The MEAL Assistant is responsible for the implementation of data collection exercises, with the support of MEAL Officers, and contribute to improving Acted's programming by presenting informative reports. With the rest of the MEAL team working in the same area, s/he must ensure all the MEAL activities are in line with the ACTED's global MEAL procedures.

Objectives :

  1. Organize data collection exercises and conduct surveys, focus-group discussions, and key informant interviews with Acted's beneficiaries and key stakeholders.  
  2. Participate in the implementation of solid MEAL systems and mechanisms that are in line with global MEAL procedures and deliver effective research/outputs in a way to inform timely decision making and the adoption of sound corrective measures.

Duties and Responsibilities:

1. MEAL Systems:

1.1. Technical and Systems Development:

a) Update the MEAL work plan in the areas s/he is working on;

b) Contribute to an effective roll-out of M&E collection, including development of questionnaires, trackers, arrangement of the logistics of data collection activities and regular check-in with the program teams and area MEAL management;

c) Implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines;

d) Provide trainings to program teams and MEAL enumerators on the objectives of MEAL activities. 

1.2. MEAL Implementation and Management:

a) Implement appropriate analysis instruments and methodologies (e.g., survey questionnaires, focus group discussions, key-informant interviews) and collect data in-person or on the phone via Kobotoolbox;

b) Provide support to MEAL enumerators if needed;

c) Liaise with Acted information management team to ensure all the data collected by the program and MEAL teams is maintained electronically and/or on paper; 

d) Analyze MEAL data and produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner;

e) Organize meetings with the program teams to discuss findings and areas of improvement.

2. Learning:

a) Contributeto proactive dissemination and use of knowledge gained through MEAL activities among Project Managers, Technical Coordinators and Project Development Manager/Officers;

b) Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required; 

c) Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;

d) Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.

3. Other:

a) Provide regular and timely updates on progress and challenges to MEALM and other team members;

b) Perform any other related activities as assigned by immediate supervisor. 

Key Performance Indicators:

  • % of assessments and evaluations successfully conducted over the past 6 months
  • % of reports written which are informative and shared in a timely manner with program teams over the past 6 months
  • Number of monitoring missions conducted over the past 6 months
  • % of monitoring cycles closed with a way forward discussion conducted with the project and coordination teams within the timeline given in ACTED’s MEAL guidelines and over the past 6 months
  • % of lessons learnt and best practices recorded and shared with program teams

Key Qualifications:

  • 0-1 year experience working in monitoring and evaluation or a related field;
  • Experience working with Microsoft Excel, and other Office tools;
  • Prior experience with humanitarian or development agencies is preferred;
  • English language skills are preferred.
