Polish Humanitarian Action (PAH) is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to undertake MEAL duties within the projects implemented by PAH within the projects implemented by PAH in Ukraine with a duty station in Kyiv, Kyivska oblast.

By possessing long-standing expertise in the implementation of projects in WASH, FSL, Protection, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable development of regions suffering from consequences of armed conflicts, natural disasters, climate change and other humanitarian crises.
PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly, children and other vulnerable population groups. PAH is currently working in the sectors of FSL, protection, WASH and Shelter. Key Duties and Responsibilities:
- Lead the monitoring, evaluation duties and assist in accountability and learning processes in the country office.
- Ensure technical, programmatic or strategic consultancy in MEAL assignments to the program personnel in the country office, including inputs to needs assessments, project proposals, country strategies, budgets etc.
- Set up an adequate monitoring and evaluation system applicable for the whole programme(s) and draft MEAL plans for each project according to general PAH M&E strategy and projects requirements.
- Assist in design and review of data collection/tracking tools/formats/databases to ensure data quality, reliability and consistency throughout project implementation.
- Ensure implementation of high quality MEAL processes and ensure delivery of adequate MEAL products in the country office (including baseline and endline surveys, Post Distribution and Post Intervention Monitoring, mid-term and post-project evaluation etc.) and provide support to external evaluators as required.
- Manage and supervise MEAL team in the country office to ensure they deliver on all internal and external MEAL requirements in a timely manner and with high quality information.
- Support internal learning, capacity building and facilitate quality improvement through conducting or assisting in training, learning events and contributing to MEAL and Program team members capacity development
- Promote and improve the Lessons-learnt system and promote internal learning. Share findings from MEAL and help in adapting them and tracking recommendations from PIM/ PDM/ monitoring /evaluation /Project Review or other type of assessments.
- Verify, consult, participate and assist in establishing appropriate MEAL structures and division of roles on the missions.
