SUMMARY
Eurasia Foundation (EF) is a US-based non-profit, nonpartisan organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.
EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine's digital transformation to promote the nation's economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
The Open Data Coordinator is a key role designed to support the Open Data Lead in the enhancement and operational management of the Open Data Portal, contributing significantly to the advancement of government data transparency and accessibility. They will actively collaborate in the development and execution of open data policies and standards, ensuring they meet the evolving technological requirements and align with EU guidelines, especially under the unique constraints of wartime data governance. Additionally, the coordinator will play a supportive role in organizing and facilitating training programs for government officials, aimed at enhancing open data competencies and practices, and contribute to key initiatives like the Open Data Academy and supporting the operational aspects of the Open Data Accelerator program.
DUTIES
• Coordinate with implementing partners’, ensure partners’ timeline and deliverables.
• Support the design and management of communication campaigns, сontribute to the content development.
• Prepare events announcements, invitation letters, Power Point presentations when required.
• Coordinate arrangements for meetings, workshops, training in Kyiv and regions among partners’ organizations and state authority representatives.
• Liaise with vendors to ensure the event is run smoothly.
• Serve as a contact person for Open Data public program activities.
• Assist with the production of analytical studies related to the Open Data sphere.
• Assist with the implementation of the Open Data Accelerator program, grants competitions for Civil Society Organizations and other anti-corruption actors' projects .
• Coordinate closely with Start-up organizations, follow upon on grant effective implementation.
• Ensure Open Data component activities compliance with donor, EF rules and regulations.
• Assist with preparation of weekly, quarterly and annual reports ensuring donor’s requirements.
• Contribute to annual work plans and to program monitoring and evaluation.
• Provide translation written and oral when required.
• Other duties as assigned.
QUALIFICATIONS
• Master`s Degree or equivalent in public policy, public administration, political science, internationalrelations or other related field.
• Minimum 2 years of proven work experience in component/program/project coordination.
• Work experience with international development projects is required; previous experience with USG-funded programs will be a plus.
• Work experience with the government and the IT sector.
• Demonstrated knowledge of Ukraine’s political context; proficient understanding of the related technology as well as global best practices for Open Data policy and practice preferred.
• Experience in production of analytical studies.
• Computer literacy, including knowledge of all Microsoft Office Suite applications, particularly Word, Excel, and PowerPoint.
• Experience in organizing events, trainings, workshops.
• Exceptional writing, research, and communications skills.
• Excellent organizational skills and attention to detail.
• Ability to multitask and work in a fast-paced environment.
• Ukrainian and English writing and spoken proficiency required.
