MISSION:

The humanitarian organization "Arzte der Welt" is the German division of the international network "Doctors of the World" (Medecins du Monde/Doctors of the World (MdM)). 17 national members of the network implement both domestic and international projects in the field of health care, currently we have almost 340 projects in 75 countries of the world.

MdM provides emergency medical care during natural disasters and crisis situations, supports access to medical care and, where possible, assists in recovery efforts. In particular, the network is actively involved in risk reduction and preparedness, as well as long-term cooperation in underserved regions around the world. MdM Germany ensures that its health services are provided on equal terms to the most vulnerable citizens, refugees, internally displaced persons and host communities, regardless of their ethnic and social origin, religious or political beliefs. 

MdM has been working in Ukraine since 2015, focusing on the most vulnerable segments of the population and people, improving access and quality of medical services for the population. Since February 2022, the MdM organization has restructured its representation in Ukraine and appropriate changes have been made to the program. Currently, MdM has a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. Emergency response in Ukraine is currently implemented around two main components: direct service delivery through multidisciplinary mobile teams (including primary health care, sexual reproductive health, psychosocial mental health support and support for victims of gender-based violence) to IDPs and strengthening local systems healthcare by distributing medicines and medical supplies to several hospitals and primary care facilities.

JOB DESCRIPTION

Under the direction of the Program Coordinator, he/she performs all tasks related to the partnership, including supporting the management of partner sub-grants and overseeing capacity building activities.

DESCRIPTION OF DUTIES:

  • With the support of the Program Coordinator, will develop a "Partnership Strategy".
  • Participates in meetings related to potential or existing partnerships to support development and implementation of the partnership strategy.
  • Monitors current trends regarding partnerships and shares them with all relevant departments of MdM Germany.
  • Supports the Program Department in the development of systematic approaches to the selection of partners and in the definition and development of strategic partnership relations.

Partner systems and policies

  • Work with other departments to develop tools and policies that facilitate the development of new partnerships.
  • Review partnership management practices; identify and implement measures to improve management practices.
  • Help ensure partner involvement in planning, program development, and proposal/conceptual document drafting.< /li>
  • Define a standard structure of roles and responsibilities in different departments regarding communication with partners and involvement in partnerships.
  • Create and maintain a partnership database that reflects partner capabilities, influence and strategic fit.

Establishing partnerships

  • Evaluate the current portfolio of partner programs, identifying strengths, weaknesses, opportunities and risks associated with current partner relationships.
  • Identify and find new partnerships, in particular update the scheme (map) of partnerships and establish relationships for cooperation in the direction of program implementation and capacity building.
  • Review available partner resources and, in close coordination with field teams, identify additional needs needed for capacity assessment, monitoring, compliance testing, project cycle management, etc.
  • Performs risk assessments and the potential of partners.
  • Coordinate with various departments the training of partners on programmatic, technical aspects and compliance with the requirements of the organization, as well as conduct familiarization with the management of sub-grants provided within the framework of the partnership , tools and reporting.
  • Perform the role of a contact person during the drafting of partnership agreements on the provision of sub-grants, as well as additional agreements in English and Ukrainian languages, interacting with the relevant program departments and departments support of MdM Germany in cooperation with the Manager/Chief Expert of Health Care Programs.
  • Ensure timely signature of sub-grant agreements and send them to appropriate departments (finance, administrative, etc.).
  • Organizes open, review and closing meetings with partners, coordinating with Program Coordinator and supporting units, and executes the action plan arising from these meetings.
  • • Leads and facilitates the review of partners' progress reports to ensure proper implementation, resolve any questions and comments to the partner management team (e.g., significant implementation challenges, changes in program approach, non-achievement of objectives, underspending) in collaboration with the program coordinator and other relevant departments. 
  • Reviews partner financial reports to ensure spending meets program goals and approved budgets, and that spending and forecasting are on schedule to ensure full budget utilization in collaboration with coordinator program and financial department. 
  • Identifies gaps and supports the development of partner capacity development plans. 
  • Develops and/or coordinates with other departments management and monitoring systems for partnership programs.
  • Leads and contributes to the review of partners' progress reports to ensure that implementation is on track, any questions and comments are forwarded to partner management (e.g., significant implementation challenges, changes in program approach, failure to deliver results, underfunding) in collaboration with the Co-ordinator program and other departments involved.
  • Reviews partner financial reports to ensure that expenditures meet program goals and approved budgets, and that expenditures and forecasts are on schedule to ensure ensure full use of budget in collaboration with program coordinator and finance department.
  • Identifies gaps and supports development of partner capacity building plans
  • Develops and/or cooperates with other departments in management and monitoring systems for partner programs.

Affiliate Program Management

  • If necessary, conduct visits to monitor partners in all areas where the MDM Germany project is implemented.
  • Verify compliance with subgrant agreements, partnership terms and conditions, and partner organization institutional policies and procedures.
  • Work with Program Manager/Chief Expert health care to ensure compliance of partners' tools and financial standards with donor requirements.
  • Provide support to the partner organization in managing the project cycle, in particular ensuring the availability of work plans, budgets, processes promissory noteguidelines and assist partner teams in their formation.
  • Regularly organize program review meetings with partners with the participation of partner representatives and program department staff to discuss progress, roles, responsibilities , expectations, communication between organizations, any differences in policies, problematic issues and future planning.
  • Support mutual learning with partners in the direction of implementing programs and building partnership relations.
  • Contribute to training and familiarization sessions on the topic of public and mental health in case of need and request from partners.
  • Facilitate liaison and communication between MdM Germany and partners.
  • Manage partner evaluation (fitness check, feasibility and potential assessment), in particular, in interaction with the staff of the program department and the support department and ensuring the participation of departments in the process of checking the suitability of potential and existing partners.

