting documents and/or financial/narrative reportsDraft lessons learned and best practices identified from the sub-granting process. Supporting the Project Manager in devising weekly and long-term work plans for the project implementation. Support preparation to workshops to be organized by the partner. Supporting the project engineer in preparing documentation for community centres rehab, and oversee implementation by contractors as needed.Excellent liaison with other team members, ensuring consistency and coordination of activities in the team.Timely reporting on problems and challenges while working with partners to the Project Manager.Support draft of narrative reports / cluster report and contribute to the development of financial reports through regular budgetary follow ups.Support to the Area Coordinator, the Project Manager and the Technical Coordinator in identifying areas for improvement.Assist in provision of capacity building trainings, closely cooperate with Capacity Building Officer.Supporting MEAL activities during monitoring and evaluation activities of project implementation and addressing recommendation of MEAL department to enhance effectiveness of project activities and maximize impacts.Liaising and coordination with all humanitarian partners, local authorities and any stakeholders working in Zaporizka oblast.Logistics:Send accurate and precise order forms in a timely manner if requested by the line managerConfirm quality of material selection when applicableEnsure a proper management and use of the project assets and stocksPlan team movements based on available fleet and applicable policiesFinance:Support the line manager in reviewing the BFU(s) and provide accurate forecastsSupport the line manager in forecasting monthly cash requirements of the project and submit to ACHR:Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
