Under the direct supervision of the Partnership Coordinator / Area Coordinator, Project Manager, the Partnership Project Officer Officer for Sub-Grants will mainly be involved in the coordination of the implementation of the grants by local CSOs / self-help groups / local business entities.
He/She will be responsible for supervising the partners in the designated region, in which the PO will be assigned, being the primary point of contact for grants contracting, the implementation phase of the grants, ensuring compliance during the grant implementation and following up with and supporting the grant assistants and the selected Civil Society Organizations on reporting and any contractual issues.
He/She will also be responsible for capacity building needs and coordination with the capacity Building Officer on humanitarian principles, Accountability to Affected Population (AAP), and vulnerability targeting, project management to ensure minimum do no harm standards are in place, to ensure aid is not diverted and reaches those in need.
Functions:
Project management and reporting:
Planning, Implementing and Reporting:
- Coordinate with SCOs on writing, developing, and reporting of awarded grants.
- Control all the supporting documents submitted by the CSOs, in connection with their sub-grant, to ensure that they are adherent to ACTED's FLATS procedures.
- Ensures granting documents are prepared in line with ACTED partnership approach.
- Facilitates grant efforts, including grant approval process and post-award compliance.
- Give extra training to CSOs, who are facing challenges with submitting financial supporting documents and/or financial reports

- Conduct regular spot-checks of FLAT documentation and processes to identify possible gaps or breach in procedure follow-up with grant CSOs.
- Day to day supervision of SCOs performance at the area level, with the support of the line manager.
- Draft lessons learned and best practices identified from the CSO sub-granting process.
- Supporting the line manager in devising weekly and long-term work plans for the project implementation.

- Facilitates workshops for and provides capacity building trainings to all sub-grant recipients on humanitarian. principles, Accountability to Affected Population (AAP), and vulnerabilitytargeting.
- Attending/Organising regular staff coordination meetings.
- Excellent liaison with other Team Members, ensuring consistency and coordination of activities in the centre .
- Timely reporting on problems and challenges while working with partners to the line Manager.
- Support draft of narrative reports / cluster report and contribute to the development of financial reports through regular budgetary follow ups.
- Communicate systematically to the Partnership Coordinator / Partnership Manager on Grant assistants progress and CSOs documentation & compliance.
- Support to Area Coordinator, the line manager and the Technical Coordinator in identifying areas for improvement and developing strategy.
- Supporting AME activities during monitoring and evaluation activities of project implementation and addressing recommendation of AME department to enhance effectiveness of project activities and maximize impacts.
- Supporting the line manager in updating the PMF to capture project implementation progresses.
Logistics:
- Send accurate and precise order forms in a timely manner if requested by the line manager
- Confirm quality of material selection when applicable
- Ensure a proper management and use of the project assets and stocks
- Plan team movements based on available fleet and applicable policies
Finance:
- Support the line manager in reviewing the BFU(s) and provide accurate forecasts
- Support the line manager in forecasting monthly cash requirements of the project and submit to AC
HR:
- Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
- Supervise recruitment of enumerators when needed for data collection
- Train Enumerators
Transparency and Compliance:
- Ensuring compliance to ACTED internal procedures and donor procedures
- Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
Others:
- Provide translation 9 IF POSSIBLE) of various documents (e.g. reports, minutes, beneficiary lists, information signs ) upon request of the line manager
- Perform any additional task as requested by the line manager.
Key Performance Indicators:
- Number of CSO reports submitted on a timely and monthly basis
- Visibility of ACTED, donors and partners are ensured in all activities, in compliance with ACTED Global guidelines
- FLATS procedures are respected
- Best practices are identified and formalized throughout the CSO implementation period