 Additional tasks

  • Participates in the evaluation of new locations in cooperation with the Humanitarian Access and Security Consultant, the Communications Consultant and the Program Coordinator.
  • Involved in writing the project proposal.
  • Involved in writing the reports.
  • Performs other duties as requested by the Program Coordinator.

REQUIRED QUALIFICATIONS:

Academic Education: Degree in management, development, law, social science or related field (Master's in related field preferred).

REQUIREMENTS:

Language requirements: advanced level of English and Ukrainian languages

Computer skills: Knowledge of the Microsoft Office software package. 

EXPERIENCE:

  • The successful candidate must have:
  • • Minimum 2 years of work experience in a similar position .
  • • Experience in program development.
  • • Previous experience with INGO/NGO isan advantage.
  • • Willingness to travel between regions and conduct monitoring/site visits.

The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background. 

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

JOB SUMMARY

Under the supervision of the Programme Coordinator she/he performs all partnership-related tasks, including supporting the management of partners’ sub-grants and overseeing capacity-building activities. 

RESPONSIBILITIES DESCRIPTION:

Partnership strategy 

  • With support of the Programme Coordinator will draft the Partnership Strategy.
  • Participates in meetings related to potential or existing partnerships to support the development and operationalization of the partnership strategy.
  • Stays abreast of current trends in partnerships and share with all the involved departments of MdM Germany.
  • Supports the Programme department in developing systematic approaches to selecting partners, and in identifying and pursuing strategic partnerships.

Partnership strategy and policy

  • Works across departments to develop tools and policies that are supportive of the development of new partnerships. 
  • Reviews partnership management practices; identify and follow up on actions to improve management practices.
  • Helps ensure partners’ involvement in the planning, program design and proposal/concept paper development.
  • Defines a standard framework of roles and responsibilities among various departments for partnership communication and engagement.
  • Establishes and maintain a partnership database that maps out partner capacity, influence, and strategic alignment.

Establishing partnerships

  • Assesses the current partnership portfolio identifying strengths, weaknesses, opportunities and risks related to current partners. 
  • Identifies and explore new partnerships, including the updating of the partnership mapping and establishing relationships for collaborating on programming and capacity building.
  • Reviews existing partnering resources and identify additional needs to support capacity assessment, monitoring, compliance/vetting, project cycle management etc., coordinating closely with the field teams. 
  • Performs the risk and capacity assessment of the partners.
  • Coordinates partners’ inductions on programmatic, technical, and compliance aspects, and lead inductions on partnerships sub-grant management, tools, and reporting.
  • Acts as a focal point for drafting partners’ sub-grant agreements and amendments in English and Ukrainian by liaising with relevant MdM Germany program and involved departments in collaboration with Programme Coordinator
  • Ensures that sub-grant agreements are signed on time and shared with relevant departments (Finance, Admin, etc.).
  • Organizes partners’ kick-off meetings, review, and close-out meetings, in coordination with Programme Coordinator and support units, and follow up on action points arising from these meetings.
  • Leads and facilitate the review of partners’ progress reports to ensure implementation is on track, address any questions and comments to partners management team (e.g. significant implementation challenges, change in a program approach, underachievement, underspending) in collaboration with Programme Coordinator and other involved departments.
  • Reviews partners’ financial reports to ensure expenses are in line with program objectives and approved budgets, and that spending and forecasting are on track to ensure full utilization of the budget in collaboration with the Programme Coordinator and finance department.
  • Identifies gaps and supports the development of partners’ capacity-building plans.
  • Develops, and/or coordinates with other departments in the management and monitoring systems in regard to partner programming.

Partner program management

  • Conducts partner monitoring visits to all oblasts where MDM Germany has implementing partners. 
  • Ensure that the sub-grant agreements, TOR and terms of Partnerships, as well as institutional policies and procedures are complied with by the partner organizations.
  • Works with the Programme Coordinator to ensure that partnership tools and financial standards meet donor requirements.
  • Provides support to the partner organization in the project cycle management, including ensuring work plans, budgets, procurement processes are in place and assist partner teams to put these in place.
  • Organizes partner review meetings on a regular basis with representation from partners and program staff to discuss progress, roles, responsibilities, expectations, communication between the organizations, any conflict of policies, any areas of concern and future planning. 
  • Supports mutual learning with partners in terms of program delivery and partnership building.
  • Facilitates the provision of trainings and orientation sessions on several topics, where needed and requested by partners.
  • Facilitates network and communication within MdM Germany and partners.
  • Manages the administration of partner assessments (vetting, relevancy, and capacity assessments) and ensuring all involved departments’ participation in the vetting process with potential and existing partners.

Additional tasks

  • Contributes to assessments of new locations in collaboration with Security and Liaison officers and Programme Coordinator.
  • Contributes in writing the project proposal.
  • Contributes in writing reports.
  • Performs other duties on request of the Programme Coordinator.
