MISSION:
The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.
MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.
MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

The MH Manager is based in Dnipro (with field visits to other MdM’s Germany locations).

JOB SUMMARY
The Mental Health Manager in collaboration with the Project Managers and the support of the technical units is responsible for the management and strengthening of the mental health and psychosocial support activities of MdM Germany in Ukraine
RESPONSIBILITIES DESCRIPTION:
Capacity building
MHPSS Team management
• Provides clinical supervision and technical support to outreach psychologists and the Mental Health Officers on their daily activities.
• Supports the development of quality referral pathways for MHPSS needs identified through MdM activities.
• Follows up the quality of MHPSS activities through field visits and monitoring of data collection processes.
Reporting
• Provides regular inputs to reports requested by the Programme department (e.g., Situation Monthly Report, donor’s reports, etc) detailing activities carried out, supervision, training provided, assessments undertaken, progress made toward achievements, etc.
• Follows up data collection to improve the quality of the activities/interventions.
• Analyses the mental health data on a regular basis and develops corrective measures when needed.
• Contribute to data collection and presentation for advocacy activities on the mission level
• Contributes to developing clear objectives and indicators for MHPSS activities in collaboration with the Programme team.
• Contributes to the development of donor proposals and technical annexes.
Logistic and safety
• In coordination with the logistics department, ensure safety for outreach staff and beneficiaries.
• Supports the review of pre-qualification and tender documents to identify key qualification and eligibility criteria.
• Validates procurement requests according to budgets and donor/MdM Germany guidelines.
• Keeps track on international and national legislation and protocol on mental health policies and legislation and informs teams/units in case of change.
• Ensures security around mental health protocols.
Finance
• Ensures that activities are implemented according to projects budgets.
• Contributes to financial forecast and follows up on variation in spending (inflation, increased needs etc.) in close collaboration with the Programme and Finance units.
• Supports the Programme and Finance departments in the review and update of projects budgets.
Human resources management
• In coordination with HR team, ensures that staff is trained on MdM Code of Conduct
• Participates in the selection and onboarding of mental health staff.
• Assures direct management of MH officer and psychologists.
• Provides follow up and approval working hours and leaves of the staff under his/her supervision.
• Sets clear performance expectations, conduct regular performance evaluations, and provide constructive feedback to team members.
• Ensures that protection standards and policies are mainstreamed throughout the MHPSS department.
Liaison and networking
• Ensures coordination and communication with health partners and MdM implementing partners.
• Provides a short summary when meetings are attended.
Other duties
• Maintains good social and professional relations with local and international partners.
• Attends team and Senior Management Team (SMT) meetings and take an active part in them.
• Participates in the preparation of emergency plans with the members of the SMT to adapt activities and resources if needed.
• Participates in advocacy and communication events.
• Perform other additional duties on request of General Coordinator

REQUIRED QUALIFICATIONS:
Academic background: Medical psychologist (master’s degree in clinical psychology or counselling psychology is considered as an asset) or Specialized Psychiatrist
