In March 2022, ZOA launched a program of urgent assistance to internally displaced persons in Ukraine, in the Transcarpathian region , providing financial assistance. Since then, ZOA has expanded its activities to the Chernihiv and Kherson Mykolaiv regions, focusing on housing repair and winter preparation through housing funds, multi-purpose cash assistance, and livelihood measures.

I         Purpose of the post

Operator into Monitoring and Evaluation is responsible for monitoring and evaluating ZOA activities at the program level. The main purpose of the position is to support ZOA Ukraine in conducting MEAL activities, ensuring accurate data reporting, analyzing and interpreting this data in MEAL reports, and writing numerical and descriptive reports for management. 

II          Main activity

Tasks, duties:

Working closely with the Program Quality Manager and the project team, the Operator into Monitoring and Evaluation will develop, analyze and implement the project's monitoring and evaluation system.

Program quality

  1. Collect data and information; 
    1. Conduct surveys and focus group discussions among (potential) ZOA beneficiaries
    2. Supervise and support researchers (ZOA staff or registrars) during data collection processes (assessment and monitoring of post-housing cash assistance recipients)
    3. Analyze collected data and report to the Program Quality Manager and Program Team 
  2. Monitoring and evaluating the overall progress of the program towards achieving planned goals and objectives;
  3. Development and updating of the monitoring and evaluation plan and calendar;
  4. Support of partner organizations in the implementation of measures , related to MEAL; 
  5. Ensure compliance and implementation of the ZOA Integrity Concept (Code of Conduct, Complaints, Complaints Handling) and Child Protection Policy in all activities;
  6. Pwrite qualitative and quantitative reports, lessons learned and examples of project activities.
  7. Other MEAL duties as assigned by the immediate supervisor. 

 

III       Competencies

Knowledge / Experience

 < /p>

  • Bachelor's degree in IT, Data Science or Analytics, or a related field, or proven work experience
  • Minimum work experience of 1-2 years
  • Good technical skills in the field of monitoring and evaluation , as well as experience collecting and analyzing qualitative and quantitative data
  • Strong data analysis skills
  • Good writing skills of reports
  • Excellent computer skills including Microsoft Excel, Access, Word, Outlook and Power Point. Analytical and presentation software (Power BI, SPSS) would be an advantage
  • Experience with ODK or KOBO data collection tools
  • Fluency in Ukrainian and English (written and spoken)
