ACF is looking for a MEAL (monitoring, evaluation, accountability and learning) specialist to join its team.

The MEAL program specialist will be responsible for managing data collection, organization and reporting to ensure the quality and accountability of humanitarian programs implemented by Action Against Hunger in eastern Ukraine . Under the guidance of the MEAL Manager or Regional Coordinator and in collaboration with Project Managers/Heads of Departments, the MEAL Program Specialist will take clear and actionable actions based on MEAL plans; provides program metrics, monitoring formats, database management, data analysis and reporting. The MEAL program specialist also monitors the progress of key indicators and reports to his supervisor in a timely manner.

Requirements:

  • Higher education (Economics, International Development, Statistics, Health, Demography or related field preferred).
  • Minimum of two years of similar work experience preferred.
  • < li>Experience in data collection, collation, analysis and report writing.
  • Openness, creativity, responsibility.
  • Strong organizational and analytical skills, ability to work in multitasking mode.
  • li>Adherence to ACF policy; understanding of ACF's goals, values, and principles.
  • Excellent computer skills, including Microsoft Excel, spreadsheets, Sphere Standard, SPSS, or other statistical software packages.
  • Experience of basic statistical analysis.
  • Readiness for regular business trips.
  • A clear understanding of interpersonal and social norms is a plus.
  • Previous experience in humanitarian projects is an advantage (proven experience in monitoring, evaluation, accountability, and training of humanitarian or development programs, demonstrated knowledge of MEAL concepts and fundamentals of humanitarian standards).
  • Demonstrated practical experience in field data collection is desirable.
  • Fluency in Ukrainian .
  • Proficiency in English at a level no lower than Intermediate (B1) - written and spoken skills.

Responsibilities:

  1. Ensuring proper and timely implementation of Action Against Hunger MEAL tools, measures and reporting
  • Ensuring timely and high-quality data collection (post-distribution monitoring surveys, baseline/endpoint surveys, needs assessments, KAP, FDG, KII and others) by developing the necessary quantitative and qualitative tools (TK and data collection tools, including coding) for review and approval by the MEAL Manager.
  • Ensuring the implementation of MEAL plans by regularly monitoring activities at the field level.
  • Supporting teams on piloting data collection tools and integrating results into the final tools by providing feedback/bug reports to the MEAL manager or field coordinator.
  • Contribute to the project's use of mobile data collection by managing the process and troubleshooting under the supervision of the MEAL manager.
  • Training and managing MEAL assistants/volunteers/transcribers to perform regular MEAL functions, ensuring compliance with all Action Against Hunger procedures and policies.
  • Performing timely and quality cleanup of all data collected and uploaded to the server.
  • Perform timely and quality analysis of MEAL data for various projects as needed using Excel or other statistical software for review and validation by the MEAL Manager.
  • Ensure timely and quality reporting of MEAL activities by the MEAL team (spot checks , monitoring activities, etc.).
  • Timely reporting to the MEAL manager on the monthly work plan and team goals.
  • Leading the coding of questionnaires on RR and ODK.
  • Management of joint monitoring visits conducted with technical teams and partner teams to assess the implementation of anti-famine measures.
  • Ensuring that all surveys and assessments meet SPHERE humanitarian standards.

2. Support of proper and adequate management of resources (personnel, finance and logistics)

  • Ensuring the recruitment of MEAL assistants/transcribers under the direct supervision of their line manager.
  • Providing effective and constructive day-to-day supervision of MEAL assistants/transcribers, strengthening their skills and potential.

  • Support the MEAL Manager to forecast the budget for MEAL activities.
  • Ensure proper management of field data collectors.
  • Provide entry-level training to external stakeholders on core MEAL concepts.

3. Documenting and using best practices for planning, implementing, monitoring and evaluating activities

  • Proactively identifying best practice based on MEAL findings and encouraged
  • Ensuring support for donor reporting and input data, proposals as required by the MEAL Manager and MEAL Department Chair.

4. Managing the feedback mechanism and responding to complaints for all ACF projects

  • Providing answers to the queries of the beneficiaries of the programs through the hotline.
  • Ensure the confidentiality of the complaint.
  • Ensure regular maintenance of the complaint and feedback database/information system and also ensure regular information sharing.
  • Support the MEAL team and the Program in implementing activities to ensure beneficiaries have access to FCRM channels.
  • Ensuring that inquiries are answered by callers to the Adjustment Hotline in an ethical and professional manner in accordance with ACF standard operating procedures and HAP guidelines.< /li>
  • Monitoring the referral of complaints to appropriate ACF staff and in particular sensitive complaints (level 4) to senior management in accordance with SOP.

5. Provide support to other teams as requested by the MEAL Manager

  • Ensure proper management of devices used in the field to support specialist of Information Technology and Communication.
  • Support the reporting team in resolving complaints upon request.
