Monitoring, evaluation, accountability and training expert\ MEAL Coordinator in Save the Children

Save the Children International— a humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London.  SCI has been working in Ukraine since 2014. It started its work in the territory of Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine, and Dnipro is one of them.  We work in the areas of education, child protection, overcoming child poverty, health care, and also conduct advocacy activities related to the protection of children's rights.

KEY DUTIES:

MEAL system

• Responsible for implementing MEAL systems in certain programs in the east of the country;  

• Ensures that project MEAL staff and other project staff understand the various steps and tools of the MEAL system and that they consistently used in all projects / regions; 

• Provides support to MEAL teams in conducting quality monitoring according to international standards using participatory methodologies (including methodologies, child-oriented); 

• Provides technical support and participates as necessary in all other aspects of MEAL such as surveys, evaluations, initial reports, evaluations, reviews of joint projects/seminars/events from the acquired experience. 

Technical support MEAL and Capacity Building 

• Provides management/leadership and technical support to MEAL staff in SC and partner organizations in designated projects to ensure the functioning of the MEAL system. 

• Contributes to an organizational culture that promotes MEAL and understands its relationship to quality and accountable programs; 

between team members working in different locations;  

• Provides training and capacity building for SC project staff and partner organizations as required in the MEAL direction; 

integration of information exchange in all projects, etcrapid implementation of mechanisms for responding to complaints.  

MEAL support at the project level  

• Ensures that regular monitoring and accountability reports are received and effectively communicated to the MEAL Regional Manager and thematic managers within the response framework. 

. Provides technical assistance and capacity building of staff on how to use and maximize use of tools and methodologies. 
as well as activities planned for the future period in relevant areas;  

• At the request of the head of the MEAL sector, participate in the development of the program; 

• During the absence of the MEAL sector manager, replace them at meetings; 

• Is an integral part of the MEAL team at the project level and liaises closely with the Program Implementation Strategy team , ensuring the transfer of information at the project level on the ground and at the response level; 

• Manage the data quality assurance process at project sites. 

QUALIFICATIONS:

• Higher education in a relevant field such as statistics, mathematics, data analysis, computer science, psychology, political science, economics, international development or a related discipline.  

• Fluency in written and spoken Ukrainian, Russian and English (not lower than B2 level). Candidates will be interviewed in English.   

EXPERIENCE AND SKILLS:

• Preferred to have at least two years of managerial experience and/or MEAL experience as in both emergency and development contexts, preferably with extensive experience in one of Save the Children's priority sectors: education, protection, rights management, food security and livelihoods, health and nutrition, and emergencies.  

• Professional knowledge of MS Office, especially Excel

• Proven experience coordinating quantitative surveys and qualitative research, including sample size calculation, selection of sampling methodology, development of data collection tools and training of recorders

• Proven experience coordinating quantitative and qualitative data analysis and interpretation of results, as well as experience using statistical software

Experience using KoBo Toolbox, CommCare or other mobile data collection software

• Experience in coordinating the implementation of child-centered and inclusive accountability systems to children and communities, including feedback and reporting systems

• Willingness and ability to travel in the context of emergencies. 

• Well-developed interpersonal and communication skills, including the ability to influence, negotiate and mentor. 

• Experience in managing people; 

• Well-developed cultural awareness and ability to work well in an international environment with people of different backgrounds and cultural values. 

• Experience solving complex issues through analysis, defining a clear path and ensuring buy-in

• Ability to present complex information concisely and persuasively

• Ability and willingness to significantly change work practices and work schedules, as well as work with field teams in case of emergencies.

MEAL System

• Responsible for the roll-out of the MEAL systems in specified programs in the east area; 
• < span style="font-weight: 400; font-style: normal">Ensure that project MEAL staff and other project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas;
• Support MEAL teams to conduct quality monitoring against international standards through participatory methodologies (including child-friendly methodologies);
• Provide technical support and participate as required in all other aspects of MEAL, for example, surveys, assessments, baselines, evaluations, joint projects reviews / lessons learning workshops/events. 

Technical MEAL Support and Capacity Building

• Provide management/leadership and technical support to SC and partner organizations MEAL staff in specified projects to ensure that the MEAL system is operational;
• Contribute towards the creation of an organizational culture that promotes MEAL and understands its link to quality and accountable programming;
•  Assist the SC and partner organizations MEAL staff to form a solid MEAL team identity within the area office and create cohesion between team members working in different sites;
•  Provide trainings and capacity building for SC and partner organizations project staff as required on MEAL;
• With support from the Accountability Coordinator, ensure all areas are progressing against the Core Humanitarian Standard (CHS) on accountability including through mainstreaming information sharing in all projects and piloting complaints response mechanisms. 

Project level MEAL Support

• Ensure that regular monitoring and accountability reports are received and communicated effectively to MEAL Area Manager and thematic Managers in the response.
• As required by the Head of MEAL and field level MEAL teams support on the design and roll-out of standardized monitoring tools and methodologies. Provide technical assistance and capacity building for staff in how to use and maximize use of tools and methodologies.
• Ensure that periodic project level reports include accurate key data summaries and brief narrative descriptors of previous period’s achievements/challenges and future period’s planned activities in relevant areas; 
•  As requested by the MEAL Area Manager provide input on programme design;
• During the MEAL manager's absence, replaces them at meetings;
• Be an integral part of the project-level MEAL team and create strong relationships with the Programme Implementation Strategy team, ensuring that project level information is communicated at field and response level;
•  Lead the process of undertaking data quality assurance in project sites

QUALIFICATIONS 

•  University degree in a relevant field such as statistics, math, data analysis, computer science, psychology, political science, economics, international development, or a related discipline. 
•  Fluency in written and spoken Ukrainian, Russian, and English (at least B2). The interview with candidates will be conducted in English.
