We are now increasing our efforts in Ukraine and neighboring countries to provide assistance to people forced to flee their homes due to war. 

The Norwegian Refugee Council (NRC) is strengthening its presence in northeastern Ukraine and establishing a regional office with an office in Kharkiv. The Regional Representative Office North East (AONE) will become a new regional representative office, expanded from the current representative office in Kharkiv, and will begin functioning in the first half of 2026. The Regional Program Manager will be actively involved in this expansion. 
 
AONE will cover the Kharkiv and Sumy regions, where the current representative office in Shostka will structurally transfer to the new AONE representative office in Kharkiv in the first half of 2026.    
 
Key intervention sectors covered by the North East regional office will include housing, information counseling and legal aid (ICLA), protection from violence, education and emergency response through cash assistance. 


The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to support the creation and implementation of systems to support evidence-based decision-making, program and project performance, and internal governance in the Northeast office and its divisions. The MEL Coordinator will contribute to improving the quality of programs by supporting access to, and promoting the use of, relevant and timely information (both at the outcome and outcome levels) on the scope, relevance and effectiveness of programs. In this context, the MEL Coordinator will provide technical support to the regional MEL office staff and contribute to capacity building for the implementation of effective, cost-effective and context-sensitive MEL systems in accordance with the NRC's global MEL policy and framework. General duties:


1. Support and facilitate the development and implementation of MEL systems, including standard operating procedures, guidelines and work plans in accordance with the global NRC MEL framework and discussions with technical teams, soliciting input from regional offices. 
2. Actively contribute to grant-related tasks such as the development of proposals and logical frameworks, as well as the preparation of reports, in consultation with program staff at the regional and national levels. 
3. Participate in program development and proposal discussions, including theory of change development, logic matrix development, and MEL budgeting as requested. 
4. Collaborate with local partners to ensure adequate MEL systems, processes and standard operating procedures are in place. This includes providing induction training on the MEL requirements outlined in the PIA and conducting organizational assessments to identify areas for improvement or knowledge sharing. 
5. Provide support to program staff in the planning and execution of MEL activities, including data collection methodology and tools, and data management, analysis, and use in coordination with technical leads. 
6.?Provide support in implementing, disseminating, and using evaluations, analyzes, and monitoring data in program development, adjustment, or review. 
7. Contribute to organizational learning by supporting specific analysis, facilitating discussion/debriefing and reporting. This includes presenting and discussing results at the AO and CO level, including during project review/grant opening/closing meetings and data interpretation sessions using effective visual aids, dashboards, reports and newsletters as appropriate. 
8.?Capacity building and training of program and MEL support staff on NRC MEL systems, processes, and requirements. 
9. Contribute to the development of MEL staff structure and resourcing, including collaboration with program staff to identify and plan MEL needs. 
10. Adherence to NRC policies and specific responsibility for NRC MEL functions, policies and procedures.


Specific Responsibilities:

1. Team management responsibilities: responsibilities of line management in relation to subordinate employees. This includes the process of managing work efficiency; establishment of clear goals, consistent with the country's strategy and priorities, as well as control and support of the achievement of goals by employees; staff planning, recruitment, induction, staff development and duty of care. 
2. Development of evaluation tools, methodologies, sampling strategies and necessary guidelines to ensure the collection of outcome and outcome measures in consultation with other MEL and program colleagues. 
3. Development and implementation of appropriate training plans (with support from MEL and technical program managers) at regional or national level to assess relationships between achievement/non-achievement of results and outcomes in different projects and core competencies, including factors influencing the outcomeat 
4.?Provide support to partner organizations in understanding key MEL requirements and reporting, including the use of GOR bulk download forms, assessment tools and methodologies. 
5.?Provide support for data quality and compliance checks, including validation processes for monthly GOR reporting and quarterly counts of project participants at the regional level. This includes liaising with relevant CCs to verify data accuracy and completeness. 
6. Lead the documentation and timely delivery of MEL reports/dashboards/newsletters/training materials that support evidence-based decision-making, both internally at NRC Ukraine and externally with partners and donors. This includes the completion of outcome data analysis. ? Identify knowledge gaps and provide capacity building and training to MEL and program staff to ensure the proper functioning of required MEL activities throughout the project management cycle. 
7.?Work closely with partner MEL programs/teams where appropriate to ensure smooth operation of the MEL system, including internal and external reporting. This includes adopting NRC mandated metrics and donor requirements. 
8.?Facilitate and coordinate third party monitoring requests in collaboration with regional office project teams as needed. 
9.?Actively participate in project review/closing/opening grant meetings, providing input on the accuracy, completeness and quality of NRC data and donor requirements. 
10. Other MEL activities agreed with senior management and program staff that contribute to quality program planning in NRC Ukraine.

1. Professional competencies:

General professional competencies:

1. At least 3 years of international NGO experience, preferably in an emergency or post-conflict setting, including capacity development and monitoring and evaluation systems, and team management
2.?Proven experience and knowledge of principles and contemporary approaches to monitoring and evaluation in emergency and development programs using both quantitative and qualitative methods
3.?Understanding data and information needs for program management and adoption solutions.
4.?Experience in facilitating the capacity building efforts of diverse colleagues, preferably with local partner organizations in mind.
5.?Ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal methods
6.?High level of English
7.?Analytical and computer skills including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis 
8.?Preferred: experience using SPSS, STATA, Power BI, GIS 

Context/specific skills, knowledge and experience:

1.?Higher education, preferably in social sciences, statistics, research, international development or economics, or other related fields. 
2.?Knowledge of the humanitarian context in Ukraine and the dynamics of NGO activity. 
3. Technical competence and previous experience in the implementation of various methodologies and approaches to the assessment of program 
4.?Proven knowledge about the main donors in the field of humanitarian aid and development. 
5. Strong communication and interpersonal skills to facilitate fruitful collaboration between different teams and departments. 
6. Excellent planning, time management, problem solving and teamwork skills.
