Purpose of the position:

The Intersectoral Program Coordinator is responsible for the oversight and management of Save the Children emergency response programs in Ukraine (direct implementation and partner monitoring) in the relevant regional office. The incumbent is responsible for directly implementing high quality, efficient and effective emergency response programs. He/she ensures effective coordination with implementation partners, field teams and within the organization for technical support, quality assurance and smooth operation of programs.

The Intersectoral Program Coordinator is also expected to provide support in advocacy, project planning, coordination, program evaluations, as well as fundraising, recruitment and procurement as needed. The incumbent must assess, monitor and document gaps in existing services and seek innovative approaches to support the education system.

Essential Responsibilities:

Planning, development and implementation programs

  • Work closely with the Intersectoral Program Manager, Technical Advisors (TAs) and other sectors in the day-to-day coordination of response activities, including supervising staff, developing work plans and preparing reports to ensure that planned results are achieved on time, within budget and in accordance with donor requirements.

  • Contribute to the effective and efficient implementation of the program in accordance with Humanitarian response strategy in Ukraine and the objectives defined in the Strategic Plan, involving, among others, the technical team and other members of the program management team.

  • Develop a detailed implementation plan and ensure that activities are carried out in accordance with this plan.

  • Involve both formal and informal technical expertise from the sectors of education, child protection and other thematic areas, as well as coordinate support separatelyx projects through field visits or as needed.

  • Continuously monitor and assess the capacity of the team and partners, identify service delivery gaps and develop a response plan.

  • Regularly conduct field visits to monitor processes, provide feedback and support to ensure high quality programs in the field of education and child protection.

Quality Assurance programs

  • Ensure that the program supports children in continuing education and provides access to integrated psychosocial support and social-emotional skills training.

  • Regularly monitor that all programs within his/her area of responsibility strictly adhere to Save the Children policies, procedures and standards, including the INEE Minimum Standards and the Core Humanitarian Principles and standards.

  • Ensure that all documents, tools, and methodologies related to program activities are available to the response team, updated in a timely manner, and submitted within established deadlines.

  • Maintain a high level of accountability in all activities.
  • Coordinate with the MEAL team for proper documentation, data collection, and monitoring of results project.
  • Participate in the preparation of high-quality donor and other periodic narrative reports as needed.

Coordination

  • With the support of the Intersectoral Programs Manager, lead the process of establishing partnerships with local NGOs, public organizations and networks of other participants to improve the quality of program implementation, advocacy and research initiatives.

  • Interact with representatives of government agencies, maintain regular contact with ministries, local departments of education and other relevant officials in order to advocate at the policy level.

Administration and budget management

  • Support the Cross-sectoral Program Manager in the development of implementation plans and budgets for Save the Children and partners organizations.

  • Lead the preparation of all procurement and administrative documents necessary for the implementation of programs.

To be successful, you must have:

  • Master's degree in a relevant field (education, social sciences) or Bachelor's degree with relevant work experience.
  • At least 3 years of experience in education, child protection (CP) or case management (CM) programs.

  • Understanding the specifics of educational programs, particularly in emergency situations.

  • Experience in project management and coordination in the non-governmental sector, including work in partnership with local NGOs.

  • Experience in conducting trainings for teachers.

  • Experience needed to effectively build relationships with key partners — both non-governmental and governmental.

  • Proven experience in financial managemententity.

  • Excellent communication skills - presentation, negotiation, analytical thinking, reflection.

  • Understanding complex issues that affect access, participation, inclusion and retention of children in the education system in Ukraine.

  • Developed analytical skills, ability to prepare high-quality analytical reports and case studies.

  • Fluency in English and Ukrainian (oral and written).

Desirable:

  • Experience in coordinating interdisciplinary programs.

  • Experience of representing the organization in coordination mechanisms.
