Helvetas Swiss Intercooperation is a Swiss international development organization present in 35 countries across Africa, Asia, Latin America, and Eastern Europe. It’s activities are focused on sustainable development initiatives, infrastructure recovery, economic recovery, and resilience.

In Ukraine, Helvetas implements programmes for economic recovery and development and supports the rehabilitation of housing and water infrastructure in communities. Our solutions are grounded in strong analysis of Ukraine’s labour market and economic trends, ensuring effective, sustainable and scalable approaches to recovery.

Helvetas currently operates in the Kyiv, Kharkiv, Chernihiv, Sumy, Dnipropetrovsk and Poltava regions and plans to expand its activities. Working at multiple levels, Helvetas collaborates with national and local authorities, businesses, and a network of civil society partners to deliver on its objectives.

Overall goal : 

The position involves maintaining MEAL systems and data management for assigned projects, ensuring quality data collection and analysis, and promoting effective learning and knowledge sharing. The role also includes coordinating studies (e.g., projects’ post-assistance monitoring, evaluation, etc.) to assess project performance and capturing best practices. Specific responsibilities encompass planning and monitoring, evaluation and learning, information management, and other tasks as assigned by the supervisor.

The MEAL Officer will be reporting to MEAL Manager of Helvetas Ukraine and based in Kyiv (with approximately 30% of business travel to project sites in Kyiv, Chernihiv, Kharkiv, Dnipro, Sumy, Poltava Oblasts).

Roles and Responsibilities:

1. Monitoring and Planning

  • Support with design and implementation of MEAL plans and activities in coordination with project and partner teams.
  • Contribute to the design of Logframes and Theory of Change for new project proposals.
  • Develop and maintain indicator tracking tools to monitor progress against project targets.
  • Support the development and use of monitoring tools, including data collection forms and digital platforms (e.g., KoboToolbox).

2. Data Collection and Analysis

  • Ensure timely and quality data collection, entry, and analysis.
  • Conduct field visits to verify data and provide support for enumerators and local partners.
  • Analyze quantitative and qualitative data to generate insights for program improvements.

3. Evaluation and Learning

  • Lead or support evaluations (baseline, midline, endline) and needs assessments.
  • Facilitate reflection and learning workshops with project teams and stakeholders.
  • Document lessons learned, success stories, and best practices for internal and external use.

4. Accountability

  • Ensure that accountability to affected populations is integrated into project activities.
  • Conduct annual Safeguarding refreshment sessions to Helvetas Ukraine staff

5. Knowledge Management

  • Support documentation and dissemination of MEAL findings and reports.
  • Maintain organized, accurate MEAL databases and files.
  • Assist in compiling reports for donors and internal use.

6. Capacity Building

  • Provide training and ongoing support to staff and partners on MEAL tools and practices.
  • Foster a culture of evidence-based decision-making within the project team.

7. Other Tasks

  • Represent MEAL in internal and external meetings as needed.
  • Perform any other MEAL-related tasks assigned by the supervisor or program manager.

Key qualities for success in this role:

  • Bachelor's or Masters degree in a relevant field such as: Social Sciences, International Development, Statistics, Monitoring and Evaluation, Project Management or other related field.

  • 3-5 years of experience in monitoring and evaluation.

  • Experience working in NGOs, INGOs, or UN agencies is often required.
  • Experience in designing and implementing M&E systems, tools, and processes.
  • Strong knowledge of data collection tools (e.g., KoboToolbox).

  • Proficiency in data analysis software (e.g., Excel, SPSS, STATA, Power BI).

  • Knowledge of logical frameworks, theory of change, and project cycle management.

  • Excellent report writing skills.
  • Ability to communicate clearly with both technical and non-technical stakeholders.
  • Proficiency in English is required.
  • Attention to detail and strong analytical skills.

  • Strong organizational and time-management abilities.

  • Understanding of accountability mechanisms and learning frameworks.

Specific responsibilities include planning and monitoring, evaluation and training, information management and other tasks as assigned by the manager.
The Monitoring, Evaluation, Accountability and Training Specialist will report to the Monitoring, Evaluation, Accountability and Training Manager and will be based in Kyiv (with approximately 30% work travel to project sites in Kyiv, Chernihiv, Kharkiv, Dnipropetrovsk, Sumy, Poltava regions).

  • Conduct annual trainings on protection issues for Helvetas employees in Ukraine.

  • Maintain orderly, accurate MEAL databases and files.
  • Assist in reporting for donors and internal use.

  • Provide training and ongoing support to staff and partners regarding MEAL tools and practices.
  • Contribute to the formation of a culture of evidence-based decision-making in the project team.

  • Represent MEAL at internal and external meetings as necessary.
