Currently DRB is looking for a highly qualified Mine Action Project Specialistto join the team in the city of Sumi.

Mine Action Project Specialistsupports the humanitarian program demining carried out by the Humanitarian Disarmament and Peacebuilding Team (HDM) in the city of Sumy, ensuring compliance with DRB procedures and DRB internal guidelines for managing the project cycle in this region. This position includes providing support in a number of program support tasks, including writing and translating official letters, collecting materials and case studies from managers and the head of humanitarian demining in the HRM sector for reporting to donors, providing support in the preparation of draft communication materials, as well as providing support to HRM sector staff in performing administrative tasks (filling out internal forms, organizing events, such as such as internal trainings, etc.).

The Mine Action Project Specialist will work under the supervision and direct supervision of the Humanitarian Demining Management and Technical Manager, under the technical direction of the Regional Program Manager, and will interact frequently with Mine Action Program Specialists in the main office of the DRB representative office. This role may require certain trips to places (for example, to the nearby communities of Chernihiv and Sumy regions, the city of Kyiv). will be:

Support of project cycle management (PCM) of timing

  • Support of integrated needs assessments and development of new integrated projects: to provide support to the manager of management and technical issues in maintaining awareness of the needs and opportunities in the field of timing in the communities where the DRB works or plans to work. Interact with the Regional Program Manager (RPM) to ensure the inclusion of HRM components in multisectoral geographic needs assessments to prepare new proposals and improve the quality of project development and implementation. Support the development of new projects through the exchange of information.
  • Support the initiation of projects at the local level: provide assistance to the MUTP/head of the humanitarian demining department of the HRM sector in updating the implementation plans (PIP) and budget todocumentation (BFU) to display clear and realistic plans for project implementation and forecasting. Interact with MUTP and RMPD to report any difficulties with SOPs/templates for implementation of activities or lack thereof. Provide support to MUTP and RMPD in organizing and conducting project launch meetings at the local level to ensure consistency of action among all stakeholders. Ensure the distribution of meeting minutes and monitoring the implementation of action plans.
  • Supporting the implementation of projects at the local level: assist colleagues (MUTP and/or the head of the humanitarian demining department) in regular updating of PIP and BFU. Collect information from the MUTP GPA and the head of the humanitarian demining department regarding costs and budgetary needs and enter it into internal templates or forward to relevant colleagues in the main office. Assist them in accurately forecasting implementation plans and resource needs for projects. Provide support to the MUTP/Chief of Humanitarian Demining of the HRM in the preparation and compilation of high-quality reports for donors, partners and the government in accordance with reporting requirements. Coordinate actions with RMPD if additional support is needed.
  • Support for the completion of projects at the local level: provide support to the MUTP/head of the humanitarian demining department of the HRM in preparation for the closure of the project in accordance with the Project Cycle Management Manual (PCM) and internal SOP requirements.

GRM program support in Sumy

  • Provide operational support to the regional manager for management and technical issues of GRM and the head of the humanitarian demining department, ensuring support for all GRM activities in accordance with DRB guidelines and SOP.
  • Provide support to the technical staff on the issues of the Mine Action Plan in Sumy in the preparation of the documentation necessary to obtain permits for conducting mine countermeasures activities, and interact with the HRM specialist/expert in the main office for the timely renewal of permits.
  • Under the supervision of the HMP MUTP draft letters in Ukrainian, Russian or English on behalf of the HRM program in Sumy and keep a record of all official communications.
  • Attend internal and external meetings of the MRM as necessary.
  • At the request of the MUTP GPD, provide assistance in note-taking and distribution of meeting notes.
  • Provide administrative and logistical support to the MUTP and MRM teams before and during monitoring visits of mine action coordination and monitoring bodies activities.
  • Provide support to MUTP GPA and technical advisors in translating industry materials and interpreting during in-country meetings as needed.
  • Support integration efforts with other sectors.

Logistics and administrative support timing team in Sumy

  • Provide support to the timing program team in the field of logistics and procurement(for example, checklists of activities, administrative tasks for organizing technical trainings, forming purchase requests according to specifications from managers and group leaders, maintaining a procurement tracker). Use internal DRB forms and templates, as well as the internal DRB platform (Dynamics).
  • Assist in performing administrative tasks of the HRD in accordance with DRB internal rules and procedures.
  • Provide support in performing logistical tasks related to visits of internal and external stakeholders to the base and/or demining sites.
  • Interaction with vehicle management for effective coordination of the use of timing vehicles and drivers.
  • Providing support with trip documentation for all staff (trip requests, trip reports).
  • Performance of other tasks at the request of the GPA management and technical manager.

About you:

To be successful in this role, we expect you to have a proactive approach to Humanitarian Demining (HMA) processes and the ability to effectively support teams in compliance with the Danish Refugee Council's core competencies. It is also expected to have at least 2 years of practical work experience in the administrative field and in interaction with local self-government bodies for the purpose of proper monitoring, formation and documentation of HMA, as well as the reporting system of the HDP DRC sector. In addition, we expect the following:

Requirements:

  • Higher education in project management, business administration or other relevant professional qualification;
  • Excellent work skills with MS Office programs, including Word, Excel and PowerPoint;
  • Developed written business communication skills in English and Ukrainian;
  • Effective time management skills and a high level of organizational skills.

Desired qualities:

  • Knowledge of the field of humanitarian demining (Mine Action) in Ukraine;
  • Experience of working with project management processes, including planning, coordination and preparation of reports;
  • Experience of working in humanitarian non-governmental organizations;
  • Knowledge of Ukrainian national legislation and accounting principles.
