FHI 360’s Crisis Response team is responding to the humanitarian emergency with the Ukraine Humanitarian Assistance Response Program (UHARP II), providing integrated health, nutrition, mental health, and protection programming focused on decreasing morbidity and mortality among conflict-affected communities. FHI 360 is seeking a Nutrition Program Manager for an anticipated new nutrition project focused on improving infant and young child feeding (IYCF) practices among pregnant and lactating women in health facilities and communities. The position is contingent upon confirmation of donor funding.
POSITION OVERVIEW
Under supervision of the Senior Health and Mental Health Coordinator, the Nutrition Program Manager is responsible for developing and managing FHI 360’s portfolio of nutrition activities in eastern and southern Ukraine, and provision of strategic and technical leadership for the nutrition unit. The Nutrition Program Manager will manage nutrition programs from assessment and conception through close-out and evaluation and s/he will supervise the nutrition staff in the department. The Nutrition Program Manager will work closely with the MHPSS Program Manager, Health Program Manager, Procurement Manager and Security Manager.
SPECIFIC RESPONSIBILITIES
- Manage nutrition technical staff, ensuring a clear division of responsibilities, clear objectives, and performance management.
- Regularly monitor, review and update the nutrition workplan. Ensure that the planned activities in the workplan are implemented in a timely manner, and that all activities adhere to donor requirements.
- Contribute to the development and implementation of FHI 360’s nutrition strategy which balances direct service delivery with building the capacity of health facilities to independently deliver quality IYCF services.
- Identify and follow up on potential program linkages between nutrition and other FHI 360 program areas such as health, MHPSS, protection, and WASH (including referral pathways and systems).
- Coordinate and/or conduct IYCF-E needs assessments at health facilities in each target area of implementation to assess the package of IYCF support that each facility will receive. Ensure that assessment reports are completed and properly filed.
- Contribute to the development of the nutrition logical framework, indicators, and data collection tools, in coordination with the MEAL Coordinator and Senior Health and Mental Health Coordinator.
- Coordinate the implementation of routine data collection and reporting for nutrition activities. Support the technical design and implementation of program evaluations.
- Regularly review and analyze program data, ensuring that FHI 360’s nutrition programming (determination of what activities are implemented and in which places) are evidence-based and supported by data.
- Design and manage the FHI 360 community nutrition activities, including recruitment and management of urban IYCF promotion volunteers, including set up of referral and community follow up systems linked to health facility IYCF activities.
- Coordinate closely with FHI 360’s health promotion officers to ensure that IYCF promotion, screening and referral for skilled counseling is integrated into the broader health education activities implemented by community volunteers in the rural villages supported by FHI 360’s mobile medical teams.
- Manage implementation of the mental health and psychosocial support (MHPSS) component of FHI 360’s nutrition programming, including strengthening systems for screening of mental health needs by lactation counselors, referral of pregnant and lactating women (PLW) who need mental health support (to FHI 360’s psychologists), strengthening counseling and communication approaches used in lactation counseling, setting up online support groups for PLW, integrating MHPSS awareness raising into lactation counseling.
- Manage activities related to provision of information and resources to PLW on IYCF, including targeted distribution of IYCF IEC materials, development and roll out of an interactive chatbot utilizing artificial intelligence, and development of informational videos on IYCF for health workers and patients.
- Manage the implementation of IYCF-E training and IYCF-E corner activities, ensuring that the interventions are delivered in a way that ensures sustainable and measurable impact.
- Support the development of supervision and mentorship tools for IYCF-E counseling and service provision.
- Provide technical supervision of the nutrition field activities and staff including through field monitoring visits. Ensure accurate and timely weekly reporting on nutrition activities.
- Determine procurement and logistics needs for health activities, create purchase requests, and closely coordinate with the procurement and logistics units to ensure smooth and timely implementation of programs.
- Coordinate with the security department to ensure that project sites have been reviewed and cleared prior to implementation of activities.
- Coordinate the recruitment of all nutrition staff including lactation counselor consultants, working closely with the FHI 360 Human Resources department.
- Establish and maintain strong relationships with health facility management, city health department, oblast health department, local authorities, and other government partners.
- Represent FHI 360 in national and sub-national nutrition coordination structures (nutrition TWG, health cluster, etc.), and coordinate closely with other humanitarian actors implementing nutrition activities.
- Contribute to the development of standard Nutrition TWG guidelines for implementation of IYCF-E activities in Ukraine.
- Produce regular reports and plans of health activities to the Senior Health and Mental Health Coordinator.
- Any other duties assigned by the supervisor.
DESIRED QUALIFICATIONS
- University Degree or equivalent in Nutrition, Public Health, Medicine, or other relevant discipline.
- 5-8 years of experience working in implementation of nutrition, public health, or related programs.
- Prior work experience in a non-governmental organization (NGO) or UN agency is highly preferred.
- Good knowledge of technical standards and best practices in IYCF programming is an advantage.
- Excellent written and oral communication skills. Demonstrated leadership capacity.
- Demonstrated project and personnel management skills.
- Strong organizational skills, especially in time management and prioritization, and attention to detail.
- Excellent analytical and reporting skills.
- Fluent in Ukrainian. Excellent in written and spoken English.
- Proficient in Microsoft Office applications (Word, Excel, Teams, and Powerpoint).
