MEDICAL ACTIVITY MANAGER
Doctors without borders / Medecins Sans Frontieres (MSF) is an international humanitarian organization that provides assistance in more than 60 countries of the world to the population in a difficult situation, victims of natural disasters, man-made disasters and armed conflicts, regardless of their race, religion or political beliefs.

Main objective:
Identify, coordinate and monitor medical activities under his/her responsibility, in accordance with MSF protocols, standards and procedures, in order to ensure the provision of quality medical care to beneficiaries and their communities, as well as to improve the health status of the target population.
Responsibilities:
- Coordinating, assessing and overseeing the proper functioning of medical activities (HIV, TB, STIs, STIs, etc.) in accordance with MSF protocols, standards and procedures, as well as through proper collection and analysis of medical data on the health status of beneficiaries.
- Participation in determining the annual plan and budget of the project, as well as in the further support of the programs/project. Monitoring and ensuring the achievement of medical activity goals within his/her competence, notifying the technical referent of any problems arising in the service.
- Verification of all administrative procedures related to follow-up of beneficiaries (completion of individual cards, logs, document extraction, discharge, transfer, etc.) are performed correctly and in accordance with MSF procedures.
- Ensuring effective management of pharmaceutical stocks and control over their rational use. In coordination with the biomedical service of the project, overseeing the proper use of medical devices and forecasting future needs. Preparation of medical orders necessary for the implementation of medical activities under his/her responsibility, as well as identifying and communicating to the immediate supervisor the need for non-medical support (materials, infrastructure, transportation, etc.).
- Coordinating and controlling the daily work plan of the team under his/her responsibility (absence of staff, vacations, tracking of vacations,etc). Participating in on-calls and replacing the doctor, if necessary.
- Planning and monitoring, in close cooperation with the human resources department, the relevant processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility, in order to improve the qualifications of the staff and ensure the required level of knowledge and the number of staff.
- Participation in the preparation of monthly reports in accordance with the instructions (i.e. reports on situation, medical statistical reports, etc.).
Features of the MSF unit:
- Visits to places to support and supervise activities, currently in the following areas: Dnipropetrovsk, Kharkiv, Zaporizhzhia, mainly from Monday to Thursday every week, with one working day in Dnipro for cooperation between departments. Field trips require overnight stays in various areas of eastern Ukraine.
- Working closely with the security advisor to ensure compliance with security protocols in the team
- Conducting assessments of primary care facilities in different areas of eastern Ukraine
- Constant monitoring of the situation with special attention to epidemiological trends, population movements and emergency indicators with timely proposals and implementation of appropriate measures
- Close cooperation with partners, including other NGOs and local authorities in Donetsk, Dnipro, Zaporizhzhia and Kharkiv regions.
- Regular scheduled meetings to exchange data and needs with other participants, community leaders, local authorities and the Ministry of Health.
- Participation in meetings of department heads in close cooperation with other departments.
- Compilation of project management documents together with other department heads.
- Assessment of team potential with planned professional development both individually and as a group.
- Planning and conducting annual and monthly team development trainings
- Supporting leaders in mental health, health promotion and care
- Participating in HR processes, including timely and accurate appraisals, recruitment and other necessary management processes by staff
- Ensure compliance with implemented protocols and/or MSF guidelines, and support diagnostic monitoring and medication quality.
- Implementation of systems in the mobile clinic to ensure compliance with MSF guidelines, as well as creating a professional work environment
- Planning the mobile clinic work schedule on a weekly basis, as well as managing scheduled and unscheduled vacations.
- Planning, conducting and documenting monthly meetings with the team and medical coordinator to discuss challenges and strategy.
- Manage mobile clinic pharmaceutical inventory with support from supervisor and pharmacy department manager.
- Provide weekly activity updates and monthly status reports with a critical eye on data collection.Collaborate with data manager and medical coordinator to create quality data analysis.
- Ensure adherence to MSF principles of impartiality, neutrality and independence in team communications.
- Participate in monthly intake meetings to analyze stock and trends.
- Organize and support the team in conducting telemedicine activities.
- Mobile clinics operate in eastern Ukraine, their location varies depending on current needs and circumstances. Currently, the area of activity covers the regions of Dnipropetrovsk, Kharkiv, Donetsk and Zaporizhia regions. Mobile teams provide general counselling, sexual and reproductive health services, tuberculosis screening and mental health support. The Medical Operations Manager shall support field teams and organize weekly visits to the above regions.

Experience:
- 2 years of work experience related to diploma/degree required.

- Prior experience working in MSF or another non-governmental organization is desirable.
Knowledge of languages: fluent in Ukrainian; knowledge of the English language (required).
