The Eastern Europe Foundation within the framework of the project "Support for Digital Transformation" (DTA) together with the Ministry of Digital Transformation of Ukraine announces a tender for the selection of a contractor to perform tasks related to with open data analytics.
Service start: August 2024.
Term of contract: until the end of 2024 with a possible extension.
Tasks within the contract:
- Analysis of current legislation regulating the field of open data.
- Working with international data interoperability standards (International open government data specifications, Beneficial Ownership Data Standard, Data Catalog Vocabulary, etc.).
- Collection and processing of information and data, monitoring of international experience in the field of open data.
- Assessment of the quality of open data of information managers.
- Advising managers of public information on the release of open data sets.
- Preparation of dataset structures for managers of public information.
- Preparation and filling of metadata of open data sets (descriptions and passports).
- Helping managers of public information to improve the quality of open data sets, meet the requirements of machine readability and interoperability.
- Providing consultations and assistance in the development of the field of open data, in particular the preparation of internal administrative documents.
- Monitoring the systematicity and completeness of the publication and updating of open data sets.
- Analysis of the legal framework of the administrator's activities, documents in the field of access to public information, information systems, open data.
- Support for the publication of open data sets on the Unified State Open Data Web Portal and others.
Requirements for contest participants:
- More than three (3+) years of work experience.
- Higher education in "Law", "Public Administration", "Economics", "Journalism", "Information Technologies" or other relevant.
- Experience robots with regulatory and regulatory documents.
- Strong analytical skills, including data analysis experience.

Additional preference will be given to applications from participants who understand the principles of:< /p>
- machine readability of data and basics of working and managing databases.< /li>
- building ETL cycles.
