TASKS and DUTIES:

  1. Support the quality of MHPSS activities delivered to beneficiaries
  2. In close collaboration with the MHPSS coordinator: design, adapt, revise capacity building tools according to Ukraine MHPSS programming and PUI’s MHPSS Intervention Framework
  3. Supports the team in developing appropriate training, handout and IEC (Information, Education and Communication tools) materials
  4. Ensure quality capacity building is provided to the identified partners, meeting minimum requirements for knowledge retention, proper use of new learnings and provision of refresher trainings and technical supervision to the trainees
  5. Identify new training topics according to the needs and identify necessity of revision and adaptation of the utilized tools, including technical MHPSS skills and self-care topics
  6. Ensures adequate clinical practice and clinical strategies are implemented, tailored to the context and specific needs of the target population
  7. Ensure adequate psychological assessment, orientation and referrals are provided, and aligned with PUI SOPs
  8. Identify challenges and actively propose measures for the provision of effective interventions to the beneficiaries: foster the provision of adapted awareness, psychoeducation, individual and group sessions, especially in collective accommodations
  9. Ensure effective integration of vulnerable individuals, including elderly, children, people with disabilities and foster adaptation of the MHPSS interventions
  10. Closely collaborate and coordinate with health and protection teams for ensuring functional and integrated services

 Ensure capacity building and supervision to PUI team

  1. Under the supervision of the MHPSS tech co, support or conduct regular training needs assessment and support the design and implementation of a training plan based on findings and project objectives. Regularly update and adjust the training plan according to changing needs
  2. With the support of the MHPSS coordinator, prepare and provide regular capacity building sessions to the MHPSS teams according to the programming, in line with the clinical activities implemented in the field and in congruence with the needs assessment analysis
  3. With the support of the MHPSS Coordinator, design and adapt appropriate training materials, including handouts
  4. Provide training to health and protection teams on core MHPSS topics and in line with PUI’s integrated approach
  5. Attend to relevant MHPSS and protection training (online, by partners/cluster, by PUI)
  6. Communicate and support training opportunities for MHPSS teams
  7. Conduct regular technical and clinical supervision sessions, adjust the modality (individual and group) according to the specific needs of the MHPSS team. 
  8. Conduct case discussions, integrate role plays and conduct on the job supervision whenever possible (direct observation of MHPSS sessions)

 Team Management

  1. The MHPSS supervisor is the direct line manager of the stand-alone psychologist officers:
    1. Conduct of performance appraisal, at least once per year – as per HR’s Guideline for Appraisal
    2. Manages and plans for their leaves and absences
    3. Responsible for the organization and planning of their daily work, in close coordination and collaboration with the IERT manager, PMs and Field co/deputy Field Co/HoP and logistic department, and in alignment with the MHPSS programming
    4. Identifies dysfunctions, involves the HR department and proceed with disciplinary action procedures as necessary
  2. The MHPSS supervisor has a functional and technical link with the IERT psychologists:
    1. Inputs in the performance appraisal, at least once per year, in coordination with the IERT manager
    2. Coordinates with the IERT manager to be informed on the leaves and absences
    3. Supports the IERT manager on the organization and planning of their daily work, in close collaboration with the PMs and Field co/deputy Field Co/HoP and logistic department, and in alignment with the MHPSS programming
    4. Identifies dysfunctions and reports to the IERT manager as necessary
  • In collaboration with the HR department, proceed with the technical component of the recruitment of all MHPSS staff, through technical test and technical interviews.
  • Actively participates to the good cohesion of the team
  • Ensure his/her team is aware and following PUI internal Rules of Procedures 
  • Plan, organize and follow up the weekly/ monthly action plan of the MHPSS staff
  • The MHPSS Supervisor support on the technical considerations for adequate external staff-care response and implementation. 

 Monitoring and Reporting

  1. Conducts regular operational MHPSS team meeting for the monitoring of implementation
  2. In close coordination with the IERT manager and MEAL team, support proper weekly data entry of MHPSS activities in the database. 
  3. In close coordination with the stand-alone psychologists and the MEAL team, ensure proper weekly data entry of MHPSS activities in the database.
  4. For the stand-alone psychologist activities, consolidate weekly data in monthly activity report, including qualitative analysis of the information
  5. With the support of the MHPSS coordinator, regularly follow-up on the progress, challenges and achievements towards project targets andindicators in MHPSS activities. Inform the relevant PM in case of any serious challenge in implementation.
  6. Monitors availability and up-to-date mapping of MHPSS services in the area of intervention
  7. Monitors effective implementation of referral procedures and follow-up on referral whenever possible
  8. Support the team in the implementation of PUI’s MHPSS Guidelines and SOPs, ensure all components of the program are consistent and in link with international MHPSS standards.
  • Monitor the quality and proper use of MHPSS program tools, including patient forms, clinical evaluation and questionnaires
  • Under the lead of the PM and IERT manager, support routine project needs assessments and program reviews to ensure successful implementation
  • Coordinate closely with the Project Manager and the Protection supervisor and Medical Doctor through regular discussions/ communication to help enhance program implementation.
  • Conduct regular field and monitoring visits to follow up on activities and monitor the performance 

 Internal and external representation

  1. Participate in the regional MHPSS TWG meetings and communicate to the MHPSS Coordinator and other relevant colleagues on key information
  2. Upon request of the MHPSS Coordinator, participate to the national MHPSS TWG meetings
  3. Foster relation and network with parties involved in the implementation of MHPSS activities at local level, including TWG, international and local NGOs, communities
  4. Work with partner agencies in the provision and referral of services
  5. Identify and communicates on partnership opportunities

 Safe and dignified programming

  1. Ensure confidentiality and privacy
  2. Ensure MHPSS activities do no harm
  • Ensure high level of confidentiality and ethics throughout all actions
  • Comply to PUI PSEA policy and code of conduct at all times

SPECIFIC OBJECTIVE AND LINKED ACTIVITIES 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

 QUALIFICATIONS:

•     Language skills: Fluent in Ukrainian and English.

•     Education degree: Masters degree in psychology or related field.

•     Work experience: Registered Psychologist with at least 2 years of clinical practice in primary mental health care. Experience in supervisory role. Management experience is a plus.

•     Knowledge & skills: Knowledge of public health and mental health issues; experience in mental health and psychosocial support during emergency response; knowledge of Ukrainian policy and national guidelines on mental health; good critical thinking, organizational skills, excellent communication skills.

•     Computer skills: Confident user of Microsoft Office (with focus on Excel and Word).
