 Monitoring and Evaluation Specialist (full-time, Kyiv)

 The program “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing” (SUR), initiated by the German Federal Ministry for Economic Cooperation and Development (BMZ), is dedicated to rebuilding essential urban infrastructure in Ukraine's war-affected regions. The program's primary objectives include the reconstruction of basic infrastructure, enhancing digital and planning competencies in local administrations for efficient damage assessment and infrastructure planning, and implementing disaster risk management strategies to bolster resilience against current and future crises. Measures of the program focus on restoring critical services such as drinking water, electricity, heating, and housing in cities severely impacted by the conflict. In alignment with the EU's 2030 urban, climate, and energy policies, the SUR program contributes to Sustainable Development Goals (SDGs) that focus on ensuring access to affordable, reliable, sustainable, and modern energy for all (SDG 7), building resilient infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation (SDG 9), and making cities and human settlements inclusive, safe, resilient, and sustainable (SDG 11). It works in synergy with other GIZ initiatives like ISU II, U-LEAD, and FEER to enhance urban resilience and essential services across Ukrainian municipalities.

 The project is implemented through two components: one focusing on advising municipalities and partner institutions (Component 1), and the other leading construction activities (Component 2). The Heads of Components work together with the Program Director and project management team in Germany. In addition to collecting and processing data for the project components, the M&E section of the project is increasingly responsible for collecting and analyzing data for dissemination to higher-level structures (cluster and country office).The M&E specialist will support the existing monitoring team in carrying out routine activities to measure the impact of project activities and will also be responsible for statistical tasks and analyzing geographical and demographic data. Data analysis and aggregation for reporting at country and cluster level will be an important part of the role. Together with an M&E expert (IT expert), the M&E specialist will support the development, maintenance and necessary adjustments of the SUR results-based monitoring system and ensure an organized data exchange with other GIZ units.

 Key responsibilities:

  • Support daily routines in the maintenance of the monitoring and evaluation system of the projects according to GIZ standards. 
  • Support the monitoring of projects’ result and output indicators. 
  • Adaptation and continuous improvement of baseline data, collection and statistical analysis of data from surveys and data triangulation.
  • Support the creation and maintenance of the Ukraine geo-databases on the basis of the official administrative specifications. 
  • Further development of statistical estimation models with uncertain data
  • Support in setting up, maintaining, and applying the impact-oriented monitoring system regarding measuring the achievement of the project objectives. 
  • Supporting the national M&E specialist and colleagues in all matters relating to data management. 
  • Support the regular data collection for regular reporting for the Federal Ministry for Economic Cooperation and Development (BMZ).  
  • Support of the Cluster M&E department in the aggregation of project data for overall evaluation at higher levels.

 Required qualifications, professional experience and personal competences:

  • Graduate of Social Studies, Economics or in a related field or equivalent training or experience. 
  • At least 3 years professional experience in a comparable position. 
  • Proven experience in development and management of monitoring and reporting in an organization in a similar international context. 
  • Expertise on qualitative and quantitative data collection methods and their implementation, expertise in data aggregation, data management and data analysis, expertise in statistics. 
  • Proven experience in processing and presentation tools. 
  • Proven experience in operational data protection management. 
  • Proven experience in reporting for donor and co-financing organizations. 
  • Proven experience in the presentation of monitoring data and project results; Asset: Basic knowledge of and interest for the Ukrainian government’s reform agenda, in the field of good governance, EU Association, urban planning and development, public finances. 
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office, especially MS Excel to calculate indicators). 
  • High competencies of communication and interaction. 
  • Willingness to take responsibility.

Employment conditions:

 Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
