Опис програмиОфіс перехідних ініціатив (OTI) Агентства США з міжнародного розвитку (USAID) працює в Україні з 2014 року, допомагаючи підтримувати її демократичні та європейські перетворення через Ініціативу зміцнення довіри в Україні (UCBI). Новий проєкт USAID/OTI – UCBI 4 – покликаний сприяти об’єднаному, демократичному та орієнтованому на Європу відновленню України від наслідків вторгнення Росії. Ця мета буде досягнута шляхом виконання трьох початкових завдань: Посилення раннього відновлення та реінтеграції переміщеного населення у фронтових громадах і деокупованих районах;Розширення охоплення та збільшення кількості взаємодій з наративами, які зміцнюють українську єдність і демократичність; іЗміцнення ненасильницької громадянської дії та зв’язків окупованих Росією районів з рештою України.Проєкт UCBI найме Експерта(ку) з моніторингу, оцінки та навчання, який(а) працюватиме в одному з визначених Проєктом UCBI субрегіонів (Північно-східному). Ідеальний(а) кандидат(ка) має базуватися в одній із цільових локацій UCBI: Дніпро, Чернігів, Суми або Харків.Основні завдання та обов’язкиВідповідає за сприяння та підтримку реалізації всіх заходів моніторингу, оцінювання і навчання UCBI 4 в межах визначеного географічного району/програмного напрямку відповідно до стандартів і підходів ОТІ.Під керівництвом Директора(ки) з моніторингу, оцінки та навчання (MELD) і Заступника Представника ОТІ у країні (DCR) MELO допомагатиме забезпечувати загальну якість систем моніторингу, оцінки та навчання (MEL) підрозділу.Розробляє плани MEL на рівні проєкту для вимірювання та оцінювання впливу та довгострокових наслідків, забезпечуючи, щоб довгострокові наслідки були реалістичними і стосувалися конкретної проблеми.Складає вихідні Технічні завдання на проведення зовнішнього моніторингу задля оцінювання безпосередніх результатів та/або довгострокових наслідків та/або впливу проєктів порівняно з початковими плановими показниками.Бере участь у процесі аналізу даних і оцінюванні впливу на рівнях програми (основний) і кластера/проєкту (вторинний).За координації з іншими співробітниками надає грантоотримувачам і потенційним партнерам технічну допомогу у сфері МОН і менторську підтримку під час розробки та реалізації проєкту.У тісній координації з командою програми бере участь у приготуванні підсумкових звітів оцінювання (а за потреби і інших звітів) з точки зору моніторингу та оцінювання, зокрема, збираючи додаткові дані, що можуть бути необхідними для триангуляції з метою з’ясування, чи досягнуті заплановані довгострокові наслідки.Ділиться результатами на рівні проєкту серед членів підрозділу та програми через процеси ітеративного навчання.Здійснює моніторинг і забезпечує контроль за проєктами в окресленій географічній/програмній області шляхом проведення періодичних візитів на об’єкт; відвідання подій і заходів грантоотримувача з метою збору даних для моніторингу та оцінювання; документування візитів на об’єкт у базі даних, а також за допомогою фотографій, фокус-групових дискусій, спостережень, зустрічей з зацікавленими сторонами тощо.Допомагає розробляти інструменти збору даних польових спостережень, які забезпечать можливість проведення кількісного та якісного аналізу. Пconducts conversations with grantees, stakeholders and participants. If necessary and according to MELD instructions, supports the development of tools for preliminary profiling and impact assessment. Checks records in the project database for the purpose of project-by-project monitoring of the development and implementation of MES plans. Maintains project progress records and enters them into the database. Manages the planning and logistics of field observation data collection. Liaises with staff in the defined geographic/program area to ensure access to grantees, stakeholders, and beneficiaries in order to collect quality data .Participates in the preparation of timely, high-quality, thoughtful contributions to UCBI communication outputs, including Semi-Annual Reports, Success Stories, and Case Studies.Coordinates with other teams and colleagues to ensure collaborative planning and constructive relationships.Co-facilitates team and grantee activities to obtain feedback to create learning opportunities that enable innovation within the project portfolio. Travels as needed for meetings and visits to program sites to facilitate effective program oversight, training and evaluation. MELO as needed can perform special tasks and responsibilities assigned to her by MELD to ensure the overall effective development of program activities. USAID grant programs (ideally - OTI). Ability/willingness to travel to locations where UCBI works. Mandatory demonstrated analytical abilities, critical thinking skills and understanding of local, regional and national political contexts, as well as the ability to think creatively when conceptualizing relevant of grant projects. Developed organizational, management and communication skills, preferably in terms of report writing, monitoring and evaluation. Mandatory confirmed knowledge of local and foreign non-governmental organizations and community-level organizations that implement relevant projects and programs in the country, as well as major government actors and interested parties, with an up-to-date understanding and knowledge of the political environment and social conditions in the country. Mandatory experience of working with local organizations in the implementation of projects with the involvement of the community and consensus-type projects. Mandatory ability to demonstrate in practice the successful experience of applying all of the above key competences. Mandatory fluency in the Ukrainian language - in oral and written form. Mandatory mastery of the English language - in oral and written form. For conscripts, the presence of a mark on military registration in the military ticket is mandatory. ----------------------------------------------------- -Program DescriptionThe United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) has been in Ukraine since 2014, helping support its democratic and European transformation through the Ukraine Confidence Building Initiative (UCBI). USAID/OTI’s new activity – UCBI 4 – has the goal of advancing Ukraine’s unified, democratic, and Europe-oriented recovery from Russia’s invasion. This goal will be met through three initial program objectives:Enhanced early recovery and reintegration of displaced populations in frontline communities and newly reclaimed areas;Increased reach of and engagement with narratives that strengthen Ukrainian unity and democracy; andStrengthened nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine.UCBI will onboard a MEL Officer who will work in one of the designated UCBI sub-regions (North-East). The ideal candidate will be based in one of the UCBI target locations: Dnipro, Chernihiv, Sumy, or Kharkiv.PrincipalDuties and Responsibilitiesg all monitoring, evaluation, and learning efforts of UCBI 4’s activities within a designated geographic/programmatic area in line with OTI standards and approaches.Under the guidance of the Monitoring, Evaluation, and Learning Director (MELD), and OTI Deputy Country Representative (DCR) the MELO will help ensure overall quality of the unit’s MEL systems.Design activity level MEL plans to measure and evaluate impact and outcomes; ensure outcomes are realistic and address a specific problem set.Draft initial scopes of work for conducting second party monitoring to assess activities outputs and/or outcomes and/or impact against initial activity design.Contribute to data analysis and impact assessments on program (primary) and cluster/activity (secondary) levels.Provide technical MEL assistance and mentorship to grantees and potential partners during activity development and implementation in coordination with other staff. In close coordination with the program team, contribute to drafting final evaluation reports (and other reporting as required) by applying a monitoring and evaluation lens, including by gathering additional data as required to triangulate whether outcomes were achieved.Share activity-level outcomes across the unit and program through iterative learning processes.Monitor and ensure that activities from a designated geographic/programmatic area are overseen by conducting periodic site visits; attend grantee events and activities to collect data for monitoring and evaluation; document site visits in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.Assist in designing field data collection tools, which allow for quantitative and qualitative analysis. Conduct interviews with grantees, stakeholders, and participants. Support development of tools for preliminary profiling and impact assessments as necessary and per direction of the MELD.Review Activity Database entries to monitor activity development, implementation, and MEL plans on an activity-by-activity basis.
