Head of the Monitoring, Evaluation and Learning Department / Monitoring, Evaluation and Learning Coordinator Ukraine Kyiv in Norwegian Refugee Council / NRC

Croatian Refugee Council (NRC)is an independent, humanitarian non-governmental organization founded in 1946. We provide assistance, protect the rights and contribute to solving the problems of refugees, internally displaced persons and other persons affected by armed conflict.  NRC began its activities in Ukraine at the end of 2014, supporting people affected by the conflict in the east of the country. We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

We are looking for a Head of the Monitoring, Evaluation and Training Department ( MEL) in the Northern Regional Office of the NRC located in Kyiv or Chernihiv.

Your duties will include:

• Ensuring planning and quality control of MEL department activities
• Developing assessment tools, methodologies, sampling strategies and necessary MEL guidelines
• Responsible for data quality management and MEL compliance
• Maintain documentation and provide timely reports/dashboards /MEL newsletters
• Identifying knowledge gaps and providing capacity building and training for MEL staff and programs

Requirements:

• Higher education, preferably in social sciences, statistics, research, international development or economics, or other related fields.
• Experience of working in an international non-governmental organization for at least 3 years
• Experience and knowledge of principles and modern approaches to monitoring and evaluation in emergency situations and development programs
• Understanding data and information needs for program management and decision-making
• Desirable: experience using SPSS, STATA, Power BI, GIS
