Save the Children International is a humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London.  SCI has been working in Ukraine since 2014. It started its work in the territory of Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine. We work in the areas of education, child protection, overcoming child poverty, health care, and also conduct advocacy activities related to the protection of children's rights

Main duties:

  • Support the implementation of procedures and quality standards of the MEAL system in emergencies (MiE) SCI , a monitoring system/framework for reporting on activities in accordance with the relevant frameworks;
  • Development of standard monitoring tools in collaboration with the Monitoring, Evaluation and Accountability Coordinator and program staff;

  • Establishing data flow mechanisms using standard tools, including collection, storage, analysis, interpretation of data and timely feedback to stakeholders in collaboration with program staff;
  • Lead ongoing monitoring activities to report project results and achievements against project frameworks in coordination with the MEAL team of the regional office;
  • Conduct regular monitoring site visits and provide structured feedback and recommendations to program teams and relevant technical advisors as well as partners;
  • Assist in the development and implementation of quality and quantitative assessments as needed;
  • Providing training and professional development to team members and partners as needed;
  • Perform data quality assurance in areas of operations, identify sources of errors and inconsistencies and provide feedback to improve data;
  • Assist in capturing appropriate training related with action in response.

QUALIFICATIONS:

  • Bachelor's degree in economics, statistics, development or related social sciences;
  • Freedom in Ukrainian, Russian and, preferably, in English in oral and written forms.

EXPERIENCE AND SKILLS:

Required:

  • At least 1 year of experience in program monitoring and evaluation or relevant experience;
  • Previous experience working with partners;
  • Experience with Excel;
  • Knowledge and understanding of database design and management;
  • Good computer skills and ability to use SPSS and MS-Office;
  • Report writing experience ;
  • Strong communication skills;
  • Ability to meet deadlines.

  • Experience with Power BI, ODK, GIS;
  • Experience in data collection, management and analysis is highly desirable.

    KEY AREAS OF ACCOUNTABILITY:

    Overall functions:

    • Support the implementation of the SCI MEAL in Emergencies (MiE) Procedure and MiE System Quality Benchmarks, monitoring system/framework to report activities according to the appropriate framework( s);
    • Develop standard monitoring tools in collaboration with Monitoring, Evaluation and Accountability Coordinator and program staff;
    • Establish data flow mechanisms on standard tools including data collection, storage, analysis,interpretation and timely feedback to the intended stakeholders in collaboration with program staff;
    • Lead on conducting ongoing monitoring activities for reporting on projects’ outputs and outcomes as per projects’ frameworks in coordination with area office MEAL team;
    • Conduct regular field monitoring visits and provide structured feedback and recommendations to programme teams and relevant technical advisors, as well as partners.  
    • Assist in designing and implementing qualitative and quantitative assessments as appropriate;
    • Provide training and capacity building to team members and partners whenever needed;
    • Undertake data quality assurance in the areas of operation, identifying sources of errors and inconsistencies and providing feedback that would help in data improvement;
    • Assist in capturing relevant learning associated with the response activities.

    QUALIFICATIONS 

    • Bachelor’s degree in Economics, Statistics, and/or Development or relevant Social Studies.  
    • Fluency in written and spoken Ukrainian, Russian and, ideally, English. 

    EXPERIENCE AND SKILLS 

    Essential

    • At least 1 years of experience in Monitoring and Evaluation of programs or relevant experience. 
    • Prior experience working with partners.
    • Experience in Excel. 
    • Familiarity and comprehension with database designs and management.
    • Good level of computer proficiency and ability to use SPSS and MS-Office.
    • Demonstrated report writing skills. 
    • Strong communication skills.
    • Ability to meet deadlines.

    Desirable
