Program DescriptionThe United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) Ukraine Confidence Building Initiative 4 (UCBI 4) aims to support advancing Ukraine’s unified, democratic, and Europe-oriented recovery from Russia’s invasion. This goal will be met through three program objectives: 1. To strengthen transparent, accessible recovery processes in frontline and liberated areas that reflect local priorities; 2. To strengthen nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine; and 3. To empower civic engagement in frontline and liberated communities to contribute to community resilience and shaping a better future.Principal Duties and Responsibilities:Support accurate and timely data collection for performed project activities, following established MEL procedures and ensure common understanding among teams on data collection expectations.Provide technical MEL assistance and training to grantees and potential partners during activity development and implementation in coordination with other staff.Assist in designing activity-level MEL plans, in consultation with the MEL Officer, to measure and evaluate activity impact and outcomes.Support MEL Officers in drafting final evaluation reports (and other reporting as required), including by gathering additional data as required to triangulate whether outcomes were achieved.Assist in tracking activities and results per activity and ensure proper documentation in WBDB.Ensure quality of data collection.Support the MEL team in ensuring overall quality of the established MEL system.Conduct site visits and attend grantee events and activities to collect data for monitoring and evaluation.Perform other tasks as assigned by the MEL Officer and/or MEL Team Leader.Key Areas: Program support, Program administration, Relationship support, Monitoring, Learning, Communications, Reporting.Qualifications:Bachelor’s degree is required.Demonstrated analytical ability and understanding of local, regional, and national political context, with the ability to think creatively required.One (1) year professional experience on complex field programs preferred.Prior experience in working with data collection and verification required.Effective interpersonal skills and demonstrated ability to resolve assigned tasks in a timely manner.Attention to detail, versatility, and integrity.Advanced skills in Microsoft Word and Excel.Ability/willingness to learn and further professional development.Ability/willingness to travel to locations where UCBI works.Ability to practically demonstrate successful experience with all the core competencies listed above required.Fluent written and oral Ukrainian required.Proficient written and oral English required.For conscripts, a note on military registration in the military ticket is required.APPLICATION INSTRUCTIONS:Send electronic submissions to
