NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

As part of the overall Program Unit (PU) of NRC Ukraine, namely within the Program Support Unit (PSU), the Monitoring, Evidence, Accountability and Learning (MEAL) Coordinator plays a key role in creating and implementing systems and standards to facilitate evidence-based decision-making and effectively track the results of programs and projects for the benefit of the main competencies (CC) of the NRC, which include Information, Counseling and Legal Assistance (ICLA), Housing and Settlement/WASH, Education, Protection from Violence and Cash Assistance.

The role of the MEL Coordinator is to coordinate and adapt NRC systems and standards for monitoring, data collection, accountability and training at the Regional Office (CO) level and facilitate their implementation at the Local Office (AO) level. The Coordinator ensures effective implementation of MEL systems, plans, tools and procedures, and provides technical oversight, capacity building and guidance to MEL staff and program teams. The MEL Coordinator will contribute to the improvement of the quality of programs by ensuring access to up-to-date information (both at the level of results and at the level of consequences) on the scope, relevance and effectiveness of programs, as well as encouraging their use. In this context, the MEL Coordinator will provide technical support to in-country MEL staff and contribute to capacity building for the implementation of effective, cost-effective and locally adapted MEL systems in accordance with NRC's global MEL policy and framework. This position acts as a bridge between the strategic MEL framework established at the regional office level and its practical application in projects, ensuring that evidence informs decision-making, training and program adaptation. The MEL Coordinator reports directly to the MEL Manager in the regional office and will work closely with the regional MEL teams to align MEAL plans, systems and processes as necessary.

Your responsibilities will include:

1. Adherence to and implementation of NRC policies and specific responsibility for NRC MEL policies and procedures.

2. Support and participate in the development, review and implementation of MEL systems, including standard operating procedures (SOPs), guidelines and work plans, in accordance with the NRC global MEAL framework and deliverables discussions with technical teams.     Coordinating the implementation and harmonization of MEL systems, SOPs and standards at the AO and CO level.     Participating in the development of programs and proposals, including the development of a logic matrix and budgeting for MELs as requested.     Provide technical support and collaboration with regional MEAL teams and program teams in the planning and execution of MEL, including qualitative data collection methodology, interpretation and use of information for evidence-based decision-making 8. Build capacity and train MEL staff on NRC MEL systems, processes, and requirements development and implementation of action plans to eliminate cases of partial or complete non-compliance with these standards


Specific responsibilities:

1.     Provide support to the managers of adaptation to local conditions (CC) in the development of monitoring tools, methodologies, sampling strategies and necessary instructions to ensure the collection of performance indicators and final results in cooperation with other colleagues from MEL units and programs.     Facilitate the use of monitoring, evaluation and performance management (CFM) data to ensure program adaptation and evidence-based decision-making within projects and core activities, ensuring that NRC's institutional learning initiatives are implemented as a minimum and scaled up as necessary.     Manage reporting/dashboards/information MEL training bulletins/documents supporting evidence-based decision-making both internally within NRC Ukraine and externally with partners and donors.This includes conducting data analysis at the CO level where appropriate.MEAL era, including introductory briefings on MEL requirements and organizational assessments with NRC partners.


5.    Provide support to partner organizations in understanding MEAL core requirements and reporting, including GORS bulk download forms and monitoring tools, in collaboration with the Information Management team.

6.    Provide support in the development and review of partner projects' logic schemes, indicators and reporting requirements under the MEAL system to ensure their consistency with NRC mandated indicators and donor indicators, and that monitoring mechanisms are realistic and agreed with partners, taking into account their technical and operational capabilities.

7.    Facilitate and coordinate requests for third party monitoring as necessary in cooperation with regional offices and MEL project teams.

8.    Support monitoring and evaluation data quality assurance by reviewing outcomes and impact data and verifying their accuracy, completeness, and compliance with NRC indicator definitions and reporting requirements in all project monitoring and reporting processes. Use PCM moments, monthly GORS meetings and other relevant processes to identify, raise and resolve data quality issues in a timely manner.

9.    Other MEAL activities, coordinated with senior management and program staff, contributing to quality program planning at NRC Ukraine.

General professional competencies:

  • At least 3 years of experience working in an international NGO, preferably in emergency situations or in post-conflict regions, including MEL capacity and systems development
  • Proven work experience and knowledge of current principles and monitoring and evaluation approaches in emergency response and development programs using both quantitative and qualitative methods.
  • Understanding data and information needs for program management and decision-making
  • In-depth understanding of MEL principles and current approaches in relief and/or development fields using both quantitative and qualitative methods.
  • Ability to analyze data, interpret trends and deliver results.•    Experience in facilitating the capacity building efforts of diverse colleagues, preferably with local partner organizations in mind
  • Proven ability to transfer knowledge to diverse audiences through training, mentoring and other formal and informal methods
  • High level of English
  • Analytical and computer skills including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis
  • Experience using KoBo/ODK; additional experience with one or more of the following programs is desirable: SPSS, STATA, Power BI, GIS

    Skills, knowledge and experience related to the work context:


  • Higher education, preferably in the field of social sciences, statistics, scientific research, international development, economics or other related fields.
  • Knowledge of the humanitarian context in Ukraine and the specifics of the activity NGO.
  • Technical competence and experience in the application of various goalsodologies and approaches to program evaluation.
  • Proven experience working with major donors in humanitarian aid and development.
  • Strong communication and interpersonal skills to facilitate smooth collaboration between different teams and departments.
  • Excellent planning, time management, problem solving and teamwork skills.
  • Openness, reliability and confidentiality.
