Role Objective:
Expert The MEAL Officer provides strategic oversight and technical leadership of the MEAL project in the regional office. He will work on the line management and capacity building of the MEAL team (Officer, Assistants), provide strategic vision and advise and support a selected portfolio of projects in the region to ensure a quality data management process adapted to new technologies and facilitate training and data accumulation to improve programs.
Primary responsibilities:
- Review and develop existing emergency response measures and ensure the use of MEAL system quality criteria, SCI procedures and accountability procedures;
- Ensure that MEAL, Regional Operations and Project staff understand the various steps and tools of the MEAL system and that they are used consistently across projects/areas;
- Support MEAL field teams to conduct quality monitoring according to international standards using participatory methodologies (including child-friendly methodologies);
- Provide technical support and participate, as necessary, in all other aspects of activities at the local level, such as surveys, assessments, baselines, evaluations, joint reviews projects/seminars/experience learning events.
- Provide management/managerial and technical support to SCI and MEAL partner organizations in designated regional offices to ensure the operation of the MEAL system in all related projects; < /li>
- Contribute at the local level to the creation of an organizational culture that supports the implementation of MEAL and understands its relationship to quality and accountable programming for specific thematic areas or projects;
< li style="font-weight: 400; font-style: normal">Training and capacity building for field staff in line with MEAL requirements;- Ensuring that regular monitoring and accountability reports (e.g. CRM database) are received and effectively communicated to the MEAL Regional Manager and thematic program teams in the field.
< li style="font-weight: 400; font-style: normal">At the request of the MEAL regional manager and MEAL thematic groups in the field, provide support in the development and implementation of standardized monitoring tools and methodologies.- Ensuring that periodic reports at the local level contain accurate summaries of key data and a brief description of achievements/problems in the previous period and planned activities in relevant areas for the future period;
- Lead the process of ensuring data quality at project sites and applying quality criteria within all projects.
- Verify and maintain compliance of MEAL activities, activities and agreements of all partners with MEAL logical frameworks, plans and technical framework together with MEAL officers and assistants.
- Support the MEAL team in the development of project-based learning activities and regular activities in the regional office to improve programs based on best practices and learning, in line with their curricula and national agenda/plan.

- Fluency in Ukrainian and English.

- A minimum of 2 years of MEAL management and/or emergency management experience is recommended and development.
- Professional knowledge of MS Office
- Proven experience in designing and conducting quantitative household and qualitative surveys, including sample size calculation, selection of sampling methodology, development of data collection tools, and training of enumerators
- Proven experience in quantitative and qualitative data analysis and interpretation of results, as well as experience in using statistical software
- Experience using KoBo Toolbox, ODK, CommCare or other mobile data collection software
- Experience in implementing and operating child-friendly and inclusive systems of accountability to children and communities, including feedback and reporting systems
- Readiness and ability to travel in emergency situations.
