1.Background
In 2024, mandatory evacuations in Ukraine increased due to intensified shelling and air attacks in frontline areas, putting civilians at immediate risk. According to UN OCHA Protection Cluster partners, over 500,000 people still need transportation and access to basic services, while funding for local organizations supporting evacuations is decreasing. Team4UA addresses these gaps through a holistic response, supporting safe evacuation and relocation of civilians to safer regions. Through the EASE and ACCESS projects, coordinated under the TERA Consortium, civilians from high-risk areas are transported to secure locations and provided with essential services and inclusive temporary accommodation.
2.Position Overview
A successful Monitoring and EvaluationAssociate will have strong organizational skills, ensuring high-quality data cleaning,data collection, analysis, and reporting. He/she should be detail-oriented andcapable of following established M&E policies and procedures whilecontributing to continuous improvements in monitoring. The Monitoring andEvaluation Associate must be proactive, adaptable, and capable of working in afast-paced, multi-regional context. The Monitoring and Evaluation Associatewill provide support of the «Emergency Assistance and Support to Evacuations"(EASE) project monitoring and evaluation team. Under the Monitoring andEvaluation Manager supervision, the Monitoring and Evaluation Associate will beresponsible for supporting the effective implementation of monitoring,evaluation, accountability, and learning systems. The Associate will ensurethat program data is accurately collected, cleaned, and reported to supportlearning, accountability, and evidence-based decision-making.

6. Supervision and Reporting
The Monitoring and Evaluation Associate will report to the Monitoring and Evaluation Manager and work in coordination with the Team4UA Monitoring and Evaluation team.
7. Duration and Duty Station

According to UN OCHA Protection Cluster partners, more than 500,000 people will continue to need transportation and access to basic facilities services, while funding for local organizations supporting evacuation operations is being cut.
Team4UA responds to these challenges comprehensively, providing support for safe evacuation and relocation of the civilian population to safer regions. Within the scope of the EASE and ACCESS projects, which are coordinated within the framework of the Consortium TERA, civilians from high-risk areas are transported to safe locations and receive necessary services and inclusive temporary accommodation.
2. Position Overview
The successfulMonitoring and Evaluation Assistantmust possess strong organizational skills and ensure quality data cleaning, data collection, analysis and reporting. The position requires attention to detail, the ability to adhere to established monitoring and evaluation (M&E) policies and procedures, and contribute to ongoing The Monitoring and Evaluation Assistant must be proactive, flexible and able to work in a dynamic, multi-regional environment. The position will provide support to the Emergency Assistance and Evaluation (EASE) project. and Learning (MEAL).The position will also ensure accurate collection, cleaning and reporting of programmatic data to support learning, accountability and evidence-based decision-making.
3. Main duties
Data Verification and Reconciliation: Reconcile data from scanned documents with Excel databases to ensure accuracy of beneficiary information.
Documentation of Adjustments: Maintain detailed logs and tracking files of all corrections and updates made of data.
Communication with partners: prepare official correspondence with partner organizations regarding necessary data adjustments and provide follow-up support to ensure the implementation of changes. Be the contact person for partners to resolve inquiries and clarify information on beneficiary reporting.
Deduplication and data integrity: check beneficiary records for uniqueness, identify and remove duplicates to keep the database clean.
Work with CRM: load verified data into the CRM system and make necessary manual adjustments or updates directly in the platform.
Data analysis and reporting: support the preparation/verification of periodic reports; provide timely feedback to the M&E team and program teams based on the results of the analysis.
Field monitoring and evaluation: conduct field trips on-site to assess project implementation and data accuracy (as needed / optional).
Capacity development and training: participate in knowledge sharing initiatives within the organization.
Coordination and compliance with standards: interact with program teams, partners and other stakeholders in M&E activities to ensure adherence to ethical standards in data collection and reporting; support audits, external evaluations and other quality assurance initiatives.

Detailed logs and tracking files of all performed corrections and data updates.
Prepared drafts of official correspondence to partner organizations regarding the necessary data corrections.
Support in the preparation/verification of periodic reports.
Reports on the results of visits on the location with conclusions and recommendations (if necessary / optional).
5. Qualifications and experience
Education
Experience
Understanding of both qualitative and quantitative monitoring and evaluation (M&E) methods.
Ability to use lessons learned to continuously improve program implementation.
Technical skills
Proficiency in MS Office (Word and PowerPoint) required.
Experience with M&E programs/tools (eg Power BI, SPSS, KoboToolbox, etc.) will be a plus an advantage.
Languages
Fluency in Ukrainian and a working level of English is desirable.
Competencies
Analytical, communication and problem-solving skills.
Ability to work independently and in a team, meet deadlines and effectively manage multiple priorities simultaneously.
6. Subordination and reporting
The monitoring and evaluation assistant reports to the Monitoring and Evaluation Manager and works in coordination with the Team4UA monitoring and evaluation team.
7. Duration and place of work
Duration: 6 months (with the possibility of extension)
