Operation Officer- based in Kropyvnytskyi, Kirovohrad Oblast, Ukraine - will act as support to the URCS branch in URCS Kirovohrad Oblast Organisation and SRC Field Delegate. The Operation Officer is part of the SRC delegation and under the supervision of the SRC Field Delegate/Kirovohrad Oblast, provide organizational and administrative support as required for the office management for the Swiss Red Cross projects/activities in Kirovohrad and Kherson region.

Essential Tasks: 

Primary Responsibilities:

  1. Under the direction of the Field Delegate/Team Leader, be responsible for maintaining the day-to-day office management of the Swiss Red Cross (SRC).
  2. Under the direction of the Field Delegate/Team Leader, provide support for program activities within the Kirovohrad and Kherson region.
  3. Ensureinternal and external reporting requirements are carried out appropriately, guarantying the legal compliance, accountability, and transparency.
  4. To ensure SRC staff are compliant with URCS and SRC policies and procedures. 
  5. To follow and report to Field Delegate, news/developments with regard to humanitarian, socio-economic, political and safety/security issues in Kirovohrad and Kherson region.

 

Main tasks:

As operations officer, advise and provide organizational and administrative support as required for the office management and for the Swiss Red Cross projects/activities in Kirovohrad and Kherson region.

  • To organize workshops, visits and other meetings with the partners and other stakeholders.
  • To organize logistics, accommodation, and travels for the Swiss Red Cross staff (in consultation with the Swiss Red Cross logistics & finance/administrative officers). 
  • To interpret at meetings and translate specific documents of the Swiss Red Cross projects/activities from/to Ukrainian/English.
  • To ensure that the Swiss Red Crossoffice/structure in Kropyvnytskyi and Kherson region has the necessary supplies.
  • Maintain organized electronic and physical files. Update contacts and relevant information in the SRC filing systems.

To support the Swiss Red Cross program staff in planning and implementation of the Swiss Red Cross activities.

  • Prepare and edit documents, general reports, monthly data reports, presentations, and correspondence.

To support the Swiss Red Cross program cooperation and capacity-building efforts vis-a-vis the URCS branch in Kirovohrad and Kherson region.

  • To support program implementation including monitoring activities for the Swiss Red Cross projects/activities.
    • To participate in the Swiss Red Cross strategic and project/activity planning processes.
    • Follow the progress of the LFA, work plans and budget, ensuring programs are on the correct progression. 
    • To contribute to the bi-annual and annual project progress reports.

To follow news/developments in the regions and share this information within the SRC/URCS team. 

  • Monitor news/developments vis-a-vis humanitarian, socio-economic (e.g. IDP issues), and political issues that impact or could impact SRC/URCS humanitarian projects/activities. Proactively share this information with the Swiss Red Cross team.
  • In coordination with the Team Leader/Program staff, maintain contact with humanitarian coordination structures (e.g. OCHA, Clusters, etc.) to have accurate information on humanitarian developments/issues in the region.
  • Monitor news/developments vis-a-vis safety & security issues that could impact SRC/URCS humanitarian activities/operations and share this with the Swiss Red Cross team.
  • Contribute information/news for inclusion in the Swiss Red Cross-institutional reporting (e.g. SitRep, annual reports, project reports, etc.).

Other functional tasks as assigned by the line manager.

Requirements 

  • University Degree in one of the relevant fields: public relations administration, law, international relations.    
  • At least 3 years of relevant working experience in project administration, management and/or project implementation. 
  • Experience formulating and monitoring budgets and providing appropriate financial analysis with respect to the financial activities
  • Experience in working with NGOs or international organizations is welcomed
  • Computer literacy (1C vs.8) and working knowledge of spreadsheet applications, and general understanding of the data processing and accounting software
  • Facilitation of organisational development processes
  • Time management skills and ability to perform under deadlines
  • Organizational skills, ability to prioritize a complex workload and to work autonomously as needed
  • Problem solving skills
  • Strong interpersonal skills and good understanding of working in a partnership framework. 
  • B2 level of English, both written and verbal, fluent Ukrainian

Офіцер з операційної діяльності - базується в Кропивницькому, Кіровоградська область, Україна - буде надавати підтримку відділенню Товариства Червонof the Cross of Ukraine (SRC) in the Kirovohrad regional organization of the SRC and a field delegate of the Swiss Red Cross (Swiss Red Cross). The operational officer is part of the delegation of the ShvChH and reports to the field delegate of the ShhChH/Kirovohrad region. He/she will provide organizational and administrative support necessary for the management of the office of projects/events of ShvChH in Kirovohrad and Kherson regions. 

Responsibilities:  p>

  • Under the leadership of the Field Delegate/Group Commander, be responsible for the day-to-day management of the Swiss Red Cross (SRC) office.
  • Under the leadership of the Field Delegate/Group Commander, provide support to program activities in the Kirovohrad and Kherson regions .
  • Ensure proper implementation of internal and external reporting requirements, ensuring legal compliance, accountability and transparency.
  • Ensure compliance by ShvChH employees with TChH and SRC policies and procedures.
  • Monitor and inform the Field Delegate about news/events regarding humanitarian, socio-economic, political and security issues in the Kirovohrad and Kherson regions.

Main tasks:

As an operations officer, provide advice and organizational and administrative support necessary to manage the office and projects/events of the Swiss Red Cross in Kirovohrad and Kherson regions.

  • Keep organized electronic and paper archives. Update contacts and relevant information in the archive systems of the Swiss Red Cross.

Support the staff of the Swiss Red Cross programs in the planning and implementation of SRC activities.

  • To feed and edit documents, general reports, monthly data reports, presentations and correspondence.
  • Support cooperation on Swiss Red Cross programs and capacity building efforts for the branch of the TCHU in Kirovohrad and Kherson regions.
  • Support program implementation, including monitoring of Swiss Red Cross projects/activities.
  • Participate in strategic planning and planning of Swiss Red Cross projects/activities.
  • Monitor the progress of LFA implementation, work plans and budget, guaranteeing the correct development of programs.
  • Contribute to the preparation of half-yearly and annual reports on the progress of projects.

Follow news/events in the regions and share this information within the team.

  • Monitor news/events regarding humanitarian, socio-economic (for example, IDP issues), political issues that affect or may affect the humanitarian projects/activities of the HCMC/TCHC. Proactively share this information within the Swiss Red Cross team.
  • In coordination with the Team Commander/program staff, liaise with humanitarian coordination structures (e.g. OCHA, Clusters, etc.) to obtain reliable information on humanitarian events/ problems in the region

Requirements: 

  • Higher education in one of the relevant areas: public relations management, law, international relations.
  • At least 3 years of work experience in administration, project management or their implementation.
  • Experience in the formation and monitoring of budgets, as well as conducting appropriate financial analysis of financial activities.

  • Experience working with non-governmental organizations or international organizations is welcome.
  • Sufficient computer skills (1C: Enterprise 8), knowledge of spreadsheet programs and a general understanding of data processing software and accounting.

  • Organizational skills, the ability to set priorities in a complex work environment load and work independently when necessary.
