 DRC exists in Ukraine since 2014. At the moment, more than 700 employees work in DRB in total on the territory of Ukraine. In 2024, the DRB will continue to significantly expand to implement emergency response in the social and legal protection, livelihoods, housing reconstruction and humanitarian disarmament and peacebuilding (humanitarian demining) sectors, providing direct support to responsible individuals and non-governmental organizations (NGOs), and as well as their partners. DRB will continue to develop long-term solutions, adapting them to the changing situation.

DRB is currently looking for a highly qualified Data Monitoring and Evaluation Group Leaderwho (which) will join our team in Kharkiv.

General job objectives:

The head of the data monitoring and evaluation team will work together with the data monitoring and evaluation manager for the performance of tasks by the team of monitoring and data evaluation in the eastern part of Ukraine. The team leader will work with data monitoring and evaluation specialists and assistants to implement monitoring and evaluation activities in accordance with minimum standards and project plans. The team leader should regularly visit the Danish Refugee Council (DRC) locations within their area of ​​responsibility to ensure that monitoring and evaluation staff are trained and adequately supported in their ongoing work, and that the team's performance meets donor standards and requirements.

This role has a geographic focus on activities in the Eastern region of the country, and aims to ensure compliance with DRB procedures in the Kharkiv and Slovyan offices. The Data Monitoring and Evaluation Team Leader is expected to travel extensively (approximately 50% of the time) between these two areas and possibly others as the operational coverage of the DRB expands.  

Your main responsibilities will be:

Quality management:

  • Responsible for development and implementation of data monitoring and evaluation team plans to achieve highly effective and cost-effective program strategies and activities.    
     Participate in project kick-off meetings, review meetings and closing meetings to highlight cross-project components aimed at replicating best practices and enhancing synergies between projects or programs
  • Collaborate with regional staff of the monitoring and evaluation team data for regular updating of measures and indicators in accordance with internal procedures and donor reporting requirements.   
  • Collaborate with the Data Monitoring and Evaluation Manager to implement the results of the data monitoring and evaluation team, such as baseline and terminal evaluations, needs assessments, etc., in line with donor requirements and DRB program priorities.  

Program monitoring and data evaluation:

  • Provide support to the manager ofdata monitoring and evaluation and leading experts in the development of systems, tools and templates that improve the monitoring of program results and quality, generate quality evidence about program results, and facilitate and ensure the use of data for decision-making processes.
  • Collaborate with the data monitoring and evaluation manager to ensure that DRB team members support all efforts aimed at ensuring accountability, particularly to beneficiaries and according to international standards, actively involving beneficiary communities as equal partners in the development, monitoring and evaluation of DRB projects.  

Team Management:

  • Actively support and advise on recruitment and initial training of team members on data monitoring and evaluation, relevant program and project staff.
  • Coordinate the daily activities of the data monitoring and evaluation team members in the relevant location (East).
  • In cooperation with the data monitoring and evaluation manager, develop capacity development plans and implement them through training, ongoing support and supervision.

Additional responsibilities:

  • Managing a team that, as as a rule, works in the same field of activity
  • Ensuring timely implementation of agreed work plans and tasks set by a higher-level manager.   
  • Participation in hiring or firing team members, as well as evaluating their performance (under the supervision of the next level manager). 

About you:

To be successful in this role, we expect you to have as a minimum< strong>2 years of direct experience in monitoring and evaluation, as well as information management. 

 In addition, we also expect you to:

  • Degree bachelor< span style="font-style: normal; font-weight: 400"> inindustryeconomics,statistics,methods research< span style="font-style: normal; font-weight: 400">or insimilarfields.
  • Previous experience in personnel management.
  • Proven skills to create and use qualityno and quantitative methods of monitoring and evaluation and analysis in organizational planning. 
  • Proficiency in English at the level of not lower than Upper Intermediate

Salaries and conditions will be in accordance with the Conditions of Employment of the staff of the Danish Refugee Council in Ukraine.
