REQUIREMENTS FOR CANDIDATES: Education: higher education in the field of international relations, humanitarian activities, economics, food security, agriculture , logistics or related fieldsExperience: Experience in the humanitarian or development sector with responsibility for progressive management/technical decision-making, including experience implementing CVA / MPCA activities. Experience of working in emergency situations, post-conflict reconstruction or development and experience of direct implementation of programs, including CVA and MPCALanguage knowledge: English - upper-intermediate and above, fluent in Ukrainian Knowledge of IT programs: experienced user of MS Office, knowledge and experience of the Red Rose platform is a strong asset Qualifications: Demonstrated skills in effectively launching and building programs and/or operations in a high pressure fluid environment. Effective people and program management skills: the ability to train, accompany and support staff/colleagues productively under stressful circumstances. WORKING CONDITIONS Place of work: office in Kyiv (district of Golden Gate/University), possible business trips to Dnipropetrovsk, Kharkiv, Mykolaiv regions. Contract: fixed-term employment contract (according to Ukrainian legislation) for 6 months with the possibility of extension. SI will ever ask for any remuneration to take part in a recruitment process.Within the Ukrainian mission and under the supervision of the DCD Program, the Mission Cash Manager supports the DCD Program and the Emergency Coordinator to ensure that the Cash Based Intervention (CBI) strategy of the mission is implemented by the mission staffs.Strategic orientationParticipate in developing a sector-based CBI strategy in accordance with SI’s policies and priorities for the intervention countrySupport the Deputy Country Director in the monitoring and analysis of CBI sector and the analysis of related donors and Cluster strategies.Participate in programming work.Participate in developing resources, and tools to build capacity and mainstream market-based programming, including cash and voucher assistance.Training and technical supportDevelop program teams’ capacities in the department’s field of expertise with techniques and new methodologies, for strategy planning and how to best apply standards, best practices, and tools.Develop training modules along with Technical Coordinator.Provide program teams with a technical and methodological support for CBI activities.Support program teams in creating or adapting tools for: indicators monitoring, impact monitoring (M&E plan and survey tools) or risk analysis.Provide technical support to project managers in Red Rose use, and serve as the technical liaison with the Red Rose technical support team.Ensure support, training, monitoring, capitalization, and improvement of the Red Rose platform in line with SI's programmatic strategic objectives.Monitoring and Evaluation of SI programsContribute to the elaboration, review and harmonization of CBI tools and indicatorsCheck relevance of reports, analysis, and recommendations produced related to CBI interventions.Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / technical coordinators.With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)Provide a technical and methodological supportto PMs for the planning and implementation ofactivitiesEnsure that SI tools are used correctly in the management of the project cycle.Institutional Knowledge Building (IKB)Build on institutional knowledge on CBI activities and missions’ results (lessons learnt and recommendations) and make sure these are known by PMs.Support recommendation tracking process and work on action plans.Participate in the centralization and dissemination of procedures, guides and tools linked to CBI activities.HR management/Capacity DevelopmentMake sure that new staffs are briefed on CBI interventions and strategy.Implement technical training in line with operational needs identified by training requirements.Reporting / communication / representationSupport technically the country director with fundraising and the negotiation and examination of project proposals relating to his/her activityParticipate in writing project proposals and reports’ on CBI.Ensure that SI is represented at all meetings or forums related to CBI activities.Represent SI when asked and/or delegated to do so.PROFILE FORSAKENStudies: degree in international affairs, humanitarian work, economics, food security, agriculture, logistics or related fieldExperience: experience in the humanitarian or development sector with progressive management/ and technical decision-making responsibility, including experience implementing CVA / MPCA activities.
