QUALIFICATION REQUIREMENTS:
Education:Diploma (bachelor's degree or higher) majoring in social sciences, sociology, anthropology, statistics, economics, or another related major
Work experience At least 2 years of work in the field of project evaluation, conducting qualitative and quantitative surveys, data and information collection, statistical analysis, or other relevant work experience.
Languages: Fluency in Ukrainian, English for work skills
Knowledge and Skills: Critical thinking, ability to process large amounts of information, strong organizational skills, excellent communication and interpersonal skills, flexibility to adapt to a rapidly changing environment, critical thinking and initiative.
PC Proficiency:Proficient user of Microsoft Office (with a focus on Excel and Word).
GENERAL TASK:
Under the direct supervision of the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) Specialist supports Premier Urgents International with development and implementation of monitoring and evaluation works in coordination with the base program teams, including defining data collection tools, conducting quantitative and qualitative surveys, supporting the program related to ensuring the accountability of the PUI for the result to the beneficiaries and creating regular reports on the work in the field of MEAL, such as surveys, research or mechanism for providing feedback and responding to complaints, etc.
TASKS AND RESPONSIBILITIES:
- Monitoring and Evaluation
- Provide support to the Monitoring and Evaluation team in carrying out regular monitoring and evaluation work at the base in coordination with program teams to:
- Involve in the definition of data collection tools, including recommendations for questionnaires for surveys and focus group discussions, and translation of these as needed tools;
- Conducting quantitative and qualitative studies, research works, including structured and unstructured, individual or group interviews.
- Responsibility for the result to the affected people
- Support all measures related to ensuring the responsibility for the result to the affected people who benefit from the works of PUI, including conducting satisfaction surveys and deploying a mechanism for providing feedback andresponses to complaints;
- Ensure performance accountability work meets base-level PUI mission standards.
- Reporting
- Create reports on MEAL work: conducted surveys, training exercises, or performance accountability work, including quantitative data analysis and narrative content;
- Perform regular analysis and report on data collected through data collection and monitoring tools under the guidance of the MEAL Manager and the Information and Database Management Specialist;
- Support the MEAL Manager in writing project application sections related to monitoring, evaluation, accountability and training.
capacity - Manage MEAL assistants and support staff involved in MEAL-related work, including surveys, at the base level;
- Provide initial briefing and training of MEAL teams to the PUI, including performance accountability work and standards to victims by people.
RESPONSIBILITY
The monitoring and evaluation specialist is responsible:
- For improper performance or non-fulfilment of his job duties, provided for in this job description - within the limits defined by the current labor legislation of Ukraine.
- For offenses committed in the course of his activities - within the limits defined the current administrative, criminal and civil legislation of Ukraine.
- For moral damages - within the limits defined by the current civil and labor legislation of Ukraine.

Location: Dnipro, Dnipropetrovsk region.
Working days:Monday to Friday

GENERAL OBJECTIVE
Under the direct supervision of MEAL Manager, the Monitoring & Evaluation Officer supports Premiere Urgence Internationale in developing and implementing Monitoring and Evaluation activities in coordination with program teams at base level, including defining data collection tools, carrying out quantitative and qualitative surveys, supporting accountability related action towards PUI’s beneficiaries and producing regular reports on MEAL activities such as surveys, research or Feedbacks and Complaints Response Mechanism, etc.
Tasks and Responsibilities:
- Monitoring and Evaluation
- Support Monitoring and Evaluation team in carrying out the Monitoring and Evaluation regular activities at base level, in coordination with Program teams in order to:
- Contribute to the definition of data collection tools, including survey questionnaires and thematic group discussion guidelines, and support when needed the translation of these tools;
- Carry out quantitative and qualitative studies, researches and surveys, including structured and unstructured, individual or in group, interviews.
- Accountability towards affected people
- Support all accountability related actions towards affected people benefiting from PUI’s activities, including satisfaction surveys conduction and Feedback and Complaints Response Mechanism deployment;
- Ensure that accountability related actions are in line with PUI’s mission standards at base level.
- Reporting
- Draft MEAL activities’ reports on surveys, learning workshops or accountability related activities carried out, including quantitative data analysis and narrative content;
- Produce regular analysis and reports on the data collected through data collection and monitoring tools under the supervision of the MEAL Manager and the Information Management and Database Officer;
- Support the MEAL Manager in drafting Monitoring, Evaluation, Accountability and Learning related sections in project proposals.
- Learning
- Facilitate all Learning activities carried out to sustainably improve PUI’s activities and practices at base level under the supervision of the MEAL Manager;
- Support the regular dissemination of information among theteam, including during staff meeting, events and workshops.
- Staff management and capacity building
- Manage MEAL Assistants and daily workers involved in MEAL related activities, including surveys, at base level;
- Ensure the induction and training PUI’s team on MEAL thematic, including Accountability to Affected People activities and standards.
RESPONSIBILITY
Monitoring & Evaluation Officer is responsible:
- For undue fulfilment or failure to fulfil his / her job duties stipulated by this job description, - within the Labour Law of Ukraine.
- For the violation committed in the process of his / her professional activity, within the current administrative, criminal or civil law of Ukraine.
- For moral damage, within the current civil law and labour law of Ukraine.
